2 1. General provisions 1.1. The production and technical department (PTO) is independent structural unit non-profit organization fund "Regional operator for holding overhaul apartment buildings Jewish Autonomous Region (hereinafter referred to as the Fund) The Department is created, reorganized and liquidated by the order of the Director of the Fund The Department reports directly to the Deputy Director for Capital Repairs Management of the Department: Appointment to the position of Head of Department, transfer and dismissal are made by the Director of the Fund upon agreement and petition of the Deputy Director for Capital Repairs leadership positions, not less than 5 years Employees of the department are appointed to positions and dismissed from positions by order of the Director of the Fund on the proposal of the head of the department. 2. Structure of VET 2.1. Changes in the structure and staff of the VET are developed by the head of the department, based on the conditions and characteristics of the Fund's activities, in accordance with the feasibility and requirements of the economic situation, agreed with the director and approved by order. The department includes:

Tasks and functions of VET 3.1. Overhaul supervising engineers technical survey MKD and in-house engineering systems, drawing up defective statements based on the results of the survey Determination of the required types of work provided for by the regional capital repair program Coordination of repairs with the owners of premises in the MKD (proposals for major repairs) Preparation terms of reference for the provision of services and (or) the performance of major repairs Control over the execution by the contractor of the terms of the contract for the creation of project documentation Verification, approval and transfer to the Contractor of the finished project documentation Implementation of technical supervision over the overhaul: - current control of the volume and quality of work performed, over their compliance with the approved design and estimate documentation, working drawings, building codes, standards, safety standards, requirements of rational labor organization; - verification of compliance with the solutions developed in the production project

4 works; - control over the implementation of the schedule for the production of work on overhaul by the Contractor; - quality control of the elimination of imperfections and defects by construction organizations in a timely manner; - implementation of acceptance of the work performed. Commissioning of facilities: - control of the timely delivery of work by the Contractor (signing of acts); - organization of the work of commissions for the acceptance of the Facility into operation Preservation of control copies of the completed design estimates and acceptance documentation Engineers-estimators Preparation and implementation of competitive procedures for the selection of contractors for the provision of services and (or) overhaul works common property of apartment buildings Performing preliminary calculations of the cost of capital repairs determined by the regional program based on the results of a technical survey Performing preliminary calculations of the cost of design and estimate work Verification and approval of cost estimates developed by design organizations Verification and approval of forms KS-2, KS-3 from contractors for construction and installation work at capital repair facilities Analysis of the estimated cost of repair work based on the results of competitive bidding for a period (6 months, 9 months, a year) General tasks

5 Organization of major repairs of common property in apartment buildings in the amount and within the time frame stipulated by the regional capital repair program Ensuring the timely delivery of apartment buildings after major repairs by the Contractor Saving funds due to effective use design solutions. 4. Regulatory documents 4.1. External documents: Legislative and regulatory acts of the Russian Federation and the Jewish Autonomous Region, building codes and regulations, GOSTs, technical regulations Internal documents: Charter of the Fund, orders and directives of the Fund's management; present Regulations, Job Descriptions, Rules of Internal work schedule. 5. Relationships of the TVET with other subdivisions of the TVET interacts with the structural subdivisions of the Fund on issues within its competence, in accordance with these Regulations and the document flow in force at the enterprise. 6. Rights of the TVET The TVET has the right to: 6.1. Request and receive from structural subdivisions information, reference and other materials necessary for the implementation of the activities of the department. Conduct independent correspondence with state and municipal authorities on issues related to their activities.

Represent the Fund in accordance with the established procedure in state authorities, other institutions and organizations on issues within the competence of the department In agreement with the Director of the Fund, involve experts and specialists in the construction industry and the housing and communal services sector for consultations, preparation of conclusions, recommendations and proposals. 7. Responsibility of VET 7.1. Responsibility for the proper and timely performance of the functions of the department lies with the head of the VET. In particular, he is personally responsible in the event of: Untimely, as well as poor-quality execution of documents and instructions of the director of the Fund technical department established by job descriptions. 8. Final provisions 8.1. If any point of the Regulation is found to be inconsistent with the actual state of affairs in the VET, the head of the department, employee or other person must contact the Director of the Fund with an application for amendments and additions to the Regulation.

7 8.2. The submitted proposal is considered by the director within 10 days from the date of application. Based on the results of the consideration, a decision is made: to accept a change or addition, send it for revision (with an indication of the revision period and the contractor), refuse to accept the proposed proposal. Introduction of amendments and additions to the Regulations is approved by the director.

The production and technical department provides technical support, production planning and operational management of the organization's production activities. The department carries out work related to the modernization of the housing and communal services of the Novogrudok district, the acquisition of specialized communal machinery and equipment in order to replace worn-out equipment, the creation of an emergency stock of material and technical resources to improve reliability in operation, the prevention of emergencies, the regulation of production and technical issues of water, heat, electricity and sanitation, which are within the competence of the committee.

The activity of the department is carried out on the basis of current and long-term planning, a combination of unity of command in resolving issues of performance and collegiality in their discussion, personal responsibility of employees for the proper performance of their duties and individual instructions of the head of the department.

The department carries out its activities in cooperation with other services and structural divisions of the organization, as well as within its competence with third-party organizations.

The department carries out operational regulation of the production process¸ ensuring the rhythmic release of products in accordance with the production plan, contractual obligations, calendar schedules and daily shift assignments. Participation in the preparation of long-term and current production plans in terms of volume indicators for the enterprise as a whole and its divisions, making adjustments during the planning period based on an analysis of the activities of divisions. Organization of operational control over the course of production, daily clarification of the production situation in the divisions of the enterprise, coordination of their work, taking measures to prevent and eliminate violations of the course production process. Control over the provision of workshops and sites with the necessary raw materials, materials, structures, components, equipment, as well as transport and handling facilities.
