II. Job Responsibilities


Determines the complexity and distribution of tasks (volumes of work) between groups and specialists of the department; Prepares proposals for improving the organization and work of the department, monitors the implementation of these proposals; Prepares proposals for hiring, appointment and dismissal of specialists of the department, terms of remuneration and other conditions of labor relations in the department; agrees on a draft employment agreement (contract), including duties, rights and responsibilities for a specialist newly admitted to the department, both personally with this specialist and with the deputy head of the design organization for work with personnel; Prepares proposals on the need to change the positions of department specialists; Carries out activities for training, advanced training and retraining of specialists of the department; Prepares materials for certification of specialists of the department; Develops a system of information support for specialists of the department and monitors its functioning; Approves the plan for completing normative and reference documentation on the issues of estimated rationing and pricing in construction; Coordinates passports of workplaces of specialists of the department; Determines the normative labor intensity and duration of the performance of certain types of work in the department with the subsequent determination of the cost of these works; Brings to the attention of the specialists of the department and monitors compliance with the organizational and administrative documents approved by the design organization; Signs the established forms of accounting and office work, as well as the time sheet for the work of specialists of the department; Makes requests and calculations of the department's need for financial, material and technical, etc. resources; Makes decisions on the system of planning and control of the performance of work by the specialists of the department; Prepares organizational and administrative documents regulating relations and specific issues of work within the department, monitors their observance; Prepares documents and participates in the work determined by the functions of the department; Fulfills and requires compliance with the internal labor regulations from the specialists of the department; During a long absence of department specialists, he performs their individual duties (on issues related to the organization of management in the department); Participates in the development and maintenance of the organization's QMS; Organizes in the QMS the organization of work on:

- taking corrective actions necessary to eliminate the causes of nonconformities;
- determining the need for the application of preventive actions;
- taking preventive actions necessary to eliminate potential nonconformities;
- implementation of activities related to quality records: identification; collection/distribution and registration; ensuring free access; compiling and maintaining a filing cabinet; storage; search; seizures;
- determination and organization of the implementation of corrective actions to eliminate deficiencies identified in the process of internal audit (verification) of quality;
- determination of needs in application of statistical methods;
- development and maintenance of documented procedures for the use of statistical methods;
- analysis and disposal of inappropriate estimate documentation;
- registration of the fact of the work performed on the alteration (revision) or disposal of inappropriate estimate documentation to indicate the actual state;
