Library funds, which have been formed over many years, in the era of informatization of the knowledge society, have undergone many changes in composition, acquisition methods, storage rules, forms of disclosure and use. All these changes were reflected in the provision of information needs, in the organization of the fund and its use, gradually complicating the tasks of libraries. Today we are experiencing another stage in the development of library collections, which are under the active influence of the electronic environment.

Focus on the use of new information technologies, cardinal socio-economic and political transformations in Ukraine are changing the position of the library in society, expanding and complicating the functions and tasks of the university library. Libraries of higher educational institutions for the purpose of prompt and high-quality information support In the educational, educational and scientific process, special attention is paid to the creation of an ER as a factor in the preservation of the BF. The priority activity of university libraries is the creation of EL.

The physical condition of the library fund directly depends on the conditions of its storage. Statistics show that more than 70% of library funds are kept in conditions that do not meet the standards for storing literature, since most of the fund is located in damp basements. The only way out in such a situation is to transfer part of the fund to alternative media and organize online access to scientific resources.

Ensuring the preservation of the collection is one of the main functions, without the proper implementation of which libraries will not be able to fully satisfy the needs of readers over time. Acquisition modern means digitization and storage of data becomes an urgent task.

^ Library electronic resources - is a collection of electronic sources various types, on various types of media, including ALIS, electronic catalogs, websites, repositories, network resources, including metadata systems (links to Internet resources), media libraries, electronic thematic collections of documents, managerial, instructive and methodological documentation, etc.

^ Modern electronic educational resource should contain ways to attract the attention of the student, motivate him to study and work actively.

Since the main task of a modern university library is to ensure the scientific and educational process, let us dwell in more detail on modern electronic educational resources(ESM)

EOR can be divided into several groups:


  • Textographic. They differ from books mainly in the basis of presentation of texts and illustrations - the material is presented on a computer screen, and not on paper. Although it is very easy to print, ie. transfer to paper.

  • Hypertext. EERs of this group are also textographic, but they have significant differences in text navigation (hypertext links to sections, terms, etc.).

  • visual-sound.

  • Multimedia. The most significant, fundamental differences from the book are in the so-called multimedia EER. English word multimedia in translation means "many ways". In our case, this is the representation of educational objects in many different ways, i.e. through graphics, photo, video, animation and sound. In other words, everything that a person is able to perceive with the help of sight and hearing is used.
^ Digital library – a comprehensive information system for collecting and storing information presented in electronic form documents of different types and types, which provides, with a single input of a resource into the system, the possibility of multi-aspect processing and multiple use of information to meet a variety of information needs, with operational distributed multi-user access through a single interface.

The purpose of creating an electronic library is to improve and increase the efficiency and efficiency of servicing readers, expand the ways of preserving the cultural heritage stored in its funds, prevent wear and tear of physical copies, expand potentially available sources of acquisition of library collections, as well as provide additional research opportunities.

Digital libraries can be divided into several categories:


  • Local(network). Access to the resources of such libraries is carried out mainly within local network. Virtual(Internet libraries). Hosted on the servers of remote access providers. They are also called online libraries or remote access libraries.

  • media libraries. They include various types of electronic documents, including electronic libraries on various types of media. Media libraries can be internal (inside the VNZ, libraries, etc.) and external (the building of a media library that contains complex information on various types of media, with a predominance of electronic sources data). Now such libraries function in many countries of the world.
The next stage of development digital libraries- "Knowledge systems" - a set of various types of electronic resources (electronic libraries, repositories, electronic archives of scientific information, application software, design and development systems, metadata systems, etc.) to contribute to the fulfillment of the main mission of libraries - the operational provision of society with the most complete information stored in their funds, using new information technologies and telecommunications to accomplish this task.

Fund-forming for EB are the following ways of replenishment:


  1. Digitization of documents from collections

  2. Create your own electronic publications(including electronic analogues of printed publications),

  3. Receiving electronic documents from the main and additional sources acquisition,
The fund of the electronic library is a combination of the following main and ancillary funds:

  1. Depositary fund of archival copies (main fund);

  2. Fund of documents on electronic media (main fund);

  3. User copy fund (subsidiary fund);

  4. Virtual fund (auxiliary fund).

The composition of the funds:


  1. In the depository fund of archival copies are stored:
- electronic copies created according to the digitization plan, for individual and collective orders, electronic publications, archive of publications.

All materials in the depositary fund of the electronic library are stored on long-term storage media (CD, DVD, etc. of the “read-only” type, etc.).


  1. ^ The fund of documents on electronic media stores (main fund):
- documents received by the library from sources of basic and additional acquisition, in electronic form, electronic copies of documents from external sources or within the framework of jointly implemented projects.

All materials are recorded on electronic media for long-term storage.


  1. ^ The user copy fund stores (insurance copies): electronic copies created from separate documents, copies of electronic publications.

  2. Virtual Fund the digital library is part of the current fund of user copies with dynamically changing content. The virtual fund contains electronic resources obtained from external sources for temporary use (authorized on-line access to information hosted on remote servers).
Modern forms of acquisition of funds by electronic resources include:

  • Participation in consortiums (corporations) of libraries organized for the purpose of joint formation and use of resources;

  • Purchasing licenses for direct access to electronic documents or versions periodicals restricted access;

  • Acquisition of online databases with the right to update them periodically;

  • Subscription to periodicals with direct access to
full-text electronic versions;

  • Purchase and donation of CDs with electronic documents, publications, libraries, databases, etc.
When creating electronic copies of documents stored in the library, or obtaining electronic resources from legitimate sources (from copyright holders, right holders, as well as resources that are not objects of law), several copies or instances of the same document can be created for DL ​​with the same or different technical specifications.

The VDPU library takes part in several corporate projects, including the Central Ukrainian Cooperative Catalog (CUCK), the Regional Cooperative Catalog (RKK), the all-Ukrainian project "Ukrainian Science". Now the preliminary preparation of the all-Ukrainian project "Creation of digital copies of publications of a valuable and rare fund" (coordinator - GNPB of Ukraine named after V. Sukhomlinsky) is underway. The VDPU library is included in the list of candidates.

The library generates digital copies of documents at the request of the university departments.

So, in order to replenish the fund of historical literature, on the basis of materials and publications of the Department of the History of Slavic Peoples, digital copies of publications were formed and photocopies of individual documents were processed by a computer graphics program. Based on them, DJVU (.PDF) documents are generated. The table illustrates this process.

One of the modern electronic technology introduced into the practice of libraries is electronic document delivery (EDD).

E-mail (Skype system, open access Internet storages, and similar data exchange systems) make it possible to quickly send and receive orders sent via the IBA. The electronic delivery service is built on the basis of consolidated catalogs, which allow you to quickly determine the storage location for the document you need. Created consolidated electronic catalogs provide a direct order function necessary materials.

The object of delivery is an electronic document, it can contain not only text, but also other, very different information. Electronic delivery of documents in essence is the same IBA, only on more high level, computer networks are used as a means of transmission, and the cost of delivery does not depend on the remoteness of the source. EDD technology creates a real basis for an electronic library, which, in turn, provides new opportunities for searching for documents. This is a distributed information system that allows you to securely store and effectively use a variety of collections of electronic documents obtained in a user-friendly form. As the electronic delivery service develops, libraries will form full-text databases of frequently requested documents, which will significantly reduce the complexity and cost of maintenance.

The VDPU library executes EDD at the request of users and colleagues from other libraries. There is also a certain growth dynamics of this service. So in 2010, EDD was completed - 114 documents. To date, EDD in 2011 - 228 documents.

To meet the needs of the modern user, libraries cannot stay away from the flow electronic information, they need to be familiar with the latest developments in information, communication and multimedia technologies, called "information society technologies".

chief strategic direction in the development of funds is the expansion of acquisition of digital materials. Many libraries today consider the development of a consistent strategy for the digitization of collections as one of their main priorities for the near future.

The VDPU library has been forming an electronic catalog since 2004, a media library since 2005, a full-text database, electronic collections, a virtual library since 2006.

To date, the electronic resource of the library consists of funds of several types:

Databases of the electronic catalog - (165561 documents in the database available to readers);

Internet directory library, which has more than 115 thousand documents and is available through the library website.

Resources on magnetic and optical media– (534 storage units);

local network resources. So the database "Full-text editions" available in the client-server local network of the library consists of more than 2600 electronic documents for the main sections of knowledge.

Internet resources (virtual library).

The library's Internet navigator includes about 1400 links to resources various subjects including:


  • scientific and educational - 491 links

  • full-text electronic libraries - 146

  • local history - 159

^ Library electronic catalog used to search for materials such as books, periodicals, audio, video, CD (DVD) - publications. The catalog provides each user with the ability to select a list of necessary literature and save a list of bibliographic records.

The library electronic catalog provides full-text open access to electronic books and publications. The electronic library catalog provides access to bibliographic records of books, publications, multimedia and electronic resources.

The electronic catalog makes it easy to find a source or a group of documentary sources of information on topics of interest to the reader. To this end, the search can be implemented on such grounds as author, title, subject heading, keyword etc.

An important component of the ER is a media library containing information on three types media: magnetic (audio and video cassettes), digital (computers and software) and telecommunications (computer networks). The problem of reliability of electronic means of data storage and transportation becomes topical.

Having retained its former functions, the library pushes the boundaries and turns into a center for storing information both on traditional and electronic media, combining various methods of presenting and processing information.

The basis of the state and municipal policy in the field of librarianship is the principle of creating conditions for the general accessibility of the population to information and cultural values ​​that libraries accumulate and provide to the population. The IFLA/UNESCO Guidelines for the Development of Public Library Services considers work to overcome the "digital divide" that exists in society as one of the main tasks of library development. The document states that “libraries should become an electronic window into the information world” for all their users. In this regard, the informatization of libraries provides opportunities for the full realization of the human right to information, the introduction of information technologies is considered as one of the forms of development of library activities aimed at supporting educational, cultural, information spheres the life of society.

One of the urgent tasks for further information development libraries and their inclusion in the life of the local community is the implementation of social significant projects. At present, libraries are able to actively engage in the formation of a new system of relations between citizens and authorities - interaction in the electronic environment.

The use of new information technologies in information and library services will allow the population of the city, primarily socially unprotected and low-income citizens who do not have access to modern means of communication (lack of a computer, Internet connection), to use modern services provided by state and municipal structures in electronic mode . Particularly relevant is the problem of broad public education on the functioning of the "Electronic government", the skills of using portals of state and municipal services, the need to include everyone in the "Electronic Citizen" system.

At the present time in the city of Stavropol there is a municipal centralized library system(MBU STsBS), formed in accordance with the needs of the population and taking into account local conditions and includes 17 structural divisions. Library services are used by about 75 thousand citizens. The universal fund contains more than 760 thousand items, including printed publications, audio and video materials, and CDs. IN modern conditions traditional types of information carriers (printed) are actively supplemented by new ones - electronic documents. Since 2012, all libraries of the MBU SCBS have been using the resources of the full-text electronic databases NEB-reader and LitRes. Access to these resources is possible for library users only with the use of modern means of telecommunications.

The central library on the basis of the Public Center for Legal Information provides access to the legal reference system "Consultant Plus" and other legal databases. Branch libraries have accumulated a large array of socially significant information on education, healthcare, cultural development and interaction. In their work, libraries actively cooperate with state, municipal and public organizations. Clubs operating in libraries unite more than 500 people, including children and youth, pensioners and people with disabilities.

Implemented in 2010-2011 The city library informatization program has significantly expanded the opportunities for providing access to electronic information resources for the population. The computer park of MBU SCBS consists of 102 machines, 25 of which are used for independent work of library users. All structural units have Internet access. The modern technical base of the libraries is complemented by copiers and specialized software.

The computerization of municipal libraries has both its achievements and problems. Achievements of MBU STsBS in the field of implementation and development of computer technologies:

– All structural subdivisions of MBU STsBS were computerized; at least one computer workstation for users is organized in branch libraries;

– In 2008, the website of the MU SCBS was created and is successfully functioning, offering remote users information about the resources and services of libraries, their own databases and documents;

– An active replenishment of the electronic catalog is underway (based on the AIBS “My Library”, Liber-Media), access to the electronic catalog is carried out on the website of the SCBS;

– Automation of library processes makes it possible to provide a range of services in electronic form:

Inform about the resources and services of libraries on the site (electronic catalog, virtual exhibitions, current reviews, etc.),

Create your own electronic products,

Conduct prompt individual and group informing by e-mail,

Advise users on the search for information on the Internet, etc.;

- Demonstration equipment (projectors, large television panels) allows for extensive information and educational work in various areas with the widespread use of electronic technologies.

Further development of modern forms of work with various categories of the population based on the expansion of new types of services and the use of electronic services of the libraries of the MBU SCBS is possible when solving a number of problems:

- For the development of the infrastructure for the access of the population to electronic resources, a well-thought-out marketing policy of the library, an increase in the amount of computer equipment provided for independent work of users, and the formation of a comfortable library environment are necessary;

– Implementation of full access to electronic resources is limited by the low speed of Internet traffic and the lack of funding for its payment;

– The expansion of the types of services provided in the electronic environment makes it necessary to increase the information and computer literacy library professionals and library users.

The implementation of the proposed program will allow how to expand the opportunities of citizens in obtaining high-quality information and library services and to form a system of effective assistance to socially unprotected segments of the population in access to information and services provided in electronic mode.

Based on this, the priority areas for financing the program of information development of the city's libraries are:

- organization of computerized workplaces for users, including the purchase of additional computer equipment, furniture and payment for Internet connections;

- formation of full-text databases, the core of which should be digitized documents of local history, bibliographic and methodological nature;

- holding training and advisory activities for various categories of the population in order to develop information literacy;

- organization of a system of events to summarize the experience of interaction between authorities and libraries in the use of new electronic services and the implementation of educational projects for the population.

A practical solution to the identified problems is possible subject to priority and real funding and further introduction of electronic technologies. The program-target method of planning activities with a clear definition of the goals and objectives of the Program will allow municipal libraries to become modern information centers that contribute to the development of both an individual and society as a whole.

2. Main goals, tasks

The purpose of this Program is to expand the opportunities for the population to access library and information services provided in electronic form.

– Inclusion of the libraries of the MBU STsBS in the process of formation of the municipal information system for the provision of services to the population in electronic form;

- Expansion of the range of information and library services provided by the MBU SCBS using new information technologies, improving the quality of services, the comfort of the information service;

– Implementation of projects aimed at improving the level information culture residents of the city, first of all, socially unprotected segments of the population, education of the population on the issues of interaction in the electronic environment.

3. Timing of the program implementation

The program is designed for 2013-2015.

4. System of program activities

4.1. Organization of public access of the population to information and services provided in electronic form.

Main program activities:

– Expansion of the functions of the PCLI activity in the field of accumulation and provision of legal and socially significant information;

– Creation of public access points on the basis of branch libraries, increase in user jobs for comfortable use of electronic resources,

- connection of all points of public access to the services of fast unlimited Internet connection;

– installation of information kiosks on the basis of city libraries-branches, providing direct access of the population to city portals, primarily of a social, educational and cultural orientation, city information resources created within the framework of the Electronic Government program;

- equipping libraries with special furniture, exhibition racks.

The implementation of these program activities will strengthen the information and social status of libraries, expand the opportunities for the population to access new types of municipal services.

4.2. Expansion of the range of information and library services.

- accumulation of socially significant information (on environmental issues, health care, education, consumer protection, etc.) and organization of access to it by creating electronic databases;

- organization of providing access to full-text electronic databases and subscription to electronic versions of the most popular periodicals;

– organization of public access to information about library resources through an electronic catalog (updating the electronic catalog with new records, improving the organization and search capabilities of the AILS “My Library”, organizing access to the electronic catalog through the SCBS website);

– organizing an integrated search in electronic catalogs of Russian libraries, archives, museums and other institutions, creating and maintaining remote access to the official websites of the President of the Russian Federation, the Governor Stavropol Territory and the Head of the city of Stavropol, state authorities and local government, public associations and other structures of civil society;

– placement of an information banner of the MBU SCBS on the websites of cultural and educational institutions of the city;

A set of program activities will strengthen information base libraries and expand the possibility of providing public access to electronic resources.

4.3. Implementation of projects aimed at educating the population and improving information literacy.

The main program activities include:

- providing consulting support to users on working with information resources and software;

– organization of the School of Information Comfort, focused on different levels of user proficiency in computer, information and telecommunication technologies:

Educational complex for the elderly, low-income segments of the population "Electronic turn";

Educational complex for youth "Citizen in the space of the Internet";

Educational complex for children and parents "Safe Internet";

– staffing of branch libraries with demonstration equipment for consulting and educational activities;

- organization of "round tables", consultations and business meetings with representatives of authorities on the use of portals of municipal information and registration of "electronic citizen".

The implementation of these program activities will actively contribute to the formation of the information needs of the city's residents and the satisfaction of these needs through modern computer technologies.

4.4. Organizational activities:

The main program activities include:

– conducting consulting and training activities for library staff on the provision of new information services using telecommunication technologies;

– conclusion of contractual agreements on the interaction of libraries and structures of the authorities responsible for the operation of the portal of municipal information;

7. Evaluation of the effectiveness of the Program implementation.

The implementation of the Program activities will contribute to positive changes in the library and information services for the population of the city of Stavropol and will provide:

- approval of municipal libraries as socially oriented information centers that form the basis of the cultural and information life of the city;

- development of modern forms of work with various categories of the population based on the expansion of types of services;

– attracting new users to the city libraries;

increase in the number of citizens applying for information, including municipal information, provided in electronic form.

The successful implementation of this program will allow the MBU SCBS to become a platform for excellence in organizing the work of public access points for the population to information and services provided in electronic form, to raise its status in the library and local community.

Suggested target indicators:

1. Increase in workstations for library users.

2. Formation of a modern external and internal image of libraries, increasing the popularity of library services among the population.

3. Increase in the number of services provided with the use of electronic technologies.

4. Creation of own databases (bibliographic, full-text), formation of own electronic collections.

5. Increasing the number of library users who have the skills to use ICT in their daily activities.

With the advent of more stringent requirements for electronic library resources in universities, namely the requirement to provide access to the electronic library system, a number of technological and organizational questions arose, how can these requirements be met. Last time, based on the report from the conference "Management of University Libraries", we touched upon the topic of external electronic library systems. Today I would like to dwell on the creation of our own electronic library system at the university. Note that this will be an internal ELS, based, as a rule, on the electronic library of the university, on already accumulated electronic publications, but at the same time owned by the library and, as an external ELS, meets all the requirements of the Federal State Educational Standard of Higher Professional Education. Besides, this problem I'm going to cover at the next conference in Yekaterinburg "University Library: Responding to the Challenges of the Times". Therefore, this post is of a general nature, providing general information and main features. In turn, I would like to hear from readers as many questions as possible regarding this topic. So the study of the issue will be deeper, and we will be able to combine online with offline, bringing communication into both communication formats.

All work on creating your own electronic library system comes down to three complementary areas: organizational, content And technological.

Organizational part includes, first of all, the provision of registration requirements. This includes registration of electronic mass media And material database registration. The first problem is minimal. Registration is carried out in the Federal Service for Supervision of Communications, Information Technology and Mass Communications. A package of documents is being prepared. Along with the application, about 5 documents are typed, which are sent to RosKomNadzor. In this case, a website is registered as a media. The main difficulties can arise only when filling out an application. The database is registered federal Service Intellectual Property, Patents and Trademarks. You also need to collect about 4 different documents. However, an interesting nuance arises here, which one of the readers of our community has already noticed. More about it in the comments to the post. It is obvious that the database is created on the basis of the works of teachers: books, teaching aids and other educational and methodical literature. This is the content side of the issue, we will touch on it separately. Also, in the registration requirements, one should not forget about software that ensures the operation of the EBS. In fact, this is the software of the electronic library. If this is a university's own development, then such a program should be registered in the same way as the database (registration of the database and computer programs are considered jointly in RosPatent). Something of their own is being created, university electronic educational and methodological material is being put in order, existing developments in the field of electronic libraries are being used. But all these advantages require careful work and a set process, which must be taken into account when deciding on an EBS.

Personally, I, probably like many book lovers, do not want to part with the books I like so soon. In addition, sometimes you have to refer to the material repeatedly to clarify any nuances. Therefore, it is necessary that the books read be moved to a special shelf, where they would not interfere with anyone, but were always at hand. And Springpad does it very well.
