Article 77.1. Transfer to electronic form books state registration acts of civil status (registration books)

1. When translating the books of state registration of acts of civil status (certificate books) into electronic form, each record of a civil status act collected in the book of state registration of acts of civil status (certificate book) is converted (transformed) into the form electronic document.

2. The record of a civil status act, converted (converted) into the form of an electronic document, is drawn up in Russian. The list of information included in the civil status record, which is converted (converted) into the form of an electronic document, is determined by the Government Russian Federation.

3. A record of a civil status act converted (converted) into the form of an electronic document in accordance with this article shall be signed with an enhanced qualified electronic signature the head of the civil registry office or an employee of the civil registry office authorized by him and is recognized as equivalent to a civil status record drawn up in the form of a document on paper.

4. The civil status record, converted (converted) into the form of an electronic document, is stored in the information system of the civil registry office at the place of state registration of the civil status act, and (or) in the information system of the executive authority of the constituent entity of the Russian Federation, whose competence includes the organization of activities for the state registration of civil status acts in the territory of the corresponding subject of the Russian Federation, and (or) in the Unified State Register of Civil Status Records. The procedure for storing a civil status record converted (converted) into the form of an electronic document is determined by the Government of the Russian Federation.

5. Requirements for the formats of information entered into the record of a civil status act that is converted (transformed) into the form of an electronic document, and the procedure for the presentation and use of this information in order to form and maintain a Unified state register records of acts of civil status are approved by the federal executive body that performs the functions of developing public policy and legal regulation in the field of budgetary, tax, insurance, currency, banking activities, in agreement with the federal executive body responsible for the development and implementation of state policy and legal regulation in the field of state registration of acts of civil status, and the federal executive body exercising control and supervision over compliance with legislation on taxes and fees.

1. These Requirements for the formats of information entered into a civil status record that is converted (converted) into the form of an electronic document:

determine the structure and composition of the information used in the conversion (transformation) of civil status records into the form of an electronic document using information system body of registration of civil status acts at the place of state registration of a civil status act and (or) information system of the executive authority of a constituent entity of the Russian Federation, whose competence includes organizing activities for state registration of acts of civil status in the territory of a constituent entity of the Russian Federation or the administration of Baikonur (hereinafter referred to as the information system);

establish requirements for XML-files of electronic transmission of information included in civil status records from information systems for subsequent loading into the federal state information system for maintaining the Unified State Register of civil status records (hereinafter referred to as the federal information system) in order to form and maintain the Unified State Register of civil status records, including for loading into the federal information system information of civil status records entered into information systems since April 1, 2015.

2. When converting (transforming) civil status records into the form of an electronic document, a character set (UTF-8 encoding) for Cyrillic alphabets must be used.

3. Electronic document:

must conform to the XML specification;

signed with an enhanced qualified electronic signature of the head of the civil registry office or an employee of the civil registry office authorized by him;

must contain the root element (block) IId and the elements (blocks, details) nested in it, belonging to the http://www.____________________ namespace and given in the description of the elements (blocks, details) contained in the information entered in the civil status records, convertible (converted) into the form of an electronic document, provided for in Appendix No. 3 to these Requirements.

4. The list of electronic documents containing information about civil status acts used in the conversion (transformation) of civil status records into the form of an electronic document (hereinafter referred to as electronic documents) is given in Appendix No. 1 to these Requirements.

5. The list of directories used when converting the books of state registration of acts of civil status (registration books) (hereinafter referred to as directories) into electronic form is given in Appendix No. 2 to these Requirements.

6. Formats of electronic documents are given in Appendix No. 3 to these Requirements.

7. Reference books are placed by the Ministry of Finance of the Russian Federation on the official website of the Ministry of Finance of the Russian Federation in the information and telecommunications network "Internet".

All archives and books of state registration of acts of civil status must be fully digitized by December 31, 2019 in accordance with the federal law "On Amendments to the federal law“On acts of civil status” dated 06.23.2016 N 219-FZ” of the information contained in it into electronic form.

Options for digitizing civil status records:

  1. Manual entry of data by the staff of the registry office;
  2. Independent scanning of archives;
  3. Agreement with professional company by retroconversion.

The first approach shows extremely low speed translation of act records into electronic form and a significant increase in the load on the registry office employees themselves, as it requires their distraction from their main work or work outside of school hours. In one of the regions, the employees of the registry office for the year of work were able to enter only 8% of the required data.

The second approach allows you to get an electronic fund and get rid of the need to turn to a paper archive, but it has several difficulties. In particular, to obtain high-quality readable electronic copies, it is necessary to purchase expensive scanning equipment. Recognition of poorly readable documents, their manual correction and entering into the information system is a very long and laborious process.

The third approach eliminates the increase in the load on the staff of the registry office, allows you to control the data loaded into the system and implement the project as quickly, accurately and in accordance with the laws:

  • rules for the transfer to electronic form of books of state registration of acts of civil status (registration books) dated March 3, 2017 No. 254;
  • Federal Law “On Amendments to the Federal Law “On Civil Status Acts” dated June 23, 2016 No. 219-FZ;
  • federal law "On Personal Data" dated July 27, 2006 No. 152-FZ;
  • and many others.

Stages of transferring civil status acts to electronic form:

  1. Estimation of cost and terms of work;
  2. Departure of a specialist to examine the array of documents, place and working conditions. Drawing up a report on the survey, agreeing on the terms of reference;
  3. Formation of working groups to perform work in the departments of the registry office;
  4. Selection by the Customer of the array of act books intended for processing;
  5. Preparation of act books for scanning to perform work in the registry offices;
  6. Scanning with proprietary technology "BESCAN";
  7. Quality control;
  8. Indexing, formation of index information for each act record.

Decree of the Government of the Russian Federation of March 3, 2017 N 254
"On approval of the Rules for the transfer to electronic form of books of state registration of acts of civil status (registration books)"

In accordance with Part 1 of Article 3 of the Federal Law "On Amendments to the Federal Law "On Civil Status Acts", the Government of the Russian Federation decides:

1. Approve the attached Rules for the transfer to electronic form of books of state registration of acts of civil status (registration books).

2. Establish that clarifications on the application of the Rules approved by this resolution are given by the Ministry of Justice of the Russian Federation in agreement with the Ministry of Finance of the Russian Federation.

3. Determine that:

paragraph two of clause 7 and clause 18 of the Rules approved by this resolution shall enter into force on January 1, 2018;

the provisions of the Rules approved by this resolution, in terms of the rules for storing a civil status record converted (transformed) into the form of an electronic document, as well as in terms of using the federal state information system for maintaining the Unified State Register of civil status records, come into force on October 1, 2018.

With changes and additions from:

1. These Rules determine the procedure for converting into electronic form the books of state registration of acts of civil status (registration books) collected from the first copies of civil status records drawn up before April 1, 2015 and stored in the civil registry offices (hereinafter referred to as the civil registry offices) at the place of state registration of these civil status acts in accordance with the Federal Law "On acts of civil status", as well as the procedure for storing a civil status record converted (converted) into the form of an electronic document.

2. The conversion of state registration books of acts of civil status (registration books) into electronic form is carried out by the constituent entities of the Russian Federation and the city of Baikonur and is financed by subventions from the federal budget.

3. The translation into electronic form of the books of state registration of acts of civil status (registration books) must be completed within the time period specified in part 2 of Article 3 of the Federal Law "On Amendments to the Federal Law "On Acts of Civil Status".

4. When performing work on the conversion of the books of state registration of acts of civil status (registration books) into electronic form, compliance with the legislation of the Russian Federation on the protection of personal data must be ensured.

5. Transfer to the electronic form of the books of state registration of acts of civil status (registration books) is carried out sequentially, starting with the books of state registration of acts of civil status (registration books) collected before April 1, 2015.

Entries of civil status acts drawn up before April 1, 2015, in which changes, corrections or marks are made in the manner prescribed by the Federal Law "On acts of civil status", are subject to conversion (transformation) into the form of an electronic document when the specified changes, corrections or marks are made to them.

6. Transfer to electronic form of books of state registration of acts of civil status (registration books) is carried out using the information system of the body of registration of acts of civil status at the place of state registration of the act of civil status and (or) the information system of the authorized body of the subject of the Russian Federation or the administration of Baikonur, and (or) the federal state information system for maintaining the Unified State Register of Records of Civil Status.

The transfer into electronic form of the books of state registration of acts of civil status (certificate books) transferred in accordance with the legislation of the Russian Federation on state registration of acts of civil status for storage to the bodies of registration of acts of civil status, located not at the place of compilation of records of acts of civil status, is carried out by the bodies of registration of acts of civil status at the place of storage of records of acts of civil status using the information systems of these bodies of registration of acts of civil status and (or) information systems of authorized authorities of the relevant subjects of the Russian Federation or the administration of Baikonur, and (or) the federal state information system for maintaining the Unified State Register of Records Act ov civil status.

The use of the federal state information system for maintaining the Unified State Register of Civil Status Records when converting books of state registration of acts of civil status (registration books) into electronic form is carried out in without fail in the case specified in the second paragraph of clause 5 of these Rules.

The conversion into electronic form of books of state registration of acts of civil status (registration books) using the federal state information system for maintaining the Unified State Register of Civil Status Records is carried out only by employees of the civil registry office.

A civil status record converted (transformed) into the form of an electronic document is stored in the information system of the authorized body of the subject of the Russian Federation or the administration of Baikonur for one month after they are submitted to the Federal Tax Service in accordance with paragraph 18 of these Rules.

Copies of civil status records converted (transformed) into the form of an electronic document and transferred to the Federal Tax Service, as well as civil status records converted (converted) into the form of an electronic document using the federal state information system for maintaining the Unified State Register of Civil Status Records, are stored in the Unified State Register of Civil Status Records in the manner specified for civil status records compiled in the Unified State Register of Civil Status Records, in accordance with the Federal Law "On Acts civil status".

7. Corrections and changes, information about its cancellation, restoration, other information and marks provided for by the legislation of the Russian Federation on state registration of acts of civil status (hereinafter referred to as corrections and (or) changes) are made to the record of a civil status act converted (converted) into the form of an electronic document. The introduction of corrections and (or) changes in the entry of the act of civil status, converted (converted) into the form of an electronic document, is carried out simultaneously with the introduction of corrections and (or) changes in this entry of the act of civil status, drawn up on paper.

In the event that corrections and (or) changes are made to the civil status record converted (converted) into the form of an electronic document and submitted by the authorized body of the subject of the Russian Federation or the administration of the city of Baikonur in accordance with paragraph 18 of these Rules to the Federal Tax Service, corrections and (or) changes to the civil status record converted (converted) into the form of an electronic document, from October 1, 2018, are made using the federal state information system of maintaining Unified state register of civil status records.

8. Technological, software and linguistic means of the information system should provide the possibility of carrying out work on the transfer of books of state registration of acts of civil status (registration books) into electronic form in accordance with these Rules.

9. Translation into electronic form of books of state registration of acts of civil status (act books) is carried out by converting (transforming) the first copies of the records of acts of civil status collected in the book of state registration of acts of civil status (act book) into the form of an electronic document in accordance with the list of information included in the record of a civil status act, convertible (converted) into the form of an electronic document (hereinafter referred to as the list of information), determined by the Government of the Russian Federation in accordance with paragraph 2 of Article 77.1

10. In case of loss, damage or impossibility of reading the first copy of the civil status record, the second copy of such civil status record is subject to conversion (transformation) into the form of an electronic document, indicating this fact in the electronic document.

If it is impossible to read certain information contained in the first and second copies of the civil status record, and if the civil status record does not contain the information provided for by the list of information, the electronic document shall contain the signs provided for by the requirements for the formats of information entered in the civil status record that is converted (converted) into the form of an electronic document approved by the Ministry of Finance of the Russian Federation in agreement with the Ministry of Justice of the Russian Federation and the Federal Tax Service (hereinafter referred to as the requirements for the formats of information, in carried in a civil status record that is converted (transformed) into the form of an electronic document) in accordance with paragraph 5 of Article 77.1 of the Federal Law "On acts of civil status".

11. If corrections and (or) changes are made to the civil status record, all corrected and (or) changed information of the civil status record is subject to conversion (transformation) into the form of an electronic document, taking into account the latest corrections and (or) changes made to the specified record of the civil status record.

When converting (transforming) into the form of an electronic document the corrected and (or) changed information of the civil status record, as well as information about the marks entered in the civil status record, subject to conversion (transformation) in accordance with the list of information, the number of versions of the electronic document corresponding to the corrections and (or) changes made, corresponding to the dates of the corrections, and (or) changes, and (or) marks, is formed.

12. When converting (transforming) civil status records into the form of an electronic document, the Russian language is used.

If the civil status record being converted (converted) into the form of an electronic document is drawn up in Russian and written by transliterating the letters of the Russian alphabet into letters of a different alphabet (including Latin), when converting (converting) the said civil status record into the form of an electronic document, the letters of the Russian alphabet are used.

In the civil status record converted (transformed) into the form of an electronic document, written in transliteration of the letters of the Russian alphabet with letters of a different alphabet, information about the alphabet used in compiling the civil status record is indicated.

13. A civil status record converted (converted) into the form of an electronic document shall be signed with an enhanced qualified electronic signature of the head of the civil status registry office or an employee of the civil status registry agency authorized by him (hereinafter referred to as the authorized employee).

14. Conversion (transformation) into the form of an electronic document of a civil status record, with the exception of conversion (conversion) into the form of an electronic document of a civil status record performed by an employee of the civil status record body using the federal state information system for maintaining the Unified State Register of civil status records, is carried out separately and independently of each other by two different individuals, carrying out work on the transfer to electronic form of books of state registration of acts of civil status (registration books), by entering the data of the record of the act of civil status by the operator in accordance with the list of information and subsequent reconciliation of the results of such input by an authorized employee.

By decision of the subject of the Russian Federation or the city of Baikonur, as the results of the operator entering the information of the civil status records, the relevant information of the civil status records converted into electronic form before January 1, 2017 can be used.

15. In order to optimize the process of reconciliation of the results of the input by the operator of the information of the civil status record, which is converted (converted) into the form of an electronic document, the means of the information system of the authorized authority of the subject of the Russian Federation or the administration of the city of Baikonur must provide:

a) an automatic procedure for verifying the two results of the operator entering the information of the corresponding civil status record (hereinafter referred to as the verification procedure);

b) user-friendly interface and the ability to view the results of the verification procedure by an authorized employee;

c) an automatic procedure for generating a list of the final results of the verification procedure.

16. When converting the books of state registration of acts of civil status (ceremonial books) into electronic form, reference books are used that are developed by the Ministry of Finance of the Russian Federation jointly with the Ministry of Justice of the Russian Federation and the Federal Tax Service and posted by the Ministry of Finance of the Russian Federation on its official website in the information and telecommunication network "Internet" (hereinafter referred to as directories).

If the writing of the information of the civil status act does not correspond to the corresponding values ​​of the directories, when converting (transforming) the civil status record into the form of an electronic document, both the information is indicated in accordance with the spelling in the civil status act record and the corresponding values ​​of the directories.

The authorized authorities of the constituent entities of the Russian Federation, the administration of Baikonur, the civil registry offices, in agreement with the relevant authorized authorities of the constituent entities of the Russian Federation and the administration of Baikonur, have the right to send proposals to the Ministry of Finance of the Russian Federation on amendments to the directories used when converting (transforming) a civil status record into the form of an electronic document, which are subject to consideration by the Ministry of Finance of the Russian Federation within a period not exceeding 5 working days from the date of receipt.

The list of directories used when converting the books of state registration of acts of civil status (registration books) into electronic form is indicated in the requirements for the formats of information entered into the record of a civil status act that is converted (converted) into the form of an electronic document.

17. With a positive result of the reconciliation specified in paragraph 14 of these Rules, the civil status record, converted (converted) into the form of an electronic document, is signed by an authorized employee in accordance with paragraph 13 of these Rules.

In case of a negative result of the reconciliation specified in paragraph 14 of these Rules, work is carried out to re-convert (convert) the civil status record into the form of an electronic document in accordance with paragraph 14 of these Rules. The results of the operator entering the information of a civil status record that is being converted (converted) into the form of an electronic document, for which a negative reconciliation result was obtained, are not subject to storage after they have been viewed by an authorized employee.

18. Copies of civil status records converted (converted) into the form of an electronic document in accordance with the requirements for the formats of information entered into a civil status record converted (converted) into the form of an electronic document, are subject to submission from October 1, 2018 by the authorized body of the subject of the Russian Federation or the administration of the city of Baikonur to the Federal Tax Service.

Civil status records converted (converted) into the form of an electronic document using the federal state information system for maintaining the Unified State Register of Civil Status Records are not subject to submission by the authorized body of the subject of the Russian Federation or the administration of Baikonur to the Federal Tax Service.

19. In order to confirm the implementation by the constituent entity of the Russian Federation and the city of Baikonur of technological measures to ensure compliance with the requirements for the formats of information included in the civil status record, which is converted (transformed) into the form of an electronic document, when organizing work on the transfer of state registration books of acts of civil status (registration books) into electronic form, authorized body The authorities of the constituent entity of the Russian Federation and the administration of the city of Baikonur, no later than September 1, 2018, send for verification from each information system used in the constituent entity of the Russian Federation and the city of Baikonur, at least 50 copies of civil status records of each type of civil status act, converted (transformed) into the form of an electronic document in accordance with the requirements for the formats of information entered into a civil status record converted (converted) into the form of an electronic document, to the Federal Tax Service. In the event that the verification of compliance with the requirements for the formats of information entered in the record of a civil status act that is converted (converted) into the form of an electronic document is passed, the Federal Tax Service sends to the authorized body of the subject of the Russian Federation and the administration of Baikonur a protocol on compliance with the requirements for the formats of information entered into the record of a civil status act that is converted (converted) into the form of an electronic document.

In the event of a negative result of the audit, the Federal Tax Service sends to the authorized body of the constituent entity of the Russian Federation and the administration of Baikonur a protocol containing a list of identified inconsistencies. In this case, the authorized body of the subject of the Russian Federation or the administration of Baikonur, within a period not exceeding 10 working days from the date of receipt of such a protocol, corrects the identified inconsistencies and re-sends to the Federal Tax Service for verification copies of civil status records converted (converted) into the form of an electronic document.

20. Monitoring of the progress of work on the transfer to electronic form of books of state registration of acts of civil status (registration books) is carried out on the basis of reports submitted by the constituent entities of the Russian Federation and the city of Baikonur as part of the expenditures of the budgets of the constituent entities of the Russian Federation and the city of Baikonur related to the implementation of federal powers for state registration of acts of civil status, and statistical reporting Ministry of Justice of the Russian Federation on state registration of acts of civil status.

The basis of legislation in the field of state registration of acts of civil status is the Federal Law "On Acts of Civil Status", which in 2016 has undergone conceptual changes, the implementation of which is a large-scale and global activity not only of registry offices, but also of other executive authorities.

For the period of 2016, Federal Law No. 143 was amended by 3 federal laws:

  1. F federal law No. 79-FZ "On Amendments to Certain Legislative Acts of the Russian Federation" According to these changes, the time of death is indicated in the record of the death act and in the death certificate instead of the date of death of the deceased.
  2. the federal law No. 219-FZ “On Amendments to the Federal Law “On Civil Status Acts”, which made significant changes to the current legislation in the field of acts of civil status.
    1. the federal law No. 361-FZ "On Amendments to Certain Legislative Acts of the Russian Federation and Recognizing as Invalid Certain Legislative Acts (Provisions of Legislative Acts) of the Russian Federation", to which amendments have been made regarding the vesting of civil registry offices with the obligation
      to provide information on state registration of death to Rosreestr and its territorial bodies.

Today we will consider in more detail the changes introduced by the second Federal Law, which enters into force in 3 stages: from January 1, 2017, from January 1, 2018 and from January 1, 2020.

On September 12, 2016, by order of the Civil Registry Office, the Action Plan for the preparation for the implementation of the Federal Law of June 23, 2016 No. 219-FZ was approved.

In connection with the changes that entered into force on January 1, 2017, in 2016 the Office of the Civil Registry Office of the RS (Y) carried out the following work on the Action Plan:

  1. According to the amendments made by Federal Law No. 361-FZ, registry offices must transfer information about the death of citizens to the Office Federal Service state registration, cadastre and cartography in the Republic of Sakha (Yakutia)(hereinafter referred to as Rosreestr Department for RS (Y)) from January 1, 2017.

In order to implement this Federal Law, the Ministry of Justice of Russia prepared the relevant amendments to the Rules for the transfer of data on state registration of birth and death by the registry offices, approved by Decree of the Government of the Russian Federation of December 1, 2016 No. 1286 with entry into force on January 1, 2017.

On December 16, 2016, at the initiative of the Office of the Civil Registry Office, a working meeting was held at the Office of Rosreestr to develop and sign an agreement on information exchange.

As a result of the working meeting, an information letter was received from the Rosreestr Department (dated December 23, 2016), which indicates that the conclusion of the Agreement on this stage impossible for the following reasons.

The Office of Rosreestr for the Republic of Sakha (Yakutia) does not provide for the conclusion of such an agreement by legal acts, and in addition, until the implementation of the relevant technical regulations transmission of information is not possible.

In this regard, the following important fact should be noted.

Since Article 12 of the Federal Law "On acts of civil status", which regulates the activities of the registry offices for the transfer of information to the relevant authorities, becomes invalid from January 1, 2018, these changes are valid only until this period. That is, information about death will be submitted to Rosreestr before January 1, 2018.

2. As part of the activities of the Civil Registry Office for monitoring federal legislation and revision of the regulatory legal acts of the Republic of Sakha (Yakutia) and in order to bring the republican legislation into line with the federal, the Civil Registry Office, according to the adopted Action Plan, 2 draft laws of the Republic of Sakha (Yakutia) were developed:

  1. "On Amendments to the Law of the Republic of Sakha (Yakutia)" On the allocation of organs local government urban districts, urban and rural settlements Republic of Sakha (Yakutia) with separate state powers for state registration of acts of civil status.

The draft proposes to amend Articles 4, 6, 7 and 10 current law Republic of Sakha (Yakutia).

  1. “On Amendments to Articles 21 and 22 of the Law of the Republic of Sakha (Yakutia) “On Languages ​​in the Republic of Sakha (Yakutia)”.

On March 30, 2017, the draft laws were considered at a meeting of the Government of the Republic of Sakha (Yakutia) (Decrees of the Government of the Republic of Sakha (Yakutia) dated March 30, 2017 No. 93 and 94) and submitted to the State Assembly (Il Tumen) of the Republic of Sakha (Yakutia).

CONVERSION OF AGS.

I .Main changes that come into force

  1. The main change is the input new article under the number 77.1, which provides for the transfer to electronic form of books of state registration of acts of civil status (registration books).

According to this article, the registry offices from January 1, 2017 must begin the translation of act books from 04/01/2015. depth up to 01/01/1926. in electronic form and complete it no later than December 31, 2019.

For the purposes of Article 77.1, the Government of the Russian Federation has adopted a decree approving the List of information included in a civil status record that is converted (converted) into the form of an electronic document.

As part of this activity, the Ministry of Justice of the Russian Federation developed a draft order “On approval of the procedure for determining the average complexity factor for converting (transforming) civil status records into the form of an electronic document in a constituent entity of the Russian Federation or in the city of Baikonur”.

In addition, the Ministry of Justice of the Russian Federation and the Federal Tax Service of the Russian Federation must approve the formats of information entered into acts of civil status in the form of an electronic document, as well as the procedure for submitting and using this information in order to form and maintain the Unified State Register of Civil Registry Offices.

Actual records in the form of electronic documents will be stored in the information system of the Civil Registry Office until they are entered into the Unified State Register of Civil Registry Offices.

In order to implement the work on converting civil status acts into electronic form, the Civil Registry Office needs to translate 2,907,002 act records into an electronic document form during 2017-2019 in compliance with the requirements established by Decree of the Government of the Russian Federation dated March 3, 2017 No. January 2017 to December 31, 2019

Currently, the working group of the Office of the Civil Registry Office on the transfer of books of state registration of acts of civil status into electronic form is carrying out organizational work.

FGIS EGR REGISTRY OFFICE.

Main changes coming into force

  1. The main change is the introduction of a new article number 13.1, according to which, from January 1, 2018, the maintenance of the Unified State Register of civil status records begins.

The Unified State Register of Civil Registry Offices will be a single database containing act records in electronic form compiled by registry offices throughout the Russian Federation.

Records of acts of civil status will be stored in the USR ZAGS permanently and will not be destroyed.

To implement the changes introduced by Federal Law No. 219-FZ of June 23, 2016, the relevant regulatory legal acts Russian Federation.

The Federal Tax Service of the Russian Federation is working on the creation of a federal state information system unified register civil status records (hereinafter - FSIS "USR REGISTRY OFFICE"). The Federal Tax Service of Russia is the operator of the FSIS "USR ZAGS".

Based on the state contract dated 05.10.2016. the contractor for the design and creation of the FSIS "USR ZAGS" is determined Joint-Stock Company"Main Scientific Innovation Implementation Center" (JSC GNIVTS).

Preparatory activities are carried out in three directions and include :

  1. Ensuring the Office of the Registry Office availability of communication channels registry offices that meet the requirements established by the Ministry of Justice of the Russian Federation for work in the FSIS "USR ZAGS" (no later than July 01, 2017).
  2. Implementation of the Federal Tax Service of the Russian Federation supply of computer equipment up to 35 departments of the Office of the Civil Registry Office for uluses (districts) and the city of Yakutsk and 376 local authorities exercising the authority for state registration of the civil registry office (from July 01 to August 15, 2017).
  3. Education JSC GNIVTs 69 employees of the Civil Registry Office and specialists of local self-government bodies in the amount of 376 people with a separation of employees from their duties (in the period from 07/01/2017 to 10/01/2017).

Trial operation of FSIS "USR REGISTRY OFFICE" should begin on September 01, 2017, commissioning commercial operation on the territory of all constituent entities of the Russian Federation, the system is expected from January 01, 2018.

As part of the work on the implementation of organizational and preparatory measures, the Civil Registry Office faced following issues :

  1. Ensuring standard requirements for communication channels provided by the telecom operator to local governments exercising state powers for state registration of acts of civil status, not fully within the scope Office of the registry office. The involvement of the Ministry of Communications and information technologies RS (Y) and LSG of settlements.
  2. In the case of the delivery of computer equipment by the Federal Tax Service of the Russian Federation to the regional centers of the RS (Y) according to the letter of the Federal Tax Service for the RS (Y) addressed to the Chairman of the Government of the RS (Y) E.A. Checkin dated 04/26/2017, local self-government bodies do not have financial resources for the delivery of software and hardware systems (HSS). It is necessary to provide local self-governments with additional funds for the delivery of PAK from district centers to settlements.
  3. There are no provisions for training employees of civil registry offices on the basics of work in the FSIS "USR REGISTRY OFFICE" financial resources for 69 employees of the Civil Registry Office and 376 LSG bodies (travel expenses, rent of premises, etc.).

Training of employees should be carried out on the territory of the constituent entity of the Russian Federation at the location of employees in specially allocated rooms for lectures and practical exercises using elements of e-learning and distance learning educational technologies within 3 days in separate groups of no more than 25 people with technical, consulting and organizational support of employees who have completed full-time training in an advanced course. It is necessary to provide additional funds for organizing training for employees of the Office of the Registry Office of the Republic of Sakha (Yakutia) and local self-government.

  1. Incompatibility of the fleet of printer equipment of the registry offices and local self-government bodies for work in the FSIS "EGR ZAGS", wear and tear this equipment. The Federal Tax Service needs to additionally provide for the purchase and supply of printers to the registry offices and local self-government bodies.

In order to solve these problems, the Office of the Civil Registry Office of the RS (Y) carried out the following work:

  1. Through communication channels:

On April 24, 2017, a letter was sent to the Ministry of Communications on a request for information on the provision of LSG bodies with communication services, according to established requirements. However, no clear answer on this issue was received from the Ministry of Communications.

On April 25, 2017, a letter was sent to the heads of local self-governments about the creation of the Unified State Register of Civil Registry Offices and preparatory measures.

2. By PACK delivery:

April 25, 2017 a letter was sent to the Federal Tax Service of the Russian Federation for the Republic of Sakha (Yakutia) about the problems with the delivery of computer equipment to the departments of the Civil Registry Office and local self-government bodies exercising state powers for state registration of AGS;

Delivery roadmap options developed computer technology from the territorial departments of the Federal Tax Service to the departments of the Civil Registry Office and LSG bodies;

On April 21, 2017, a joint meeting was held with the Federal Tax Service for the Republic of Sakha (Yakutia) on the delivery of computer equipment and problematic issues training of employees of the civil registry offices in the FSIS "EGR REGISTRY OFFICE" with the participation of representatives of the Ministry of Justice of the Russian Federation for the Republic of Sakha (Yakutia), relevant proposals were made to the Protocol of the meeting.

3. For training USR ZAGS:

In order to assist in conducting training on the basics of work in the Unified State Register of Civil Registry Offices, letters were sent to the Ministry of Communications of the RS (Y), to the GAU RS (Y) GSIM under the Head of the RS (Y), the Federal Tax Service for the RS (Y), the Ministry of Education of the RS (Y) and the FGAU VO NEFU named after M.K. Ammosov.

Responses were received from the Ministry of Communications of the RS (Y) about the temporary provision of a meeting room and 11 laptops, from the GAU RS (Y) VSIM under the Head of the RS (Y) dated 04/26/2017 No. 267 about the availability of 2 computer classrooms for 20 workstations and from the Federal Tax Service for the RS (Y) dated 04/28/2017 No. 12-18 / 07323 about the availability of a training class for 25 ARM.

Thus, at present, there is the possibility of simultaneous training of 76 employees of the registry offices and local self-government bodies in 4 classrooms in the city of Yakutsk that meet the requirements of the Ministry of Justice of the Russian Federation, which is not enough. Information is being collected on the availability of classrooms in the uluses (districts) of the republic.

4. By printers:

In accordance with the letter of the Federal Tax Service of Russia, a partial testing of the printer park of the registry offices and local self-government bodies of the YAN was carried out, as a result of which most printers are not compatible with the FSIS USR ZAGS.

In addition, on April 26, 2017, a list of problematic issues was sent to the Ministry of Justice of the Russian Federation for consideration by the working commission of the Ministry of Justice of the Russian Federation on April 26, 2017, as well as to the UML of the Russian Federation for the Republic of Sakha (Yakutia) by letter of 05/04/2017.

For solutions to the above problems and also on behalf of the Chairman of the Government of the RS (Y) E.A. Chekina (from 28.04.2017) May 10, 2017 a meeting was held with the Deputy Chairman of the Government of the Republic of Sakha (Yakutia) M.D. Gulyaev, as a result of which it was decided:

1. Create a Unified Interdepartmental Commission to coordinate work on the creation of a federal state information system for a unified state register of civil status records (FSIS "EGR ZAGS").

The draft of the corresponding order of the Government of the Republic of Sakha (Yakutia) is being coordinated in the interested ministries and departments.

  1. Submit for consideration a summary cost estimate for the implementation of measures to create the FSIS "USR ZAGS".

According to this protocol instruction, the cost estimate was sent for approval to the Ministry of Finance of the RS (Y) and the Ministry of Economy of the RS (Y) until May 30, 2017.

  1. Provide financial resources from the republican budget (to the Department personnel policy RS (Y), Ministry of Finance of the RS (Y)) for the following expenses:

Travel expenses - 2 84 thousand rubles for 6 employees of the UZAGS for training in the basics of work in the FSIS "EGR REGISTRY OFFICE" in Moscow;

60 specialists structural divisions Office of the registry office of the RS (Y) (for arrival in Yakutsk and departure to the nearby centers of uluses (districts);

376 local government specialists in Yakutsk to arrive in Yakutsk and travel to nearby centers of uluses (districts).

4. To conduct training seminars, organize training classes in accordance with the necessary technical requirements(Ministry of Education, VSHIM, Department of Personnel Policy, municipalities, NEFU).

5. Include in the state task training seminars for employees of the registry offices of the republic, incl. 376 specialists of local self-government bodies, on the basics of work in the FSIS "USR ZAGS" (Ministry of Education, GSIM, Department of Personnel Policy, Department of Local Self-Government).

6. Ensure the availability of communication services (channels) in 35 registry offices and 376 LSG bodies in accordance with the technical requirements (Ministry of Communications, GBU RCIT).

7. Instruct the heads of local self-government bodies to ensure the delivery of PAK from regional centers to settlements, the implementation (installation, configuration and training of specialists) of the FSIS "USR ZAGS" on time (Ministry of Transport, Department of Local Self-Government).

8. Initiate before the Federal Tax Service of Russia the purchase of new printers for the FGIS "EGR REGISTRY OFFICE" (Registry Office of the RS (Y), FTS for RS (Y)).

In addition, I would like to note that on all our problematic issues, corresponding letters were sent to the Ministry of Justice of Russia and the Office of the Ministry of Justice of the Russian Federation for the Republic of Sakha (Yakutia).

2 videoconferences were held on the creation and implementation of the FSIS USR ZAGS, at which the problems of implementing the USR ZAGS were also discussed.

April 14, 2017 videoconference with the Ministry of Justice of Russia onon the implementation of the Decree of the Government of the Russian Federation dated 03.03.2017 No. No. 254 "On approval of the rules for the transfer to electronic form of books of state registration of acts of civil status (registration books)".

Thus, the Civil Registry Office, within the framework of the implementation of the norms of the Federal Law of June 23, 2016 No. 219-FZ “On Amendments to the Federal Law “On Civil Status Acts”, which introduced cardinal changes, of a large-scale nature in terms of their implementation, since the fall of 2016, has been conducting purposeful work to implement federal legislation. The Civil Registry Office and other executive authorities involved in the creation of the FSIS USR Registry Office throughout the Russian Federation have global tasks for the period up to December 31, 2019.
