on the procedure for holding a competition for filling vacant positions of scientists of the FBSI “FNTSG named after F.F. Erisman Rospotrebnadzor

1. GENERAL PROVISIONS

1. This Regulation determines the procedure and conditions for holding a competition for filling the positions of scientists (hereinafter referred to as the Procedure), the rules for holding a competition for filling the positions of scientists and transferring scientists to the corresponding positions in the FBSI “FNTSG named after F.F. Erisman" Rospotrebnadzor, hereinafter referred to as the "Center", carrying out scientific activity Federal Service on supervision in the field of consumer protection and human well-being.

2. The competition is announced by the decision of the director of the Center, subject to availability vacant position scientific worker. The presence of a vacant position does not impose on the director the obligation to announce a competition for its replacement. The Director of the Center makes a decision to hold a competition, including on the basis of memos from the heads of scientific structural divisions. Persons who satisfy qualifications required to fill the respective position. The decision to announce a competition is formalized by the order of the director.

3. The competition is held to fill positions included in the list of positions of scientific workers to be filled through the competition, approved by order of the Ministry of Education and Science of the Russian Federation dated September 2, 2015 No. 937.

4. The competition is not held:

when hiring for a part-time job for a period not exceeding one year; to replace a temporarily absent employee, for whom, in accordance with the law, the place of work is retained - until this employee returns to work.

5. The competition consists in assessing the professional level of the applicant for filling the positions of scientific workers (hereinafter referred to as the applicant) or transferring to the corresponding positions of scientific workers in the organization, based on the scientific and (or) scientific and technical results previously obtained by the applicant, their compliance with the established qualification requirements for relevant position, as well as scientific and (or) scientific and technical tasks, the solution of which is supposed to be the applicant.

2. PROCEDURE OF THE COMPETITION

2.1. To conduct a competition for the position of a researcher, a competitive commission is formed, which operates on a permanent basis. At the same time, the composition of the competition commission is formed taking into account the need to exclude the possibility of a conflict of interest, which could affect the decisions made by the competition commission.

2.2. Member of the competition committee without fail directors of the Center, representatives of the elected body of the relevant primary trade union organization, as well as leading scientists invited from other organizations engaged in scientific, scientific and technical, innovative activity similar profile.

2.3. The meeting of the competition commission is held as necessary within the time limits established by the organization, but no later than within 15 calendar days from the day the applicant submits an application for participation in the competition addressed to the head of the organization. The decision based on the results of consideration of the application is made by the competition commission.

2.4. The competition is held in two stages.

2.5. At the first stage, the Center places an advertisement on the information and telecommunication network "Internet" on its official website "" and on the vacancy portal at the address "http://scientists-researchers.rf" (hereinafter referred to as the vacancy portal), which indicates information in accordance with clause 8 of the Procedure for holding a competition for filling the positions of scientific workers, approved by order of the Ministry of Education and Science of the Russian Federation dated September 2, 2015 No. 937:

a) the place and date of the competition;

b) the deadline for accepting applications for participation in the competition;

V) full names scientific positions for which a competition is announced and qualification requirements for them (hereinafter referred to as requirements), including the branches (fields) of sciences in which the applicant is expected to work;

d) an approximate list of quantitative indicators of the applicant's labor productivity, characterizing the performance of the proposed work;

e) conditions employment contract, including a list labor functions, the term of the employment contract or, if the applicant is expected to conclude an employment contract for an indefinite period, the period after which the certification is supposed to be carried out; size wages, the possible amount of incentive payments and the conditions for receiving them, possible social guarantees (provision of official housing, compensation for the cost of renting a dwelling, provision of treatment, rest, travel, and so on).

The deadline for accepting applications is determined by the organization and cannot be set earlier than 20 calendar days from the date of placement of the announcement provided for in this paragraph on the information and telecommunications network "Internet". Applications submitted later than the deadline for accepting applications, established by the organization, are not allowed to the competition.

2.6. Applicants for vacant positions, in accordance with these Regulations, place an application on the vacancy portal containing:

a) last name, first name and patronymic (if any) of the applicant;

b) date of birth of the applicant;

c) information about higher education and qualifications, degree(if any) and academic title (if any);

d) information about seniority and work experience;

e) information about the branch (field) of sciences in which the applicant intends to work, and about the proposed direction of his research;

f) lists of previously obtained main results (number of publications on professional activity, the number of results of intellectual activity and information about their use, the number of grants and (or) contracts for the implementation of research, development and technological works, including international projects in which the applicant participated, the number of people who have mastered the training programs for scientific and pedagogical personnel in graduate school, successfully defended the scientific qualification work (dissertation) for the degree of candidate of science, supervised by the applicant, and so on).

The applicant has the right to place on the vacancy portal an autobiography and other materials that most fully characterize his qualifications, experience and performance.

2.7. The tender commission may also submit a review on the performance by the applicant official duties from the last place of work, signed by an official authorized by the employer. The review must contain a reasoned assessment of the professional, business and personal qualities of the applicant, as well as the results of his professional activities.

The list of applicants for positions is generated automatically on the job portal.

2.7. Applicants for vacant positions submit the following documents to the competition committee:

personal statement (Appendix 2 to this Regulation);

personally completed personal sheet on personnel records;

*copies of documents on higher professional education;

*copies of documents on awarding a scientific degree, conferring an academic title (if any);

*copy work book(except for cases when labor activity is carried out for the first time) or other documents confirming labor activity;

information on scientific (scientific and organizational) work for the last five years preceding the date of the competition, signed by the applicant and certified by the scientific secretary of the Institute.

Copies of the documents listed above must be certified upon presentation of the original by the head of the personnel department of the Center.

2.8. Refusal of the tender commission in admission to the participation of the applicant in the tender is provided in the following cases:

a) submission of false information by the applicant;

b) non-compliance of the applicant with the qualification requirements established by the Center for the relevant position;

c) violation of the established deadlines for submission of documents;

d) if the documents are not submitted in full or in violation of the rules for their execution, established by this regulation.

2.8.1. The decision to refuse admission to the participation of the applicant in the competition is made by the competition commission. The Competition Commission may accept this decision at any stage of the competition in case of detection of violations provided for in clause 2.8. The decision of the competition commission is drawn up in the form of a protocol.

2.8.2. In case of untimely submission of documents, their submission not in full or in violation of the rules for registration according to good reason the tender committee or the chairman of the tender committee has the right to decide on the extension or postponement of the deadlines for accepting documents by issuing an appropriate order.

2.9. If no applications are submitted for the competition, the competition is considered not to have taken place.

2.10. The term for consideration of applications is determined by the chairman of the commission and cannot exceed 15 working days from the date of the deadline for accepting applications/applications.

2.11. At the second stage of the competition, the competition commission evaluates the applicants and makes a rating based on their assessment based on the information contained in the application / application and other materials attached to them, which most fully characterize the qualifications, experience and performance of the applicant.

Evaluation of the main results previously obtained by the applicant, information about which he sent to the commission, taking into account the significance of such results (compliance) with the expected performance indicators published by the Center in the announcement of the competition;

Assessment of qualifications and experience of the applicant;

Evaluation of the results of the interview, if any.

2.13. For exhibiting scoring the members of the competition committee apply the forms of the Applicant's Evaluation Sheets for a vacant position of the approved sample (Appendix No. 4 to this Regulation).

2.14. The results of scoring for all applicants are reflected in the form "General rating of applicants for a vacant position" (Appendix to these Regulations).

2.15. The applicant who takes the first place in the rating is considered the winner of the competition for filling positions. The decision of the competition commission must include an indication of the applicant who took second place in the ranking.

2.16. In the case of participation in the competition for filling the vacant position of a researcher of one applicant, a point assessment is not carried out, the rating is not compiled.

The applicant is considered to be elected by competition if more than half of the members of the competition committee who participated in the voting voted for him. In case of equality of votes, the vote of the chairman of the meeting of the competition commission is decisive.

2.17. The decision of the competition commission is drawn up in a protocol.

2.18. An employment contract is concluded with the winner of the competition within 10 days in accordance with labor law Russian Federation and an order is issued to appoint a researcher to a vacant position.

2.19. If within 30 calendar days from the date of the relevant decision

the tender commission did not conclude an employment contract for the winner own initiative, the organization announces a new competition, or concludes an employment contract with the applicant who took second place.

2.20. When a researcher is transferred to the position of a researcher as a result of being elected to the relevant position through a competition, the term of the employment contract with the employee may be changed by agreement of the parties, concluded in writing, in accordance with the terms of the competition for a certain period of not more than five years.

2.21. The expiration of the term of the employment contract of a researcher is the basis for holding a competition to fill his position. Scientist, not elected to new term, is dismissed from his position in accordance with the labor legislation of the Russian Federation.

2.22. The applicant has the right to appeal the decision of the tender commission in accordance with the legislation of the Russian Federation.

1. This Methodology for holding a competition for filling a vacant civil service position in the Ministry of Culture of the Moscow Region (hereinafter referred to as the Methodology) determines the main provisions for organizing and conducting a competition for filling a vacant civil service position in the Ministry of Culture of the Moscow Region (hereinafter referred to as the Ministry).

2. A competition for filling a vacant civil service position in the Ministry (hereinafter referred to as the competition) is held in order to ensure the constitutional right of citizens of the Russian Federation to equal access to the civil service, as well as the right of civil servants to promotion on a competitive basis.

3. The competition is held in two stages, in the manner prescribed by the Federal Law of the Russian Federation of 01.01.01 N 79-FZ “On the State Civil Service of the Russian Federation”, Decree of the President of the Russian Federation of February 1, 2005 N 112 “On the Competition to fill a vacant position in the state civil service of the Russian Federation"

4. Citizens of the Russian Federation who have reached the age of 18, who speak the state language of the Russian Federation and who meet the qualification requirements established by the legislation of the Russian Federation on the civil service for a vacant position in the civil service, have the right to participate in the competition.

5. The competition is held by the competition commission of the Ministry, approved by the order of the Ministry of Culture of the Moscow Region.

First stage of the competition

6. The procedure for holding a competition for filling a vacant position in the civil service in the Ministry begins with the consideration by the Minister of Culture of the Government of the Moscow Region (hereinafter referred to as the Minister) of the Memo of the head of the structural unit of the Ministry with a request to announce a competition for filling a vacant position in its structural unit (Appendix No. 1 to the Method)

7. Announcement on the acceptance of documents for participation in the competition (Appendix No. 2 to the Methodology) (indicating the name of the vacant position of the state civil service, the requirements for the applicant for filling this position, the date and place of acceptance of documents to be submitted, the deadlines for receiving documents, as well as details of the official website of the Ministry with detailed information about the competition) is published in the media (newspaper "Ezhednevnye Novosti. Podmoskovye").

On the official website of the Ministry in the information and telecommunications network common use placed the following information about the competition: the name of the vacant position of the state civil service, the requirements for the applicant for filling this position, the conditions for the civil service, the place and time of receipt of documents to be submitted, the period until the expiration of which these documents are accepted, the date of the competition, the place and procedure its implementation, forms of documents to be submitted, List of questions for testing, others information materials.

The announcement of the acceptance of documents for participation in the competition and information is prepared by the department of the state civil service, personnel and awards Organizational management Ministries (hereinafter referred to as the authorized department).

8. A civil servant who has expressed a desire to participate in the competition:

In the state body in which he replaces the position of the civil service, he submits an application addressed to the representative of the employer;

In another state body, submits to this state body an application addressed to the representative of the employer and personally completed, signed and certified personnel service government agency, in which a civil servant replaces a civil service position, a questionnaire (in the form approved by the Government of the Russian Federation) with a photo attached.

A citizen who has expressed a desire to participate in the competition submits to the authorized department:

personal application for admission to the competition freeform indicating the name of the vacant position of the state civil service for which he is applying, as well as the address of the place of residence (place of stay), contact numbers;

a self-filled and signed questionnaire in the form approved by the order of the Government of the Russian Federation dated 01.01.2001.

a copy of the passport or a document replacing it (the relevant document is presented in person upon arrival at the competition);

two photographs 4 x 6 in size (black and white);

a copy of the work book (except for cases when the service (labor) activity is carried out for the first time) or other documents confirming the labor (service) activity of a citizen;

1. This Procedure determines the procedure for the work of the competition commission for filling a vacant position in the state civil service of the Ministry of Culture of the Moscow Region (hereinafter referred to as the competition commission).

2. The competition commission in its activities is guided by the Federal Law "On the State Civil Service of the Russian Federation", the Regulations on the competition for filling a vacant position in the state civil service of the Russian Federation, approved by Decree of the President of the Russian Federation dated February 01, 2005 No. 000 "On the competition for filling a vacant position in the state civil service of the Russian Federation” (hereinafter referred to as the Regulations on the competition for filling a vacant position in the state civil service of the Russian Federation), other federal laws and regulatory legal acts of the Russian Federation and the Moscow Region.

3. The competition commission is formed by a legal act of the Ministry of Culture of the Moscow Region in the manner prescribed by parts 8-10 of Article 22 of the Federal Law "On the State Civil Service of the Russian Federation", paragraphs 17, 18 of the Regulations on the competition for filling a vacant position in the state civil service of the Russian Federation and consists from the chairman, deputy chairman, secretary, members of the commission, independent experts, a representative of the Department of State and Municipal Services of the Moscow Region.

4. The competitive commission for holding a competition for filling a vacant position in the civil service works on an ongoing basis, is convened as needed. The date, time and place of the meeting of the competition commission is determined by its chairman, and in his absence - by his deputy, after the Minister of Culture of the Government of the Moscow Region makes a decision to hold the second stage of the competition.

5. Interested structural subdivisions of the Ministry of Culture of the Moscow Region, prior to the start of the competition, submit to the department of the state civil service, personnel and awards a memo indicating: the vacant position for which it is necessary to hold a competition, proposals for choosing a method for assessing the professional and personal qualities of candidates.

6. Competition commission:

a) taking into account the proposals of interested structural divisions of the Ministry, determines specific competitive procedures in accordance with the methodology for conducting a competition for filling a vacant position in the civil service in the Ministry of Culture of the Moscow Region.

The decision on the application of specific methods for evaluating candidates is determined by voting, by a simple majority of votes.

b) makes a decision on the admission to participation in the competition of citizens (civil servants) or on their refusal to participate in the competition. The grounds for refusing admission to participate in the competition are the non-compliance of a citizen (civil servant) with the qualification requirements for a vacant position in the civil service, as well as the presence of restrictions established by the legislation of the Russian Federation on the civil service for entering the civil service and its passage;

c) makes a decision on holding the second stage of the competition;

d) considers and approves the list of questions for testing applicants;

e) evaluates professional and personal qualities candidates, based on the relevant qualification and other requirements for a vacant civil service position in accordance with the official regulations for this position, as well as through the application of competitive procedures.

7. The meeting of the competition commission is held if there are at least two candidates, otherwise the competition is considered not to have taken place.

8. The meeting is considered competent if it is attended by at least two thirds of the composition of the competition commission.

9. The decision of the competition commission on the results of the competition is made by open voting by a simple majority of votes of its members present at the meeting. In case of equality of votes, the vote of the chairman of the competition commission is decisive.

10. The decision of the competition commission is taken in the absence of a candidate and is the basis for his appointment to a vacant position in the civil service or refusal of such an appointment.

11. The voting results of the competition commission are documented by a decision signed by the chairman, deputy chairman, secretary and members of the commission who took part in the meeting. The decision is the basis for issuing an order of the Ministry of Culture of the Moscow Region on the appointment of the winner of the competition for a vacant position in the civil service and the conclusion of a service contract with the winner of the competition.

12. The secretary of the competition commission, within 7 days from the date of completion of the competition, reports on its results in writing candidates participating in the competition.

13. At the meeting of the competition commission, a protocol is kept, which records decisions made and the results of voting to determine the winner of the competition. The minutes of the meeting of the competition commission are signed by the chairman, deputy chairman, secretary and members of the commission who participated in the meeting.

Application. The methodology for conducting a competition for filling a vacant position in the federal state civil service, the terms and procedure for the work of competition commissions in the customs authorities of the Russian Federation

1. This Methodology determines the organization and procedure for holding a competition for filling a vacant position in the federal state civil service (hereinafter referred to as the civil service) in the customs authorities of the Russian Federation (hereinafter respectively - the competition, customs authorities), the terms and procedure for the work of competitive commissions of customs authorities.

2. The competition is announced by decision of the head of the customs authority or his deputy, who is the chairman of the competition commission, if there is a vacant civil service position, the replacement of which in accordance with Article 22 of the Federal Law of July 27, 2004 N 79-FZ "On the State Civil Service of the Russian Federation "(Collected Legislation of the Russian Federation, 2004, N 31, Art. 3215; 2010, N 7, Art. 704; 2011, N 50, Art. 7337; 2012, N 53, Art. 7620; 2013, N 14, Art. 1665; N 23, Art. 2874; N 27, Art. 3477) (hereinafter referred to as the Federal Law) can be produced on a competitive basis.

3. The competition is not held:

1) upon appointment to positions of the civil service of the categories "heads" and "assistants (advisers)" substituted for a certain term of office;

2) upon appointment to civil service positions of the category "leaders", the appointment and dismissal of which are carried out by the President of the Russian Federation or the Government of the Russian Federation;

3) when concluding a fixed-term service contract;

4) upon appointment of a federal state civil servant (hereinafter referred to as a civil servant) to another civil service position in the cases provided for by Part 2 of Article 28, Part 1 of Article 31 and Part 9 of Article 60.1 of the Federal Law;

5) upon appointment to the position of the civil service of a civil servant (citizen of the Russian Federation) included in personnel reserve in the civil service.

4. The competition may not be held:

1) upon appointment to certain civil service positions, the performance of official duties for which is associated with the use of information constituting a state secret, according to the list of positions approved in accordance with Part 3 of Article 22 of the Federal Law;

2) upon appointment to civil service positions related to the group of junior civil service positions.

5. Citizens of the Russian Federation who have reached the age of 18, who speak the state language of the Russian Federation and meet the qualification requirements for filling a vacant position in the civil service, established in accordance with the legislation of the Russian Federation on the civil service, have the right to participate in the competition.

The civil servant has the right to common grounds to participate in the competition, regardless of what position he holds for the period of the competition.

6. The competition is held in two stages.

At the first stage, on the official websites of the customs authority and the state information system in area public service an announcement is posted on the information and telecommunication network "Internet" about the acceptance of documents for participation in the competition, as well as the following information about the competition: the name of the vacant civil service position, qualification requirements for filling this position, the conditions for the civil service, the place and time of acceptance of documents subject to submission in accordance with paragraph 7 of this Methodology, the period before the expiration of which the specified documents are accepted, the expected date of the tender, the place and procedure for its holding, other information materials.

The announcement of the acceptance of documents for participation in the tender and information about the tender, by decision of the head of the relevant customs authority, are also published in official periodicals. printed publications state authorities of the constituent entity of the Russian Federation and (or) other periodicals of the constituent entity of the Russian Federation on whose territory the customs authority is located.

7. A citizen of the Russian Federation who has expressed a desire to participate in the competition shall submit the following documents to the personnel department of the customs authority:

1) a personal statement, which is registered in the register of participants in the tender (Appendix No. 1 to this Methodology);

The secretary of the competition commission is responsible for keeping a register of participants in the competition, as well as for receiving and registering applications.

2) a self-filled and signed application form in the form approved (Sobraniye Zakonodatelstva Rossiyskoy Federatsii, 2005, N 22, Art. 2192; 2007, N 43, Art. 5264), with a photo attached;

3) a copy of the passport or a document replacing it (the relevant document is presented in person upon arrival at the competition);

4) documents confirming the required professional education, qualifications and work experience:

a copy of the work book (except for cases when the service (labor) activity is carried out for the first time), duly certified, or other documents confirming the labor (service) activity of a citizen of the Russian Federation;

copies of documents on education and qualifications, as well as, at the request of a citizen, copies of documents confirming the increase or assignment of qualifications based on the results of an additional vocational education, documents on awarding an academic degree, academic title, certified in the prescribed manner;

5) a document confirming that a citizen of the Russian Federation does not have a disease that prevents entry into the civil service or its passage;

6) other documents provided for by the Federal Law, other federal laws, decrees of the President of the Russian Federation and resolutions of the Government of the Russian Federation.

After the citizen of the Russian Federation submits all the documents necessary for participation in the competition, the personnel division of the customs authority organizes verification of the accuracy of the information contained in the documents.

8. A civil servant who has expressed a desire to participate in the competition in the customs authority in which he replaces the position of the civil service, submits an application addressed to the head of the customs authority in which the competition is held. This application is registered in the register of participants in the competition. The personnel unit of the customs authority, in which a civil servant fills a position, ensures that he receives all required documents to participate in the competition.

A civil servant who has expressed a desire to participate in a competition in another state body submits to this state body an application addressed to the representative of the employer and a questionnaire filled out, signed and certified by the personnel service of the customs body in which the civil servant replaces the position of the civil service, with a photograph attached. The form of the questionnaire was approved by the order of the Government of the Russian Federation dated May 26, 2005 N 667-r.

9. With the consent of a citizen of the Russian Federation (civil servant), a procedure is carried out for obtaining his access to information constituting a state and other secret protected by law, if the performance of official duties in a vacant position in the civil service, for which the citizen of the Russian Federation (civil servant) is applying, is connected using such information.

The accuracy of the information provided by a citizen of the Russian Federation is subject to verification.

If a citizen of the Russian Federation (civil servant) refuses to carry out the procedure for issuing access to information constituting state and other secrets protected by law, if the performance of official duties in the position of the civil service, for which the citizen of the Russian Federation (civil servant) is applying, is associated with the use of such information, he is not allowed to participate in the competition.

10. A citizen of the Russian Federation (civil servant), by decision of the competition commission, is not allowed to participate in the competition due to his non-compliance with the qualification requirements for filling the vacant position of the civil service, for which the competition is being held, as well as in connection with the restrictions established by the legislation of the Russian Federation about the state civil service for admission to the civil service and its passage, of which he is notified in writing with an explanation of the reasons for making such a decision or orally under the signature in the register of participants in the competition in the column "Note on familiarization with the results of the competition". 11. The documents specified in paragraphs 7 and 8 of this Methodology are submitted to the personnel department of the customs authority within 21 days from the date of placement of the announcement of their acceptance on the official website of the customs authority in the information and telecommunication network "Internet".

12. An applicant for filling a vacant position in the civil service in the customs authorities, who is not allowed to participate in the competition, has the right to appeal this decision in accordance with the legislation of the Russian Federation.

13. The decision on the date, place and time of the second stage of the competition is made by the chairman of the competition commission of the customs authority after verifying the accuracy of the information provided by applicants for filling a vacant position in the civil service, if there are at least two candidates for filling a vacant position in the civil service, as well as after registration if necessary, access to information constituting state and other secrets protected by law.

Not later than 15 days before the start of the second stage of the competition, the secretary of the competition commission of the customs authority in which the competition is held informs the citizens of the Russian Federation (civil servants) admitted to participate in the competition (hereinafter referred to as candidates) about the date, place, time and conditions its holding under signature. Notification can be carried out both in writing and orally under the signature in the register of participants in the tender.

14. If, as a result of the competition, no candidates were identified who meet the qualification requirements for filling a vacant position in the civil service, the head of the customs authority or a person authorized by him may decide to conduct a repeated competition.

15. The tender commission is a collegiate body, which is formed in each customs authority to organize and conduct tenders.

16. The competitive commission consists of the chairman, deputy chairman, secretary and members of the commission.

In the customs authority, it is allowed to form several competitive commissions for various categories and groups of positions in the civil service or in the areas of activity of the divisions of the customs authority, in the structure of which there is a vacant position in the civil service, for which a competition is being held.

17. The competition commission includes representatives of the personnel and legal departments of the customs authority, the division in which the competition is held, a representative of the federal state body for the management of the civil service, as well as representatives of scientific, educational and other organizations invited by the federal state body for the management of the civil service for request of the customs authority as independent experts - specialists in matters related to the civil service, without indicating the personal data of experts. The number of independent experts must be at least one quarter of the total number of members of the tender committee.

The composition of the tender commission in the customs body under which the public council is formed shall include representatives of the said public council. The total number of these representatives and independent experts must be at least one quarter of the total number of members of the tender commission.

Candidates for representatives of the public council under the customs authority for inclusion in the competition commission are submitted by this council at the request of the head of the customs authority.

The composition of the competition commission for holding a competition for filling a vacant position in the civil service, the performance of official duties for which is associated with the use of information constituting a state secret, is formed taking into account the provisions of the legislation of the Russian Federation on state secrets.

The composition of the competition commission is formed in such a way that the possibility of a conflict of interest that could affect the decisions taken by the competition commission is excluded.

The composition of the tender commission is formed for a period determined by the head of the customs authority. The number of members of the tender committee, including independent experts, must be at least 5 people.

The chairman of the tender commission is one of the deputy heads of the customs body, determined by the head of the customs body. The chairman of the competition commission manages the activities of the competition commission, and is also responsible for organizing the holding of competitions in the customs authority. During the period of temporary absence of the chairman of the competition commission, the management of the competition commission is carried out by the deputy chairman of the competition commission.

To ensure the work of the competition commission, a secretary of the competition commission is appointed ( executive personnel department of the customs authority). The secretary of the competition commission does not participate in the evaluation of candidates and does not have the right to vote when making decisions by the competition commission.

The composition of the tender commission, as well as the regulations for its work, are approved by order of the customs authority.

18. The competition consists in assessing the professional level of candidates for filling a vacant position in the civil service, their compliance with the qualification requirements for filling this position.

During the competition, the competition commission evaluates candidates on the basis of the documents submitted by them.

When evaluating the professional level of candidates, it is allowed to conduct an individual interview and other competitive procedures using non-contradictory federal laws and other regulatory legal acts Russian Federation of methods for assessing the professional and personal qualities of candidates (questionnaires, group discussions, testing on issues related to the performance of official duties for the position for which the candidates are applying). When evaluating the professional and personal qualities of candidates, the competition commission proceeds from the relevant qualification requirements to fill a vacant position in the civil service, for which a competition is being held, and other provisions official regulations related to the performance of official duties for this position, as well as other provisions established by the legislation of the Russian Federation on the civil service.

19. The meeting of the competition commission is held in the presence of at least two candidates.

The meeting of the competition commission is considered competent if it is attended by at least two thirds of the total number of its members. It is not allowed to hold a meeting of the competition commission with the participation of only its members who hold positions in the civil service. Decisions of the competition commission based on the results of the competition are taken by open voting by a simple majority of votes of its members present at the meeting.

Candidates are evaluated on a 10-point system. Based on the results of the assessment, each member of the competition committee gives the candidate an appropriate score, which is entered in the competition bulletin (Appendix No. 2 to this Methodology) with a brief motivation that served as the basis for making a decision on the appropriate assessment. The tender bulletin is attached to the minutes of the meeting of the tender commission.

After evaluating all candidates and counting their points, the competition commission determines the winner of the competition. The candidate with the most points is considered the winner of the competition.

In case of equality of points for several candidates, the decision of the competition commission is made by open voting by a simple majority of votes of its members present at the meeting. When voting, the opinion of the members of the commission is expressed by the words "for" or "against".

In case of equality of votes, the vote of the chairman of the competition commission is decisive.

20. The decision is made in the absence of the candidate and is the basis for his appointment to a civil service position in the customs authority or refusal to do so.

The competition commission is also entitled to make a decision, which has a recommendatory nature, to include in the personnel reserve of the customs authority a candidate who did not become the winner of the competition, but whose professional and personal qualities were highly appreciated.

21. The results of voting and the decision of the competition commission are recorded in the minutes of the meeting, which is signed by all members of the commission who were present at the meeting. The minutes of the meeting of the competition commission are kept by the secretary of the competition commission in free form.

22. Based on the results of the competition, an order of the customs authority is issued to appoint the winner of the competition to a vacant position in the civil service and a service contract is concluded with the winner of the competition.

If the competition commission decides to include in the personnel reserve of the customs authority a candidate who did not become the winner of the competition, then with his written consent, an order of the customs authority is issued to include him in the personnel reserve of this customs authority to fill civil service positions of the same group to which the vacant belonged. civil service position.

23. Candidates participating in the competition are notified in writing about the results of the competition within 7 days from the date of its completion. The notification is drawn up in a free form with the assignment of a registration number and signed by the chairman of the competition committee. The date and registration number of the notification are entered in the register of participants in the competition.

Information on the results of the competition is also posted within the specified period on the official websites of the customs authority and the state information system in the field of civil service in the information and telecommunication network "Internet".

24. Documents of applicants for a vacant position in the civil service who were not allowed to participate in the competition, and candidates who participated in the competition, are returned upon written application within three years from the date of completion of the competition. Until the expiration of this period, the above documents are stored in the archives of the customs authority, after which they are subject to destruction.

25. Expenses associated with holding competitions for filling vacancies in the civil service in the customs authorities are made within the limits of the funds provided for by the federal law on the federal budget for the corresponding financial year and for the planning period for the maintenance of customs authorities.

26. Expenses associated with the participation of candidates in the competition (travel to the place of the competition and back, rent of housing, accommodation, use of communication services) are carried out by them at their own expense.

27. The decision of the competition commission may be appealed by the candidate in accordance with the legislation of the Russian Federation.

4. The competition may not be held:

5. Citizens of the Russian Federation who have reached the age of 18, who speak the state language of the Russian Federation and meet the qualification requirements for filling a vacant position in the civil service, established in accordance with the legislation of the Russian Federation on the civil service, have the right to participate in the competition.

A civil servant has the right to participate in the competition on a general basis, regardless of what position he holds for the period of the competition.

6. The competition is held in two stages. At the first stage, on the official websites of the state body and the state information system in the field of civil service in the information and telecommunication network "Internet" (hereinafter referred to as the "Internet" network), an announcement is posted on the acceptance of documents for participation in the competition, as well as the following information about the competition: name vacant civil service position, qualification requirements for filling this position, conditions for civil service, place and time of acceptance of documents to be submitted in accordance with paragraph 7 of these Regulations, the period before the expiration of which these documents are accepted, the expected date of the competition, place and procedure its implementation, other information materials. The announcement of the acceptance of documents for participation in the competition and information about the competition may also be published in a periodical printed publication.

7. A citizen of the Russian Federation who has expressed a desire to participate in the competition submits to the state body:

a) a personal statement;

b) a completed and signed application form in the form approved by the Government of the Russian Federation, with a photograph;

c) a copy of the passport or a document replacing it (the relevant document is presented in person upon arrival at the competition);

d) documents confirming the required professional education, qualifications and work experience:

a copy of the work book (except for cases when service (labor) activity is carried out for the first time), certified by a notary or personnel service at the place of work (service), or other documents confirming the labor (service) activity of a citizen;

copies of documents on education and qualifications, as well as, at the request of a citizen, copies of documents confirming the improvement or assignment of qualifications based on the results of additional professional education, documents on awarding an academic degree, academic title, certified by a notary or personnel service at the place of work (service);

e) a document confirming that the citizen does not have a disease that prevents entry into the civil service or its passage;

8. A civil servant who has expressed a desire to participate in the competition in the state body in which he replaces the position of the civil service, submits an application addressed to the representative of the employer.

8.1. 10. A citizen (civil servant) is not allowed to participate in the competition due to his non-compliance with the qualification requirements for filling a vacant position in the civil service, as well as in connection with the restrictions established by the legislation of the Russian Federation on the state civil service for entering the civil service and its passage .

12. The decision on the date, place and time of the second stage of the competition is made by the representative of the employer after verifying the accuracy of the information provided by applicants for filling a vacant position in the civil service, as well as after obtaining, if necessary, access to information constituting state and other secrets protected by law. The second stage of the competition is held no later than 30 calendar days after the date of completion of the acceptance of documents for participation in the competition, and in the case of obtaining access to information constituting state and other secrets protected by law, the deadline for the second stage of the competition is determined by the representative of the employer.

If, during an audit, circumstances are established that prevent a citizen from entering the civil service in accordance with federal laws and other regulatory legal acts of the Russian Federation, he is informed by the representative of the employer about the reasons for refusing to participate in the competition in writing. If a citizen submitted documents for participation in the competition in electronic form, a notice of the reasons for refusal to participate in the competition is sent to him in the form electronic document signed by enhanced qualified electronic signature, using the state information system in the field of civil service.

14. The state body no later than 15 calendar days before the start of the second stage of the competition places on its official website and the official website of the state information system in the field of civil service on the Internet information about the date, place and time of its holding, a list of citizens (civil employees) admitted to participate in the competition (hereinafter referred to as candidates), and sends relevant messages to candidates in writing, while candidates who submitted documents for participation in the competition in electronic form - in the form of an electronic document signed with an enhanced qualified electronic signature, using the specified information system.

During the competition, candidates are guaranteed equal rights in accordance with the Constitution of the Russian Federation and federal laws.

16. To conduct a competition, a competition commission is formed by a legal act of a state body, acting on a permanent basis. The composition of the competition commission, the terms and procedure for its work, as well as the methodology for conducting the competition are determined by the legal act of the state body.

17. The composition of the competition commission includes a representative of the employer and (or) civil servants authorized by him (including from the division for civil service and personnel, the legal (legal) division and the division in which the competition is held to fill a vacant position in the civil service), a representative of the federal state body for public service management or a state body of a constituent entity of the Russian Federation for public service management, as well as representatives of scientific, educational and other organizations invited by the relevant public service management body at the request of a representative of the employer as independent experts - specialists on issues related to with the civil service, without indicating the personal data of experts. 24. Messages on the results of the competition within 7 days from the date of its completion are sent to candidates in writing, while candidates who submitted documents for participation in the competition in electronic form - in the form of an electronic document signed with an enhanced qualified electronic signature, using state information system in the field of civil service. Information about the results of the competition within the same period is posted on the official websites of the state body and the specified information system on the Internet.

25. Documents of applicants for a vacant position in the civil service who were not allowed to participate in the competition, and candidates who participated in the competition, may be returned to them upon written application within three years from the date of completion of the competition. Until the expiration of this period, documents are stored in the archives of the state body, after which they are subject to destruction. Documents for participation in the competition, submitted in electronic form, are stored for three years, after which they are subject to deletion.
