Starting from the reporting for 2017, the new form— No. MP (micro) “Information on the main performance indicators of a micro-enterprise” (Appendix No. 15 to Rosstat Order No. 541 dated August 21, 2017).

This form has a OKUD code ( All-Russian classifier management documentation) 0601016, which means that it belongs to the group of reporting documents containing information:

  • about transformations in the economy;
  • development of the non-state sector.

Instructions for filling out the form were approved by Order of the State Statistics Service No. 723 dated November 7, 2017 (hereinafter referred to as the Instructions).

The MP-micro form must be submitted to statistics (clause 1 of the Instructions):

These entities submit the MP-micro form 0601016 if they are micro-enterprises (their criteria are listed in Article 4 of the Law “On the Development of Small and Medium-Sized Businesses” dated July 24, 2007 No. 209-FZ).

Form No. MP (micro) micro-enterprises are required to submit, among other things, in the following cases:

  • activities in reporting period absent (the form is submitted with zero cost indicators and the calculated average number of employees);
  • bankruptcy proceedings have been introduced in relation to bankrupt organizations (the obligation to submit a report remains until the moment they are excluded from the Unified State Register of Legal Entities).

Let's use an example to show the technology of filling out the form No. MP (micro).

In 2017, Triumph LLC (according to the criteria related to micro-enterprises) was engaged in construction work, performing them on their own and through the involvement of contractors. The average number of full-time employees is 12 people, no GPC agreements have been concluded, and there are no external part-time workers. The annual payroll fund is 6,506,268 rubles. There are no vehicles on the company's balance sheet (including those leased or leased).

It follows from the conditions of the example that Triumph LLC must complete sections 1-3 (sections 4 and 5 are not filled in due to the lack of trading operations, transport and cargo transportation).

Reporting to Rosstat according to the MP-micro report form is submitted by micro-enterprises ( commercial firms and consumer cooperatives) once a year - no later than February 5 of the year following the reporting one. The form reflects information about the average number of employees, the accrued wage fund, as well as general economic indicators and other information about the work of the micro-enterprise.

In 2016, many organizations had to submit to the Rosstat bodies the MP-sp form with information for 2015 (approved by Rosstat order No. 263 dated June 9, 2015). Whether this form is submitted at the end of 2016 and whether it will be necessary to submit the MP-sp form for 2017 - we will figure it out in our article.

Form MP-SP: who should take it?

About who should submit the MP-SP form, its very name speaks: "Information on the main indicators of the activity of a small enterprise." This form is one-time, it was used as part of continuous statistical observation, which Rosstat conducts no more than once every 5 years.

For legal entities that are small businesses and micro-enterprises, including peasant farms, according to the MP-sp form, the deadline for 2015 was set to 04/01/2016. Today, this form has become invalid and small businesses must report on it for 2016 and 2017 . no need.

But it should be borne in mind that, in addition to continuous observations, Rosstat regularly conducts selective statistical observations on the activities of small businesses, which can be either annual or quarterly. It is possible that forms like the form MP-sp statistics, for 2017 will be applied to enterprises included in the Rosstat sample.

Form and filling for statistics of the MP-sp form

Despite the fact that small businesses do not submit the MP-sp form for 2017, its form can serve as the basis for other forms of statistical reporting. Just in case, consider what indicators were included in this form for 2015.

The MP-sp form approved by Rosstat consisted of four sections:

  • Section 1 contains general information about the organization, including: the date of commencement of the production of goods or the provision of services, how many months in 2015 the organization conducted business activities and at what address, whether the composition of the founders changed, what taxation system was applied.
  • Section 2 of the MP-sp statistical form reflects the main performance indicators of the enterprise. These are data on the number of employees, their wages, indicators of the cost of goods or services, the cost of materials transferred for processing, marks on whether paid services to the population, whether exports or imports of services took place. The proceeds from sales for each line of business are also reflected, and if subcontractors were involved, the cost of construction and scientific and technical work performed by them is indicated.
  • Section 3 of form N MP-sp is reserved for information on fixed assets and investments in fixed capital. Fixed assets are reflected at the beginning and end of the year, broken down into tangible (buildings, transport, machinery, machinery and equipment, livestock, etc.) and intangible (databases, software development, objects of intellectual property, etc.). Separately, the presence of freight transport is noted.
  • Section 4 of the MP-sp form indicates whether the organization received state support in 2015 (financial, property, consulting, information, or for training).

Statistical reporting in 2017

In connection with the issuance of Rosstat Order No. 414 dated August 11, 2016, the MP-sp form is not used in 2017, but the same order approved many new statistical reports, including for submission by small businesses:

  • form 1-IP - on the activities of individual entrepreneurs,
  • form 1-IP (month) - information about products manufactured by IP,
  • MP (micro) and MP (micro)-nature forms - about micro-enterprises and their products,
  • The PM-prom form is about the production of products by small enterprises.

Also, unlike the MP-sp form, in 2017 the forms approved earlier by orders No. 185 dated May 12, 2012, No. 536 dated August 27, 2014, and No. 320 dated July 15, 2015 continue to operate:

  • form 1-IP (trade) - about retail carried out by IP,
  • form PM-bargaining - on the turnover of trade of a small enterprise,
  • form 1-TORG - on the sale of goods by trade organizations,
  • form PM - on the main indicators of the activities of small businesses.

With the help of a special service, you can find out what forms should be submitted to the Rosstat bodies of the organization, including whether the MP-sp form for 2017 is being submitted. To do this, just go to statreg.gks.ru, select the type of notification and specify one from the details of your organization - OKPO, TIN, or OGRN. The service will issue a table that will indicate which forms of statistical reporting must be provided and within what time frame. Obviously, among the reports to the statistics, the MP-sp form for 2017 will be absent. If the search result is zero, then in 2017 the company will not have to report to statistics at all.

MP-sp form for 2017 does not give up

So, we found out who submits the MP-sp form: for 2017 it is not necessary to submit it, the last time it was required to be submitted to the territorial body of Rosstat at the end of 2015. Such forms of continuous statistical observation are used every 5 years, so the next possible use of it will take place only for reporting for 2020, and the form itself may change significantly by that time.

In 2019, companies will have to submit statistical reports on new dates and in new forms. Rosstat has updated forms on the main indicators of companies' activities. In the search form, fill in any of the lines:

  • TIN of the company or entrepreneur,
  • OKPO;
  • OKPO organizations with separate divisions,
  • OGRN of the company or OGRN of the entrepreneur.

They will indicate the name of the organization and a list of all forms that will need to be submitted to Rosstat in 2019. All small enterprises, except micro, must report on key performance indicators.

However, small businesses are required to submit any statistical reporting only if they are included in the sample. If the organization has not received a request from the statistical authorities, it is not necessary to submit the PM form.

When to take

The form is submitted once a quarter.

For the first quarter, you need to submit the PM form by April 29, for the first half of the year - by July 29, for 9 months - by October 29, for the year - by January 29.

Title page

The title page of the form includes standard data: name, address, organization codes. In this case, you should indicate the full name of the company according to the registration documents, and write in brackets short title. In the address bar, you need to reflect the full legal address and the actual address (if it differs from the legal one).

In columns 2 and 3 title page it is necessary to mark the OKPO and OKVED codes, respectively. Column 4 should be left blank.

All indicators in sections 1 and 2 are entered on an accrual basis.

First section

If the company applies the simplified tax system, you need to make a note in section 1.

Second section

The second section is filled out based on the number of employees and their salaries.

For each indicator, you need to make a mark, for this you should circle the corresponding word - “yes” or “no”.

The table includes indicators for the average headcount, wage fund and social benefits. Line 03 reflects the average number of employees. Line 03 is equal to the sum of lines 04, 05 and 06.

Fund accrued wages(FZP) by categories of employees is reflected in lines 07-11.

The MP-Micro form for 2016 is submitted by the world business in 2017. These are organizations with up to 15 employees and income for 2016 up to 120 million rubles. IP form is not handed over.

Who rents, deadlines in 2017

The annual form is submitted no later than February 5, 2017 to the territorial body of Rosstat at the address established by it.

An example of filling out the annual MP-micro form for 2016

LLC "Tour" - a travel agency on the simplified tax system, is a micro-enterprise. For 2016, the organization must submit the MP-micro form to the "statistics". We will show how the accountant of the company will fill out the report.

The data is like this. In 2016, Tur LLC had 5 payroll employees, no one left or entered. The amount of accrued wages for the year is 2,790,500 rubles. There were no social benefits. The number of man-hours worked - 9870.
