In automatic mode, the application is registered in the file of documents of a certain department - in accordance with the internal settings of the EDMS.


In addition, some attributes are automatically filled in the application card, for example, “Type of service”, “Group of documents”, “Type of applicant's document”, “Place of service”. The card reflects not only registration data, but also the entire course of consideration of the application.


Files sent by the applicant are also available in the application card.


They start by reviewing the list of newly received applications. Then the application is submitted for consideration and subsequent execution. All these stages are reflected in the change in the status of the application.


Each status change is automatically sent to single portal(EPGU) and becomes available to the applicant. The applicant periodically checks the status in his personal account at EPGU, and in addition, he receives notifications by e-mail or SMS.

The implementation of the system eliminates the difficulties associated with the interdepartmental interaction of various public authorities in the provision of public services.

In the subsystem for the provision of public services in in electronic format the functions of interdepartmental document exchange have been developed and automated, it is possible to track both the routes of movement of documents and external sending (including by e-mail).

Any movement or change of documents, resolutions or tasks, preparation and approval of outgoing and internal documents can be carried out using an electronic signature, which allows you to organize a full-fledged legally significant document flow.

A number of specialized reporting forms have also been developed, which allow obtaining operational information on the progress of the execution of documents and instructions.

With the help of universal tools, you can add new types of services to the subsystem, regardless of the rules for their provision. In accordance with the provisions of the Budget Code Russian Federation and in order to ensure uniform requirements for the formation of the state task of the city of Moscow for the provision of public services to the city of Moscow, the Government of Moscow decides:

1. Establish that the state task of the city of Moscow for the provision of public services to the city of Moscow by individuals and (or) legal entities(hereinafter - the state task of the city of Moscow) for the next financial year and planning period is established for:

Ensuring the performance of the functions of budgetary institutions of the city of Moscow;

Reimbursement of standard costs autonomous institutions for the provision by them of public services of the city of Moscow to individuals and (or) legal entities;

Reimbursement to legal entities that are not state institutions of the city of Moscow of the costs of providing public services to the city of Moscow to individuals and (or) legal entities in accordance with agreements concluded with the executive authorities of the city of Moscow;

Procurement of goods, works and services for state needs (with the exception of the said purchases to ensure the performance of the functions of budgetary institutions of the city of Moscow and state authorities of the city of Moscow) in order to provide public services of the city of Moscow to individuals and (or) legal entities.

The procedure and conditions for the provision of public services to individuals and legal entities directly by the executive authorities of the city of Moscow are not regulated by this resolution.

2. Establish the following main directions for the provision of public services to individuals and legal entities in the city of Moscow:

General government issues;

National Defense;

National Security and Law Enforcement;

National economy;

Department of Housing and Utilities;

environmental protection;

Education;

Culture, cinematography, mass media;

Health care, physical culture and sports, veterinary medicine;

Social politics.

3. Approve:

3.1. Regulations on the procedure for the formation and maintenance of passports for public services of the city of Moscow ().

4. Determine that:

4.4. Requirements for the composition, quality and (or) volume, conditions, procedure and results of the provision of public services are established by the state task of the city of Moscow.

The procedure for setting prices (tariffs) for public services provided to individuals and (or) legal entities free of charge (at the expense of the budget of the city of Moscow) or on a paid basis, to be determined in accordance with the Decree of the Government of Moscow dated October 3, 2006 N 769- PP "On the regulation of prices (tariffs) in the branches of the city of Moscow".

6. The executive authorities of the city of Moscow - the main managers of budgetary funds, within the powers granted in accordance with this resolution, ensure:

1. General Provisions

1.1. This Regulation establishes the procedure for the formation and maintenance of passports for public services of the city of Moscow.

1.2. In this Regulation, public services of the city of Moscow (hereinafter referred to as public services) are understood to mean services provided to individuals and legal entities in accordance with the state task of the city of Moscow by state institutions of the city of Moscow and (or) other legal entities free of charge (at the expense of the budget of the city of Moscow) or at prices (tariffs) established in the manner determined by the Government of Moscow.

A public service passport is understood as a document containing systematized data on a public service that allows monitoring the provision of this service, as well as ensuring uniform approaches to the formation and implementation of the state task of the city of Moscow.

1.3. Passports of public services are formed and maintained by territorial, sectoral and functional executive authorities of the city of Moscow (hereinafter referred to as the executive authorities of the city of Moscow), which are the main managers of budget funds of the city of Moscow (hereinafter referred to as the holders of public service passports).

1.4. Passports of public services are maintained in order to record and analyze the types and quantity of public services provided, their effectiveness, monitor their implementation, ensure the exercise of the rights and legitimate interests of individuals and (or) legal entities, as well as ensure the availability and transparency of information about public services provided by public institutions of the city of Moscow and (or) other legal entities.

1.5. The data of public service passports are used for:

Establishment of state tasks of the city of Moscow for the provision by state institutions of the city of Moscow and (or) other legal entities of public services to individuals and legal entities;

Development of the draft budget of the city of Moscow for the next financial year and for the planning period;

Formation of city target and departmental programs of the city of Moscow.

1.6. The passport of the public service provides information on the content of the public service, consumers of the public service, the conditions for its provision.

1.7. A public service passport is maintained for each public service.

1.8. The passport of the public service is approved by the head of the executive authority of the city of Moscow, responsible for the implementation of the relevant areas of activity of the executive authority of the city of Moscow (of this Regulation), based on territorial, sectoral and functional affiliation.

1.9. The procedure for organizing work on the formation and maintenance of passports for public services is approved by the head of the executive authority of the city of Moscow, responsible for the implementation of the relevant areas of activity of the executive authority of the city of Moscow (of these Regulations).

2. The procedure for the formation of a public service passport

2.1. The basis for the formation of a passport for a public service is the adoption (presence) of a regulatory legal act of the Russian Federation and (or) a legal act of the city of Moscow, an agreement, an agreement of the city of Moscow on the entry into force, termination and (or) amendment of the rules governing the provision of the relevant public service .

5) Information on the procedure for determining the price (tariff) for a public service (according to the budget estimate budget institution; according to the cost standard; state regulated price; according to a different calculation). As the procedure for forming the price (tariff) for a public service or its (his) size changes, clarifications are made to the Passport of a public service.

At the same time, it is indicated: the public service is provided free of charge (at the expense of the budget of the city of Moscow) or on a paid basis, or partially free of charge, partially on a paid basis;

6) The volume of public services in value and in-kind terms for the relevant period (information is updated annually) and their qualitative characteristics;

7) Information on the procedure and conditions for the provision of public services:

Possibilities and admissibility of providing additional (optional) volumes of public services;

The duration of the provision of the public service (if the public service consists of several parts, then the duration of the provision of each part of the public service is indicated);

The duration of interruptions in the provision of public services and (or) the time of the beginning and end of its provision;

The time limit for the start and end of the provision of public services;

8) Information on the technique and technology for the provision of the public service, the place of provision of the public service and the requirements of a sanitary and epidemiological nature for the place of provision of the public service, if these requirements are of an essential nature, qualification requirements for the personnel providing the service;

9) Information on the requirements for the quality of the provision of public services, including a list of indicators characterizing the quality of the public service provided, as well as links to the provisions of regulatory legal acts, contracts, agreements (if any), establishing requirements for the quality of the public service and brief information about qualification requirements to personnel directly involved in the provision of public services;

10) The procedure for interaction between an organization providing a public service and a recipient of a public service, including (if necessary) a list of permitted and prohibited actions on the part of employees of an organization providing a public service in relation to a recipient of a public service;

11) The list of functions and tasks of the executive authority of the city of Moscow, necessary for the provision of this public service, and the list of indicators (indicators) of the effectiveness and efficiency of these functions (if any);

12) Information on the requirements for reporting on the provision of public services (on the execution of the state task of the city of Moscow), including a list of reporting indicators, indicators (indicators) of the effectiveness and efficiency of the provision of public services used to monitor the execution of the state task of the city of Moscow with links to regulatory legal acts establishing the procedure for reporting and control over the provision of public services;

14) Other information necessary for the preparation of the public service passport, according to the list approved by the holder of the public service passport.

2.4. When forming a public service passport, it is necessary to take into account that:

The name of the public service, accompanied by a description of its content, should be based on the name of this public service in the regulatory legal act, contract or agreement defining the provision of the public service, and be formulated in a concise form that allows you to clearly identify this public service;

The chosen unit of measurement of the volume of the public service must be measurable, allow for the assessment of the volume of the public service and contribute as much as possible to the calculation of the standard of financial costs for the provision of this public service and (or) be included in the reporting forms provided for by the regulatory legal acts of the Russian Federation and the city of Moscow;

When entering information about the consumers of the public service into the passport of the public service, it must be determined target group population and (or) legal entities in the city of Moscow, to which a specific public service is directed, allocated on a certain basis (for example, by age, social status, form of ownership, etc.);

When selecting legal entities that are not state institutions of the city of Moscow, based on the results of auctions held in the manner prescribed by federal law, and concluding a state contract with them for the provision of public services, a corresponding note is made in the public service passport.

2.5. When forming a public service passport, each public service is assigned a registration code of the public service. The registration code of the public service is identical to the code of the public service passport and has the following structure:

1-3 characters - identification code of the holder of the public service passport (coincides with the code of the main manager of the Moscow city budget funds, established in the law of the city of Moscow on the budget for the corresponding period);

8-10 characters - the identification code for accounting for the public service within the framework of the holder of the public service passport, which is set by him independently.

2.6. The passport of the state service is drawn up in the form in accordance with the appendix to this Regulation.

3. Procedure for maintaining a public service passport

3.1. Holders of public service passports constantly monitor the provided public services for compliance with the services included in the public service passport with the requirements of the current legislation of the Russian Federation and legal acts of the city of Moscow, contracts and agreements of the city of Moscow.

3.2. The information contained in the passport of the state service is subject to clarification as the data included in it changes.

If the indicators to be reflected in the state assignment of the city of Moscow change, the holder of the public services passport first makes changes to the public service passport, and then, in the prescribed manner, makes changes to the state assignment of the city of Moscow.

3.3. Maintaining passports of public services consists in clarifying and adjusting passports of public services, including the following procedures:

Drawing up a passport for a new public service with the assignment of a registration code to it;

Entering into the passport of the public service the changed information about the public service (data update);

Liquidation of the passport of the state service and cancellation of the registration code of the state service in connection with the termination of the provision of this state service to individuals and (or) legal entities.

3.4. The introduction of changed information about the public service into the passport of the public service is carried out in the event of a change in the norms governing the types of public services, their number, name, conditions for the provision of the relevant public service, as well as changes in other information related to the provision of this public service.

3.5. When amending the law of the city of Moscow on the budget of the city of Moscow for the next financial year and planning period, the holder of public service passports, if necessary, in accordance with the established procedure, makes appropriate changes to the public service passports.

3.6. Clarification and adjustment of indicators of passports of public services is carried out annually.

3.7. The public service passport consists of two components running simultaneously:

Database of public service passports (electronic version);

Database of passports of public services on paper (control copy).

3.8. In case of discrepancy between data on paper and electronic media, information on paper (control copy) has priority.

3.9. The storage of the control copy of the public service passport is provided by the holder of the public service passport.

3.10. The holder of passports for public services of the city of Moscow, within 2 weeks after the adoption of the law of the city of Moscow on the budget of the city of Moscow for the next financial year and planning period, but no later than December 1 of the current year, sends it to the Department of Economic Policy and Development of the city of Moscow on paper and electronic media extracts from the passports of public services of the city of Moscow containing the information referred to in subparagraphs 1, 2, 3, 4, 5, 6 and 13 of this Regulation.

3.11. The electronic version of the public service passport is subject to placement on the official website of the executive authority of the city of Moscow, which is the holder of these public service passports.

1. General Provisions

1.1. This Procedure was developed in order to implement the provisions of the Budget Code of the Russian Federation and determines general principles formation and financial support of the state task of the city of Moscow for the provision of public services to individuals and (or) legal entities, as well as the powers and actions of the executive authorities of the city of Moscow in the field of development, approval, communication and control over the execution of the state task of the city of Moscow (hereinafter referred to as the state task) .

1.2. The state task of the city of Moscow is a document that establishes the requirements for the composition, quality and (or) volume, conditions, procedure and results of the provision by state institutions of the city of Moscow and other legal entities of public services to individuals and (or) legal entities provided for by regulatory legal acts of the Russian Federation and (or) legal acts of the city of Moscow, contracts and agreements of the city of Moscow that determine the provision of services, taking into account the need for the provision of each type of public service.

2. Formation, approval, communication and control over the execution of the state task

2.1. The state task is formed:

For state institutions of the city of Moscow for the provision of public services to individuals and legal entities free of charge (at the expense of the budget of the city of Moscow), as well as for a fee in cases where the legislation of the Russian Federation or legal acts of the city of Moscow, contracts and agreements of the city of Moscow provide for the provision of relevant services on paid basis;

For other legal entities for the provision of public services to individuals and legal entities, the financial provision of which is fully or partially carried out at the expense of the budget of the city of Moscow.

2.2. The state task is formed by the territorial, sectoral and functional executive authorities of the city of Moscow, which are the main managers of the budget funds of the city of Moscow, responsible for the implementation of the relevant powers of the constituent entity of the Russian Federation and the activities of the executive authorities of the city of Moscow and are holders of passports for public services (hereinafter referred to as the executive authority of the city Moscow).

2.3. The state task is formed in accordance with this Procedure for the next financial year and planning period with subsequent annual clarification.

2.5. The state order must contain:

If there is an approved regulation or other document establishing the procedure for the provision of public services, a reference is made to the relevant regulatory legal or other act. Description of the procedure for informing potential consumers about the provision of public services;

List of grounds for suspension or refusal to provide public services;

2.6. The state task for the state institution of the city of Moscow is established in accordance with the main activity provided for by its charter. Other legal entities are involved in the provision of public services in accordance with the state task, including on the basis of public contracts concluded as a result of placing an order for the provision of public services. The state task can be divided into several subsections according to the types of public services.

2.7. The state task for a state institution of the city of Moscow or another legal entity (executor) is established taking into account:

The predicted need for the relevant public service, assessed on the basis of the dynamics of the number of consumers of public services, the level of satisfaction with the existing volume and quality of public services;

Opportunities of public institutions of the city of Moscow and other legal entities (performers) to provide public services;

Indicators of the actual fulfillment by the state institutions of the city of Moscow and other legal entities of the state task in the reporting financial year;

Limits of budgetary obligations brought in the prescribed manner to the executive bodies of state power of the city of Moscow, performing the functions and powers to establish state tasks.

2.8. The form of the state task is established by the state authority of the city of Moscow, responsible for the exercise of powers in the relevant area. An exemplary form of the state assignment of the city of Moscow and an exemplary form of a report on the fulfillment of the state assignment of the city of Moscow are given in and to this Procedure.

2.9. The state task is set within 3 weeks after the adoption of the law of the city of Moscow on the budget for the next financial year and planning period.

The state task is brought to the attention of the budgetary institution before the beginning of the financial year.

2.10. The executive authority of the city of Moscow, which established the state task, has the right to make changes to it only if these changes do not lead to an increase in the volume of budget allocations for the provision of public services provided for by this executive authority of the city of Moscow (the main manager of budgetary funds) in the city budget Moscow, unless otherwise provided by the regulatory legal acts of the Russian Federation and the legal acts of the city of Moscow.

2.11. Financial support for the fulfillment of the state task is carried out at the expense of budgetary appropriations from the budget of the city of Moscow, planned taking into account the standards for the cost of public services and the volumes of provision of relevant public services provided for by the state task for the next financial year and planning period.

3. The procedure for assessing the financial resources necessary for the provision of public services

3.1. The assessment of the financial resources required for the provision of public services is carried out by the relevant executive authority of the city of Moscow on a systematic basis and is one of the stages in the development of the draft budget of the city of Moscow for the corresponding regular financial year and planning period.

3.2. An assessment of the financial resources required for the provision of public services is made annually by the executive authorities of the city of Moscow responsible for the formation of state assignments for the provision of public services, as part of the development of a draft budget for the next financial year and planning period.

3.3. Financial resources are assessed using in-kind (physical) and cost estimates for each of the public services provided to individuals and legal entities in the city of Moscow.

3.4. The assessment of financial resources is carried out in order to:

Ensuring the timely provision of public services to individuals and legal entities in the required volumes;

Establishment of state tasks for state institutions of the city of Moscow and other legal entities (executors);

Ensuring timely and full payment for the provided public services, if such payment must be made at the expense of the budget of the city of Moscow.

3.5. Indicators for assessing the volume of public services in physical terms are determined taking into account the units of measurement of the volume of public services established in the passports of public services.

3.6. The cost indicators for assessing the need are defined as the standard of budget expenditures for the provision of public services (financial standard) in rubles per each natural unit of measurement of the volume of public services provided or as a budget estimate of a budgetary institution of the city of Moscow providing a certain type of service.

3.7. Forecast indicators for determining the need for the provision of public services are determined by the executive authorities of the city of Moscow, which form the state task and are the main managers of the budget funds of the city of Moscow.

3.8. The following are considered as initial data for the assessment of physical indicators:

Data (actual and forecast) on the number of recipients of public services;

Data on the natural volumes of public services provided.

3.9. The predicted contingent of recipients of public services is determined by the relevant executive body of state power of the city of Moscow responsible for providing this type of service independently based on the list of individuals and legal entities who, in accordance with the legislation of the Russian Federation and legal acts of the city of Moscow, are entitled to receive this type of service.

3.10. Physical indicators for assessing the volume of public services are determined using units of measurement in accordance with the passport of public services.

3.11. Forecast indicators of the volume of public services are determined by the relevant executive authorities of the city of Moscow independently with the justification of the forecast made by the data of the dynamics and forecasts of the number of recipients of public services. When assessing the need in physical terms, the natural assessment indicator is used.

3.12. The assessment of the need for public services in physical terms in the planning period for each public service is determined by the relevant executive authority of the city of Moscow according to the formula:

3.13. As the initial data for assessing the need for public services in natural and cost terms in relation to each of the public services for which the passport of public services is formed, there are statistical, financial and operational reporting data generated by the relevant executive authorities of the city of Moscow, state statistics bodies , territorial bodies of federal executive authorities, as well as reports from state institutions of the city of Moscow and other organizations providing services at the expense of the budget of the city of Moscow.

Individual data missing from official statistics may be obtained as a result of special information requests or determined by experts.

3.14. Grade financial resources necessary for the provision of public services includes:

Analysis of the volume of public services (in physical terms) provided over the past three financial years;

Inventory and analysis of regulatory legal acts that establish requirements for the volume and quality of the provision of public services, as well as the preparation and introduction of clarifications to the passport of public services (if necessary);

Development of forecast indicators to determine the need for the provision of public services (in kind) for the next financial year and the planning period;

Development and analysis of forecasts of changes in the level of prices (tariffs) for individual components of the cost of public services;

Analysis of the cost of public services provided in previous time periods;

Calculation of financial standards for the cost of public services;

Development of predictive indicators for assessing the financial resources necessary for the provision of public services in the planning period;

Consideration of forecast indicators for assessing the financial resources necessary for the provision of public services;

Calculation of financial resources required for the provision of public services.

3.15. The assessment of the financial resources required for the provision of public services by the relevant executive authority of the city of Moscow is carried out on the basis of the results of the needs assessment in physical terms.

3.16. If there are approved financial standards for the cost of a public service, the assessment of the need for financial resources is carried out for each of the public services according to the formula:

3.17. If the provision of a public service is carried out by a budgetary institution of the city of Moscow, and the financial standard for the cost of a public service has not been approved, an assessment of financial resources is made for each of the public services on the basis of budget estimate budgetary institution of the city of Moscow in terms of the provision of this type of service.

3.18. If the provision of a public service or several (group) services is carried out by a specially created budgetary institution of the city of Moscow, the assessment of financial resources is carried out by determining the necessary amount of budgetary appropriations to ensure the performance of the functions of this budgetary institution.

3.19. In the absence of a financial standard for the cost of a public service and a budgetary institution of the city of Moscow providing this service, the assessment of the financial resources necessary for the provision of the corresponding service is carried out on the basis of data on the contingent of consumers of this service and the average unit price of the service provided by other legal entities. The obtained indicators are basic for determining the necessary budget allocations for the placement of a state order for the provision of the relevant public service.

I. General provisions

1.1. This Procedure establishes the rules for the formation (change) of register entries when forming and maintaining basic (industry) lists of state and municipal services and works (hereinafter referred to as the register entry), including the rules for generating information and documents for inclusion in register entries.

1.2. Register entries are formed (changed) by the federal executive authorities authorized to form basic (industry) lists of state and municipal services and works (hereinafter, respectively - the federal executive body, the basic (industry) list).

1.3. Register entries are formed in relation to each state and municipal service and work in the context of lists of activities for which the federal executive authorities form basic (industry) lists.

1.4. The set of approved register entries for one type of activity, which is assigned a unique number, forms a basic (industry) list of this species activities.

1.5. The register entry formed (changed) in accordance with this Procedure includes information and documents provided for in paragraph 5 of the Rules for the formation and maintenance of basic (industry) lists of state and municipal services and works approved by Decree of the Government of the Russian Federation dated February 26, 2014 N 151 (Collected Legislation of the Russian Federation, 2014, N 10, Art. 1041) (hereinafter referred to as the Rules).

1.6. Register entries, including information and documents provided for in paragraph 1.5 of this Procedure, are formed in the state language of the Russian Federation.

1.7. The register entries do not include information and documents containing information constituting a state secret.

1.8. Register records, including information and documents specified in clause 1.5 of this Procedure, are stored in accordance with the storage periods archival documents determined in accordance with the legislation of the Russian Federation on archiving.

II. Rules for the formation (change) of a registry entry

2.1. The register entry is formed in electronic form in the state integrated information system management public finance "Electronic budget", access to which is carried out through the single portal of the budget system of the Russian Federation (www.budget.gov.ru) (hereinafter referred to as the information system), automatically following the results of the federal executive body filling in the screen forms of the web interface of the information system with the information provided for in paragraph 1.5 of this Order.

2.2. Based on the results of the federal executive body filling in the screen forms of the web interface of the information system with the information and documents provided for in paragraph 1.5 of this Procedure, an automated check is made of compliance with the rules for generating information and documents for inclusion in the register entry, defined in Chapter III of this Procedure.

2.3. In the event of a positive result of the verification provided for in paragraph 2.2 of this Procedure, the registry entry is assigned a temporary unique number in accordance with the established structure of the unique number of the registry entry, which is valid until the approval of the registry entry.

2.4. The register entry in accordance with clause 9 of the Rules is signed with an enhanced qualified electronic signature authorized person of the federal executive body.

2.5. The register entry, which has been assigned a temporary unique number, is sent in accordance with paragraph 8 of the Rules by the federal executive body in electronic form in the information system for prior approval to the Ministry of Finance of the Russian Federation.

2.6. Based on the results of the preliminary approval of the registry entry by the Ministry of Finance of the Russian Federation, within 10 days from the date the federal executive body sends the registry entry for preliminary approval, a decision is formed to approve or refuse to approve the registry entry, indicating the reasons for the refusal (hereinafter - the Decision). The decision is formed by the Ministry of Finance of the Russian Federation in electronic form in the information system.

2.7. The decision is signed with an enhanced qualified electronic signature of an authorized person of the Ministry of Finance of the Russian Federation.

2.8. The decision is sent to the federal executive body in electronic form in the information system.

2.9. If the Ministry of Finance of the Russian Federation approves the register entry, the federal executive body, within three working days from the date of receipt of the Decision, ensures the approval of the register entry and the formation of a basic (industry) list (changes that are made to the basic (industry) list) on its basis using the information system list), including in it the information provided for in the second paragraph of clause 3.4, clause 3.7, the third paragraph of clause 3.8, the third paragraph of clause 3.9 and the second paragraph of clause 3.11 of this Procedure.

The federal executive body ensures that the information included in the basic (industry) list corresponds to the information included in the register entry.

2.10. The approval of the register entry is made by an authorized person of the federal executive body.

2.11. After the approval of the registry entry by the federal executive body, the registry entry is assigned a permanent unique number.

2.12. If the Ministry of Finance of the Russian Federation sends a Decision to refuse to approve a register entry, the federal executive body within five working days from the date of receipt of the said Decision takes a decision to change the specified register entry or to cancel it.

2.13. If a decision is made to cancel a registry entry, the federal executive body shall electronically form in the information system a decision to cancel the registry entry. The decision to cancel the registry entry is signed by an enhanced qualified electronic signature of an authorized person of the federal executive body. After signing the decision to cancel the registry entry in accordance with this paragraph, the registry entry is canceled.

2.14. If a decision is made to change a register entry, the federal executive body shall form a new version of the specified register entry in the information system and ensure that changes are made to the information and documents included in the previous version of the register entry.

2.15. Based on the results of the inclusion in accordance with paragraph 2.14 of this Procedure, the federal executive body of information and documents in the new version of the register entry, an automated check of compliance with the rules for the formation of information and documents for inclusion in the register entry, defined in Chapter III of this Procedure, is carried out.

2.16. In the event of a positive result of the verification of the new version of the registry entry provided for in paragraph 2.15 of this Procedure, it is assigned a temporary unique number in accordance with the established structure of the unique number of the registry entry, which is valid until the approval of the registry entry.

2.17. The new version of the registry entry is signed with an enhanced qualified electronic signature of an authorized person of the federal executive body and sent for re-preliminary approval to the Ministry of Finance of the Russian Federation, in accordance with clause 2.5 of this Procedure.

2.18. When the federal executive body makes changes to the approved registry entry, the federal executive body generates a modified version of the approved registry entry and ensures that changes are made to the information and documents included in the approved registry entry.

2.19. Based on the results of the inclusion in accordance with paragraph 2.18 of this Procedure, the federal executive body of information and documents in the amended version of the register entry, an automated check of compliance with the rules for the formation of information and documents for inclusion in the register entry, specified in Chapter III of this Procedure, is carried out.

2.20. In the event of a positive result of the verification of the modified version of the approved registry entry provided for in paragraph 2.19 of this Procedure, it is assigned a temporary unique number in accordance with the established structure of the unique number of the registry entry, which is valid until the approval of the registry entry.

2.21. The modified version of the approved registry entry is signed with an enhanced qualified electronic signature of an authorized person of the federal executive body.

2.22. The amended version of the approved registry entry, which has been assigned a temporary unique number, is sent by the federal executive body in electronic form for prior approval to the Ministry of Finance of the Russian Federation, in accordance with clause 2.5 of this Procedure.

2.23. If the Ministry of Finance of the Russian Federation agrees on a modified version of the approved registry entry, the federal executive body, within three working days from the date of receipt of the Decision, ensures the approval of the modified version of the approved registry entry and the formation on its basis, using the information system, of changes that are made to the basic (industry) the list, including in them the information provided for in the second paragraph of clause 3.4, clause 3.7, the third paragraph of clause 3.8, the third paragraph of clause 3.9 and the second paragraph of clause 3.11 of this Procedure.

The federal executive body ensures that the information included in the basic (industry) list corresponds to the information included in the approved register entry.

2.24. Approval of the modified version of the approved register entry is made by an authorized person of the federal executive body.

2.25. After approval of the amended version of the approved registry entry by the federal executive body, the modified version of the approved registry entry is assigned a permanent unique number corresponding to the previous version of the approved registry entry and the previous version of the approved registry entry is recognized as invalid.

2.26. If the Ministry of Finance of the Russian Federation sends a Decision to refuse to approve the amended version of the approved registry entry, the federal executive body, within five working days from the date of receipt of the Decision, makes a decision to form a new amended version of the approved registry entry or to cancel the amended version of the approved registry entry in accordance with the procedure , established respectively by paragraphs 2.18 - 2.21 and 2.13 of this Procedure.

2.27. In the event of a change in the established procedure in the structure of the unique number of the registry entry or the unique number of the registry entry, the codes and names of positions of the all-Russian classifiers of technical, economic and social information (hereinafter referred to as the all-Russian classifier), the structure and position codes of directories formed in accordance with this Procedure, the registry the record is changed automatically by the information system and does not require reapproval.

III. Rules for the formation of information and documents for inclusion in register entries

3.1. Information and documents provided for inclusion in the register entry are formed by the federal executive body in the information system.

3.2. The information included in the registry entry in accordance with this Procedure is formed in a structured form by filling in the screen forms of the web interface of the information system. When generating information, directories, registers and classifiers are used in accordance with the rules established by this Procedure.

3.3. Documents included in the register entry in accordance with this Procedure are formed in the form of an electronic copy paper document created by scanning it. Electronic copies of documents must have common open formats and must not be encrypted or protected by means that do not allow familiarization with their content without additional software or technological means.

3.4. When generating information about the name of the state (municipal) service or work, the following information is indicated:

code and name of the state (municipal) service or work;

code and name of the sign of attributing the state (municipal) service or work to a service or work;

codes and names of positions of the All-Russian classifier of products by type economic activity corresponding to the name of the state (municipal) service or work;

Information about the code of the state (municipal) service or work is generated in the information system automatically after specifying the name of the state (municipal) service or work.

The code of the state (municipal) service or work, generated automatically in the information system, has the following structure:

3, 4, 5 categories - the serial number of the state (municipal) service or work in the basic (industry) list for the corresponding type of activity;

6th category - code of the sign of attributing the state (municipal) service or work to a service or work.

Information about the position code of the All-Russian Classifier of Products by Type of Economic Activity corresponding to the name of the state (municipal) service or work is generated in the information system automatically after specifying the name of the position in accordance with All-Russian classifier products by type of economic activity.

Information about the attribute code for attributing a state (municipal) service or work to a service or work is generated in the information system automatically after specifying information about attributing a state (municipal) service or work to a service or work. The attribute code for attributing a state (municipal) service or work to a service or work takes the following values:

0 - service;

1 - work.

3.5. When generating information about the codes of the All-Russian Classifier of Types of Economic Activities, to which the state (municipal) service or work corresponds, the corresponding codes and names of types of economic activity according to the All-Russian Classifier of Types of Economic Activities are indicated.

Information about the code of the type of economic activity in accordance with the All-Russian classifier of types of economic activity is generated in the information system automatically after indicating the name of the type of economic activity in accordance with the All-Russian classifier of types of economic activity.

The names of types of economic activities in accordance with the All-Russian Classifier of Types of Economic Activities must correspond to the corresponding names of the positions of the All-Russian Classifier of Products by Types of Economic Activities, information on which is generated in accordance with clause 3.4 of this Procedure.

3.6. When generating information indicating a public legal entity, whose expenditure powers, in accordance with the regulatory legal acts of the Russian Federation, constituent entities of the Russian Federation and municipal legal acts regulating the procedure for providing state (municipal) services or work, include the provision of state (municipal) services or work, indicate:

code(s) and name(s) of the type(s) of the public legal entity;

information about the restrictions that are established for a public legal entity in the provision of state and municipal services or work (if any).

Information about the name of the type of public legal entity is formed in the information system by selecting the appropriate value from the directory of types of public legal entities containing the following list of names of types of public legal entities and their codes:

021 - subject of the Russian Federation;

022 - city of federal significance;

030 - municipality;

031 - municipal district;

032 - urban district;

033 - urban settlement;

034 - rural settlement.

When generating information about the restrictions that are established for public legal entities in the provision of state and municipal services or work, a description of the restriction is indicated, including the limit values ​​or other indicators characterizing the restriction established by the regulatory legal acts of the Russian Federation, constituent entities of the Russian Federation and municipal legal acts. Information about the restrictions that are established for public legal entities in the provision of state and municipal services or work is formed in the information system in the context of types of public legal entities.

3.7. When generating information indicating the free or paid state (municipal) service or work, the code of the sign and the sign of free or paid state (municipal) service or work are indicated.

Details of regulatory legal acts that are the basis for the inclusion of a state (municipal) service or work in the basic (industry) lists and (or) amendments to the basic (industry) lists are given when generating information about:

the name of the state (municipal) service or work;

an indication of a public legal entity whose expenditure obligations include the provision of state (municipal) services or work;

an indication of the free or paid state (municipal) service or work;

the type of activity of the state (municipal) institution;

characteristics describing the content of the state (municipal) service or work;

characteristics describing the conditions (forms) for the provision of state (municipal) services or performance of work;

3.14. When the federal executive body forms information and documents that provide for the change (addition) of a register entry, the federal executive body ensures that the unique number of the register entry to which changes (additions) are made in the format of the approved structure of the unique number of the register entry is indicated.

3.15. Information and documents providing for a change in the register entry are formed by the federal executive body in the manner prescribed for the formation of information and documents included in the register entry for the first time.

3, 4, 5 categories - the serial number of the state (municipal) service or work in the basic (branch) list of state and municipal services and works for the corresponding type of activity;

6th category - a sign of attributing a state (municipal) service or work to a service or work;

7, 8, 9, 10, 11, 12, 13, 14, 15 categories - codes of indicators of the characteristics of the state (municipal) service or work, describing the content of the state (municipal) service or work, in which each indicator of the characteristics of the state (municipal) service corresponds to three digits in the structure of the unique registry entry number. If the state (municipal) service or work does not have indicators of the characteristics of the state (municipal) service or work that describe the content of the state (municipal) service or work, zero is indicated;

16, 17, 18, 19 categories - codes of indicators of the characteristics of the state (municipal) service or work, describing the conditions (forms) for the provision of state (municipal) services or the performance of work, in which two categories correspond to each indicator of the characteristics of the state (municipal) service or work in the structure of a unique registry entry number. If the state (municipal) service or work does not have indicators of the characteristics of the state (municipal) service or work that describe the conditions (forms) for the provision of state (municipal) services or the performance of work, zero is indicated;

20th digit is a check number calculated according to the following algorithm:

1) the values ​​of the 1st-19th digits of the unique registry entry number are multiplied by the following corresponding coefficients:

2) if the product of the value of the digit of the unique number of the registry entry is greater than 9, then 9 is subtracted from the specified value of the digit of the unique number of the registry entry, in other cases the value of the digit of the unique number of the registry entry does not change.

3) the values ​​of the 1st-19th digits, calculated in accordance with paragraph 2 of this algorithm, are summed up and form a checksum.

Changes are made to the basic list of municipal services and works according to the following algorithm:
