EDI operator: who is it and why is it needed. Electronic document management system: what is it, why is it needed, how to connect

An increasing number of companies are switching to sending reports to the tax authority with the help of an EDI operator - electronic document management. True, you can not choose anyone who comes across. Our material contains a complete list of such operators that have received approval from the central office of the Federal Tax Service of Russia.

Submission of reports

Reporting in in electronic format takes place over telecommunication channels (TCS) and with the use of enhanced qualified electronic signature. In this case, the operator of the electronic document management system acts as an intermediary for the transfer of electronic documents.

Through a trusted electronic document management operator, you can submit:

  • tax reporting;
  • reporting on insurance premiums;
  • accounting reporting.

Today the situation is such that in some cases it is impossible to do without an electronic document management operator. It is necessary when (clause 3, article 80 of the Tax Code of the Russian Federation):

  1. The average number of employees for the past calendar year is from 100 people.
  2. Created new entity(including as part of the reorganization) with a staff of 100 or more employees.
  3. For a specific tax (insurance contributions), the obligation to submit only electronic reporting is expressly provided.

You can’t delay: organizations from this list must, within 10 days from the date of assignment to one of these categories, provide an exchange electronic documents with tax with the help of one of the operators of electronic document management of the Federal Tax Service of Russia. To do this, you need to conclude a special contract with the operator for the provision of such services.

Each EDI operator must comply with the requirements listed in the order of the Federal Tax Service dated March 04, 2014 No. ММВ-7-6/76.

Advantages

There are clear advantages in relation to working with an electronic document management operator:

  • no need to attend tax office, since reporting can be sent from the office at any time of the day or night (saving time);
  • no need to duplicate submitted materials on paper;
  • fewer errors of a technical nature (reporting is generated according to the approved format; the output control mechanism checks the correctness of filling in the reporting lines);
  • the speed of updating reporting formats (if new forms are changed or introduced before the deadline for their submission, the payer can update their versions);
  • there is a guarantee that the reporting has come to the tax office (within 24 hours you can get confirmation of the fulfillment of your obligations to surrender, as well as promptly look at your personal card; there is no need to wait for reconciliation acts);
  • protection of reporting from viewing and adjustment by third parties;
  • the ability to receive in electronic form certificates and statements on settlements with the budget, a list of submitted reports, an act of reconciliation of settlements, clarifications from the Federal Tax Service, and also send a request to the tax authorities.

An economic entity interacts with a wide range of persons, both individuals and legal entities. However, all of them can be at a considerable distance from each other. The electronic document management system is an exchange of documents between the parties in the form of electronic files. The electronic document management system includes two levels - it can be built within one company, or go beyond it and be carried out between third-party organizations. These levels can be built separately from each other, or grouped into one single system.

When the management of the enterprise decides to use the document management system within the business entity itself, it should be ready to purchase specialized equipment (server, equipment for building a network, etc.) and software(EDO platform).

Attention! When it is necessary to create an EDI between business entities, in addition to the above, an electronic document management operator must be present in the system. According to the legislation, he is responsible for storing, receiving and transmitting documents, as well as verifying the use by companies of the corresponding EDS.

With whom you can exchange electronic documents

Electronic document management can be carried out depending on the level: within the company - between persons working at the enterprise, external document management - with business partners, various government bodies, citizens, intermediaries in the provision of information. There are no criteria established by law with whom it is possible to exchange electronic documentation and with whom not. The main thing is that the participant of the workflow should have it, with the help of which he can be identified in the system.

Despite the fact that electronic document management programs provide great opportunities for working with documents, they also have some disadvantages:

For paper documents, in any case, you need to create an archive where they will all be stored in an orderly manner. In addition, any form on paper that has entered the organization must be scanned and uploaded to the system so that everyone can work with it.

Thus, if an organization has implemented electronic document management, then all work with papers must be carried out electronically. If a paper document arrives, then only the employee who received it (for example, a secretary) should see it, and everyone else should work with a scanned copy.
