EDI operator: who is it and why is it needed. Electronic document management system: what is it, why is it needed, how to connect
An increasing number of companies are switching to sending reports to the tax authority with the help of an EDI operator - electronic document management. True, you can not choose anyone who comes across. Our material contains a complete list of such operators that have received approval from the central office of the Federal Tax Service of Russia.
Submission of reports
Reporting in in electronic format takes place over telecommunication channels (TCS) and with the use of enhanced qualified electronic signature. In this case, the operator of the electronic document management system acts as an intermediary for the transfer of electronic documents.
Through a trusted electronic document management operator, you can submit:
- tax reporting;
- reporting on insurance premiums;
- accounting reporting.
Today the situation is such that in some cases it is impossible to do without an electronic document management operator. It is necessary when (clause 3, article 80 of the Tax Code of the Russian Federation):
- The average number of employees for the past calendar year is from 100 people.
- Created new entity(including as part of the reorganization) with a staff of 100 or more employees.
- For a specific tax (insurance contributions), the obligation to submit only electronic reporting is expressly provided.
You can’t delay: organizations from this list must, within 10 days from the date of assignment to one of these categories, provide an exchange electronic documents with tax with the help of one of the operators of electronic document management of the Federal Tax Service of Russia. To do this, you need to conclude a special contract with the operator for the provision of such services.
Each EDI operator must comply with the requirements listed in the order of the Federal Tax Service dated March 04, 2014 No. ММВ-7-6/76.
Advantages
There are clear advantages in relation to working with an electronic document management operator:
- no need to attend tax office, since reporting can be sent from the office at any time of the day or night (saving time);
- no need to duplicate submitted materials on paper;
- fewer errors of a technical nature (reporting is generated according to the approved format; the output control mechanism checks the correctness of filling in the reporting lines);
- the speed of updating reporting formats (if new forms are changed or introduced before the deadline for their submission, the payer can update their versions);
- there is a guarantee that the reporting has come to the tax office (within 24 hours you can get confirmation of the fulfillment of your obligations to surrender, as well as promptly look at your personal card; there is no need to wait for reconciliation acts);
- protection of reporting from viewing and adjustment by third parties;
- the ability to receive in electronic form certificates and statements on settlements with the budget, a list of submitted reports, an act of reconciliation of settlements, clarifications from the Federal Tax Service, and also send a request to the tax authorities.

An economic entity interacts with a wide range of persons, both individuals and legal entities. However, all of them can be at a considerable distance from each other. At the same time, exchanging paper documents is quite problematic and requires a certain amount of time. Currently, an electronic document management system comes to the aid of business, which significantly speeds up all business processes.
The electronic document management system is an exchange of documents between the parties in the form of electronic files. Today, almost any specialized accounting or personnel program allows you to create documents in electronic format, which is recognized as standard by the provisions of the laws.
But it is impossible to simply send a form created in this way and at the same time hope that legal relations between the parties cannot arise on the basis of it. To give these documents legal force, it is necessary that they be signed by a special EDS.
The electronic document management system includes two levels - it can be built within one company, or go beyond it and be carried out between third-party organizations. These levels can be built separately from each other, or grouped into one single system.
When the management of the enterprise decides to use the document management system within the business entity itself, it should be ready to purchase specialized equipment (server, equipment for building a network, etc.) and software(EDO platform).
Attention! When it is necessary to create an EDI between business entities, in addition to the above, an electronic document management operator must be present in the system. According to the legislation, he is responsible for storing, receiving and transmitting documents, as well as verifying the use by companies of the corresponding EDS.
For example, at present, such an operator can be attributed to "diadoc electronic document management". Electronic forms that are exchanged by companies when using this operator are legally significant when each subject of these legal relations has put his signature on the document.
With whom you can exchange electronic documents
Electronic document management can be carried out depending on the level: within the company - between persons working at the enterprise, external document management - with business partners, various government bodies, citizens, intermediaries in the provision of information. Also, the exchange of documents can be carried out with providers, domain name registrars.
There are no criteria established by law with whom it is possible to exchange electronic documentation and with whom not. The main thing is that the participant of the workflow should have it, with the help of which he can be identified in the system.
Advantages and disadvantages of EDI
Main advantages
The main advantages of the electronic forms exchange system in comparison with paper forms are the following:
- The ability to streamline the office work system - each document in the EDI system has a unique number, so it cannot be re-assigned to another document.
- The ability to constantly track each stage of the electronic form's journey - this can be done at any convenient time. The document cannot be lost, damaged, deleted. Since any document in the system can be restored after deletion.
- Document transfer speed - paper document it is necessary either personally or through intermediaries to transfer it to the recipient, which requires the expenditure of money, time, etc. The electronic document arrives to its recipient instantly.
- Possibility of different versions - the system is periodically updated, but at the same time each configuration is preserved, which allows you to use different versions if necessary.
- The system allows you to work remotely around the clock - this system allows you to work with documents remotely from any part of the world at any time.
- The ability to organize planning in the system - since each document is created, received, processed on certain dates and times, they can be planned.
- Convenient search required documents- since the system is ordered, it is easy to organize a search for certain words and phrases in it.
- Ability to save paper electronic format document eliminates the use of paper, and this allows you to save it.
Main disadvantages
Despite the fact that electronic document management programs provide great opportunities for working with documents, they also have some disadvantages:
- Significant costs for the acquisition and implementation of the software package, which, depending on the number of users, can be 100 thousand rubles or more;
- After purchasing the system, it takes a long time to set up and implement it;
- It is necessary to train all users who will continue to work with the system.
- Ensure system security - define user rights to access documents, implement protection against intrusion from outside.
- The company needs to have an administrator on staff who will monitor the functioning of the system and solve problems in time;
- To keep your data safe, be sure to back up your entire database regularly;
- If partners do not use EDI, they will have to combine electronic circulation and paper circulation.
Functionality of electronic document management
Each system should provide the ability to perform several actions:
- Perform actions with any documents - create, register, process, coordinate, control execution, etc.
- Determine the document flow within the company - determine the routes of movement of documents, set access rights to them for different users, give rights to several users to work with the same document.
- Create an archive of documents with the ability to search in it.
When introducing EDI, the user should receive all the same opportunities that he would have if using paper forms.
The most advanced systems available on the market offer the following features:
- Registration in the system of all documents - incoming, outgoing, internal, determination of their further processing path;
- Ensuring uniform rules for processing documents in each division of the company;
- Provide the opportunity to work with each document both to a single employee and to a group;
- Perform access control both between individual employees and between departments;
- Use uniform standard forms for all documents;
- To control that the execution and approval of the document will occur within a strictly established period;
- Produce formation different kind reports on the use and movement of documents;
- Maintain archives of documents and record the date and name of employees who requested access to them.
Is it possible to combine electronic document management with paper
After the introduction of electronic document management in an organization, it will still not be possible to immediately get away from documents in paper form.
There are several reasons for this:
- Some partners do not use the EDI system;
- The organization has many paper documents that are currently in use.
There are several significant differences in working with paper and electronic documents. The paper document must first be printed and then submitted for signature. At the same time, an electronic document can be sent to the addressee using the EDI system. Paper accounting documents can be lost in the mail during shipment, while the delivery of an electronic document is monitored by the system.
One of the main differences in these two types of documents is their storage. Documents in electronic form can be immediately uploaded to the system, and other employees can immediately work with them.
For paper documents, in any case, you need to create an archive where they will all be stored in an orderly manner. In addition, any form on paper that has entered the organization must be scanned and uploaded to the system so that everyone can work with it.
Thus, if an organization has implemented electronic document management, then all work with papers must be carried out electronically. If a paper document arrives, then only the employee who received it (for example, a secretary) should see it, and everyone else should work with a scanned copy.
Attention! With a counterparty who does not have an EDI, you will have to exchange documents in paper form. However, the operator makes it possible to send an electronic document to e-mail in the form of a special link. To open it and sign the form, you will need an EDS.

Interaction of an electronic document with other programs (1s and others)
When an electronic document management system is built into an already existing structure of an organization, it should easily interact with other existing applications. For example, it should easily work with various accounting documents - invoices, acts, invoices, invoices, etc.
During its interaction, the system must work consistently and use the same data. Therefore, it is very important that the selected system can use directories that already exist in the enterprise and are used by other applications, and, if necessary, can update them.
It is also very important that the system can work with various sources of data from outside - e-mail, various sites and platforms, etc.
When a decision is made - which system to implement in an organization, first of all, you need to pay attention to the support of existing programs.
Attention! As a rule, the most popular, and therefore actively developing systems already include modules that support the most popular corporate solutions - Sail, 1C, Oracle, etc.
For example, the 1C program has the ability to send or receive various accounting and tax documents directly from it, while signing them with a qualified EDS.
On this moment in the territory Russian Federation 94 EDI operators work legally
On electronic document management since the introduction of this concept in everyday life only the lazy did not write. The principle of working with electronic documents and the degree of responsibility of EDI operators, who take responsibility for the exchange of confidential information and data of commercial interest, were repeatedly explained.
I remember that we even counted how many operators of electronic document management are listed in the official register of the Federal Tax Service, along the way explaining why everyone cannot deal with document management in this format.
However, it's time to talk about how to choose your EDI operator and what to look for when studying the conditions offered to you.
Face growth!
According to statistics, every quarter the number of entrepreneurs and companies that prefer to exchange electronic documents, rather than their paper counterparts, grows by one and a half times. Naturally, it is simply not possible for one operator to satisfy the growing needs. Currently, 94 operators are legally operating in Russia. They are included in the register of tax authorities and operate legally.
The choice becomes a problem for a potential client. Indeed, it is not easy to navigate in such a number of providers of a popular service.
Specialists who have been carefully observing the development of this market segment for a long time note that the most right choice EDI operator can be made based on seven main criteria, which we will consider below.
Client application and its features
When choosing a suitable operator, familiarize yourself with the possibilities of the client offer offered by it, a kind of analogue Email. You should be able to:
- Exchange any type of formalized and non-formalized electronic documents.
- Familiarize yourself with the contents of documents in the interface without uploading to other applications.
- Approve documents with the signatures of several employees or refuse to sign.
- Print documents with the stamp of the operator.
- Archive the documentation to a personal PC or to an electronic archive along with the entire set of related technological documents generated during the transfer.
- Cancel previously entered data or completely withdraw the document.
- Facilitate the search for the desired document in the archive.
- Do several things at the same time.
Each of the points is of key importance for further productive and comfortable work, because without them you will not be able to solve even the most simple tasks electronic document management.
As a nice addition, you can offer:
- Ability to coordinate documents within the organization.
- Automatic search for counterparties and invitations to exchange electronic documents.
- Operational transfer separate documents and packages to the Internal Revenue Service as needed.
Integration with accounting systems
The web interface is only useful when working with small amounts of documentation. However, when it comes to electronic document management, which implies a large and regular flow of data, users should be able to integrate an EDI system into their accounting system. Before choosing an EDI operator, it would be nice to know how he solves this problem.
If his system is integrated with accounting systems, then you will not have problems with any amount of workflow.
It is even better if your operator cooperates with the developer of the accounting system used and others.
Integration is possible even if you use a non-standard accounting system. True, in this case, it is produced by means of the API provided by the operator.
Be sure to check how responsive the technical support service of your chosen operator is. It will depend on the efficiency of eliminating various kinds of misunderstandings. The more communication options, the better.
The number of organizations and individual entrepreneurs, which, quarterly, increases one and a half times (you can read about the technology and the rules for exchanging documents in the articles "" and ""). Along with demand, supply is also growing: today there are 94 electronic document management operators (EDF) in the register of the Federal Tax Service. With such a wealth of choice, it is not easy to find someone who can implement exactly your tasks. We will highlight several criteria that you can rely on to select a reliable EDI service provider.
1. Functionality of the client application
The first thing you need to pay attention to is the client application. Most client applications are analogous to email (web service, desktop application, or mobile app). Make sure the system allows you to:
- send and receive all types of formalized and non-formalized electronic documents;
- view documents in the interface without uploading to other applications;
- put the signature of several employees on documents, as well as refuse to sign;
- print documents with the stamp of the operator;
- save the document to a computer or to an electronic archive along with technological documents generated during transmission;
- cancel and revoke the document;
- easily and quickly find documents in the archive;
- perform mass actions (for example, sign a large number of documents).
If the system "does not know how" to do this, then it will not be able to implement even the necessary minimum of EDI tasks. Additional, but quite important advantages of the service:
- coordination of documents within the company;
- search for counterparties, sending out invitations for the exchange of electronic documents;
- transfer of electronic documents to the Federal Tax Service upon request (see "").
2. Possibilities of integration with accounting systems
To work with a large volume of electronic documents, using the web interface is inconvenient. In this case, it is optimal to integrate the EDI system into the company's accounting system. Find out what integration options an operator has.
Plus for him - integration solutions with the most common accounting systems: 1C, SAP, Oracle, Docsvision, Directum, Parus and others. It is doubly good if he has established partnerships with the developers of these products, and they work together in the implementation of the EDI project.
If you are using a custom configuration accounting system or a proprietary system, then the integration is performed by means of the API provided by the operator.
It is important that the operator has converters that can convert the client's data into files of the required format and, on the contrary, convert the data from the EDI system into a format that can be processed information system client.
Both during the implementation of the EDI system and later on, you will need the help of the operator’s specialists more than once, so find out if he has a technical support service and how it works. Please note, local phone number is listed or free federal; are there any other ways to get advice, for example, through the website, mail, skype, etc. High-quality technical support is an important factor when choosing an operator.
3. Number of counterparties ready for EDI
The more your counterparties are involved in EDI, the more tangible results you will get from it (for the purposes and results of EDI implementation, see "" and ""). But do not rely only on the number of registered users announced by the operator. To find out which of the counterparties registered in his system is really ready to start the exchange of electronic documents, send invitations through it. Focus on those who agreed. Therefore, the function of inviting counterparties in the operator's EDI system is an additional argument in his favor.
4. Experience
Enterprises from different sectors of the economy have their own document management features. Make sure that the operator has experience in the required or related industry, study case studies and customer reviews. Be persistent in obtaining detailed information, do not be guided only by customer logos on the operator's website.
5. Willingness to conclude an SLA
Offer the operator to conclude an SLA - an agreement on the level of service provision. His consent or refusal will show you whether he is ready to guarantee a quality service. In some companies, the exchange of documents with counterparties is closely related to production processes. It is important for them to receive timely warnings about preventive maintenance, emergencies, and the timing of system recovery. The operator must ensure this, and this is fixed in the SLA. If he refuses the agreement, then he is not ready to guarantee such a level of service.
6. Related service
It is convenient when the operator, in addition to EDI, also provides a reporting service to regulatory authorities. Then, to answer the IFTS requirement, you just need to select required documents in the system, and the inventory will be generated automatically. Thus, you save time on searching in the archive and filling out the inventory.
7. Roaming
Some of your counterparties will most likely turn out to be clients of another operator. This is not a problem for EDI between you if the operators work in roaming (see, for example, ""). Make sure your potential carrier is ready to provide this service. To do this, it is enough to send and receive through the system web interface the main types of documents that you exchange with the counterparty and see if the result suits you.
Other criteria
In conclusion, we recall that the legal significant documents contain important business information. Therefore, ask the EDF operator for an opinion of an independent audit company about the level of its information security.
Also, the advantages of the operator include a developed branch or affiliate network. This will allow your even geographically distant counterparties to quickly get the help of specialists if necessary.
If the operator you chose did not live up to expectations, you should not give up and put an end to plans to switch to EDI. It is necessary to take into account the existing, albeit sad, experience, and with this new knowledge, select the next operator and start working with him.
Made changes to tax code RF, which allowed Russian organizations exchange invoices electronically. The process of exchanging electronic invoices is approved in the "Procedure for issuing and receiving invoices in electronic form via telecommunication channels using an enhanced qualified electronic signature". A separate Procedure for Submitting Documents for TMS describes in detail how to submit electronic invoices to the Federal Tax Service upon request.
Both documents clearly stipulate that electronic invoices must be signed with an electronic signature and transmitted only through an electronic document management operator. Otherwise, the electronic invoice has no legal force, it cannot be used to obtain a VAT deduction, and also be used to protect the interests of the organization in court.
So who are they - electronic document management operators?
In the legislative acts of the Russian Federation, electronic document management operators are defined as "organizations providing services for the exchange of open and confidential information via telecommunication channels as part of the electronic document management of invoices between the seller and the buyer."
Translated into a simpler language, this means that electronic document management operators are commercial companies, which provide businesses with the ability to exchange electronic invoices and other documents on a competitive basis. They provide for this, firstly, the technical possibility, secondly, the security of the transmitted information, thirdly, the legal significance of invoices, and fourthly, technical support for users when working with electronic documents.

In Diadoc, all incoming documents are free, regardless of how you work in the system:
Which companies can be operators of electronic document management?
A company that provides electronic document exchange services must:
- be able to interact with the tax authorities, both technically and organizational aspects;
- have the appropriate licenses to work with electronic signature certificates and means of cryptographic information protection;
- have the resources to regularly tune and refine systems in a rapidly changing environment.
Now these requirements are best met by companies providing Russian business services electronic reporting to regulatory authorities (FTS, PFR, Rosstat, FSS), since technologically they are the closest to electronic document management between companies.
Why can't the Federal Tax Service or another government agency act as an electronic document management operator?
Providing technical capabilities for electronic document management is a significant cost. In the event that a government agency acts as an EDF operator, these will be budget resources. In addition, the staff of the department will need to recruit a huge number of new specialists and train them. Given that the problem of reducing the number of civil servants is acute in Russia, all this seems difficult to implement.
Commercial enterprises provide their services on a competitive basis. Therefore, they are interested in the quality of service, the development of the functionality of systems, the loyalty of their customers, and provide them with support and assistance.
In addition, in the event of disputes when submitting documents to the tax authorities, it is the operator that acts as a third independent party. If the operator is, for example, the Federal Tax Service, how to ensure independence and objectivity?
Can exchanging companies themselves act as operators of electronic document management?
Electronic document exchange services are the same service as, for example, telephone communication. When a company wants to provide its office with a telephone connection, it turns to specialists in this field - a telephone operator. The logic is simple: in order to provide a service at the proper level, it is necessary that this type activity was profile for the company. Especially considering that we are talking not only about providing for their own needs, but also about servicing contractors. As mentioned above, providing an EDI service is a business that requires significant technical, financial and professional resources.
In order to switch to a legally significant electronic document management through the operator, the company needs to sign only one agreement on the exchange of electronic documents - between it and the operator. In the case of independent organization of document flow, everything will be different. So, if five companies exchange electronic documents, then they need to sign 10 agreements among themselves.
At the same time, it is necessary to ensure compatibility internal systems, uninterrupted operation corresponding to technical support etc.
