A PTO engineer is a mandatory position in each. You can find it at any construction site. What is the task of such an employee and the main goals of his work, we will consider in this article.

Before considering the features of this position, consider what is meant by the abbreviation PTO. It stands for production and technical department, which should include an engineer holding this position. The department faces a number of tasks, the main of which is working with . Each of its employees has its own functions. Also, this department can be combined with the design department.

All about the PTO engineer

The construction of buildings of a different nature is a complex labor-intensive process. It is important that during its implementation all rules and regulations are observed. For this, projects are initially developed, according to which the construction of buildings is carried out in the future. The further fate of the object depends on how well the project is drawn up. It is important that the erected structure is reliable and stable in the first place, since the safety of others depends on this factor.

The development of the project is entrusted to the PTO. In order to properly perform this work, a certain level of qualification and is required.

First of all, this is the end of the higher educational institution in the relevant specialty and work experience of at least 3 years. But for certain objects that do not provide capital construction, the main thing that is required from the person holding this position is the ability to work with project documents, which, according to GOST, include the following:

  • drawing
  • specifications
  • specification
  • statement
  • scheme
  • methods and sequence of tests
  • calculations, which are usually carried out in the form of an estimate
  • technical instructions
  • commissioning documentation
  • repair documentation, etc.

The task of an engineer is to be able not only to draw up such papers, but also to read documents drawn up by other people. His work is based on knowledge, as well as the norms and forms of documentation established by the state.

Valuable skills for an employee

A VET engineer is not just an accountant who fills out paperwork. He must have special qualities to clearly understand and understand how the workflow is going on. It is important to take into account every little thing and control every stage of work.

It is not enough to be familiar, it is necessary to thoroughly know the norms of such acts as:

  • OT rules
  • Safety regulations
  • Labor Code of the Russian Federation

What kind of knowledge an employee needs depends on the type of activity of the company in which he is employed.

Fields of activity of a PTO engineer

According to the legislation, the production and technical department is present in most organizations.

If this position is not provided for in construction company, it will be named as the estimator. He faces the same tasks as the PTO engineer. He must monitor the implementation of design work and compliance with the instructions provided for by law. In production, the position of the estimator can be combined with the engineer. The estimator is assigned the following types of responsibility:

  • imputation of all the rights that are assigned to him by the job description
  • for the speed of completing tasks
  • progress report to management
  • violation of the time of work
  • deviation from an order
  • and other situations provided for by the instructions

Production and technical departments are usually mandatory in areas such as installation, energy, as well as in industrial enterprises. Also, it is necessarily included in the housing and communal services.

The main thing that the department has to carry out is the control of all stages of the work. When we are talking about housing and communal services, the goal of the department is to control the rules for the operation of property that is owned by the complex.

In the field of energy, it is especially important that the estimator knows how the power system works, what are the conditions for its operation and the main safety measures when using it.

Rights and obligations

As mentioned above, the estimator works directly at the site of the construction of the object. He has a lot of responsibilities that are not just about keeping records. It is important for him to monitor the compliance of the actual work, as well as their result with the documentation.

As part of this, it does the following:

  1. Control of budget documentation, checks compliance with planned and actual costs.
  2. Prepares additional estimates, in case of need for unforeseen work.
  3. Supervises the preparation of a report on
  4. Controls that the requirements of the customer are taken into account when performing work.
  5. Negotiate additional costs with the customer
  6. Prepares paperwork to resolve a dispute, if any, with employees.
  7. Checks the act of acceptance of the work performed by the contractor.
  8. Performs official assignments established by the company's management.
  9. Prepares and submits progress reports to management.

Write your question in the form below

It is no secret that during the construction and operation of any construction object, it is necessary to comply with a huge number of instructions and rules. Despite the availability of these requirements, their simultaneous consideration is not an easy task.

This function is performed by a special service. For control purposes, the structure of construction organizations usually provides for the position of a PTO engineer (decoding "engineer of the production and technical department"). The functions of a PTO engineer are very diverse and require not only high professionalism, organizational skills, but also, often, firmness of character and even courage.

Naturally, the diversity of production facilities and their operating conditions determines different duties such workers. In this article, we will consider typical content job description PTO engineer construction organization.

General provisions

Construction is almost always characterized by considerable complexity and variety of work performed, sometimes under extreme conditions. Decisions must be made quickly, and mistakes must be corrected immediately. The production and technical department at large construction sites is a large structural unit, which is usually headed by a specialist with extensive experience in various construction sites. However, the main backbone of the department is ordinary engineers.

It is important to understand what a PTO engineer is. Many graduates of construction universities start their careers as a PTO engineer. Having met with such a vacancy, sometimes young professionals do not know what they will do at a construction site. Therefore, first consider, PTO engineer, what is it?

The answer to this question is contained in the section General requirements» job description of the engineer of the production and technical department. A complete, but not exhaustive, list of these requirements is given below in an example of such an instruction. The main one is specialized or at least technical education.

This is understandable, since the employee will have to deal with technical documentation. In addition, constant contact with performers requires not only knowledge of labor legislation and the rules of safe work, fire fighting equipment, but also certain personal qualities, such as communication skills.

It is important to know building codes and regulations - SNiPs. Fluency in basic computer programs today is not even discussed. The PTO engineer is organizationally subordinate directly to the head of the PTO or (in large construction organizations) to the head of the sector or facility.

Rights and obligations of a PTO engineer in construction

Usually an ordinary VET employee works with ready-made project documentation, but he inevitably has to make adjustments to it, and, therefore, he must know how to prepare it, formalize it and coordinate it with the relevant structures within the enterprise and regulatory authorities.

Since there are a great many SNiPs in construction, usually a newly hired employee gets acquainted with them at the workplace (no one can study all of them in detail at the university). These documents are “live” and the specialist must be aware of all their current changes. The duties of the PTO engineer also include the development of a work schedule, as well as current repairs technology.

Special and very responsible duties lie in the field of control. For PTO engineer official duties in terms of control and interaction with the customer, this is perhaps the most difficult task. He is obliged to analyze certificates for components and building materials, draw up acts of completed work, control the expenditure of funds, and prevent their overspending.

The engineer of the production and technical department, in addition to the usual rights common to all employees, can temporarily stop the production of work in case of detection of certain violations during their implementation.

Construction work is a complex process, which is accompanied by the preparation of related documentation. Such documents include projects of the future facility, contracts for the supply of raw materials and Supplies and other acts. There are special schedules construction works, which indicate the amount of energy and labor resources. In this article, we propose to consider the question of what the production and technical department (PTO) does.

PTO is a commonly used abbreviation that means production and technical department.

What is PTO

The main task of the production and technical department is to prepare for the various stages of construction work. According to experts, this department is a fundamental structural subdivision of companies operating in the construction industry. The task of the employees of this unit is to process primary information about the implementation of the project A. This means that PTO employees accept project documents from the customer, study the estimate and issue a permit to start construction. These tasks are performed at the stage of preparation for construction work.

Upon completion of work, PTO engineers form documents on performance characteristics object. Further, all documents are transferred to the customer along with the object itself. The task of these specialists is to analyze incoming applications and evaluate them for compliance different standards set by the regulatory authorities. In addition, employees of the production and technical department have the right to hold tenders and competitions among suppliers for Construction Materials and raw materials. At each stage of construction, the task of engineers is to count labor costs necessary for the implementation of the project.

During the construction itself, employees of this unit control the process of work and evaluate the amount of material resources used. In case of deviation from the estimate, engineers need to develop a corrective action plan. All information obtained during the analysis is used in the formation management accounting. Based on this information, acts on the performance of work and internal statements are prepared, according to which employees receive wages.

The VET department (short for production and technical department) performs a variety of various functions. The task of this department is to receive permits for holding various events, tenders and examinations. Construction work involves a large internal and external document flow between the contractor and the customer. Employees of the department in question may be entrusted with the collection of documents, according to the list prepared by the customer.

Main tasks

As mentioned above, the VET department has many different responsibilities. Among them, it is worth highlighting the assessment of technical and economic parameters, as well as technical accounting and the formation of schedules for repair work. In addition, it should be noted:

  1. Formation of technical documents.
  2. Control over the implementation of various standards.
  3. Control of the rate of consumption of energy resources and building materials.
  4. Applying for a purchase additional equipment and consumables.

VET is part of the structure of construction companies, installation, energy and industrial enterprises, and is also represented in housing and communal organizations

According to experts, the most difficult task is assigned to the engineers of this unit. The main task of engineers is the formation of design documents and related applications in the form of calculations and estimates. In addition to paperwork, engineers need to control manufacturing process and help with installation procedures. In addition to all of the above, they are responsible for negotiating with business partners and subcontractors.

Production and technical department, functions:

  1. Development of an implementation strategy innovative technologies into the production process.
  2. Monitoring the execution of works in which subcontractors are involved.
  3. Conducting a briefing.
  4. Control of the construction plan.

As practice shows, the employees of the department in question should work closely with the accounting department. Such cooperation allows to make scheduled calculations in a timely manner, on the basis of which reporting documents are formed.

Department structure

Employees of this unit can be divided into two conditional groups. The first group is engaged in preparation for production, drafting future construction projects. The second group is engaged in the preparation of estimates and the conclusion of contracts. The very structure of the unit is formed by the management of the department. When forming the staff, the specifics of the company's activities and a number of additional economic factors are taken into account. Further staffing agreed with the CEO of the company. After agreement, the structure of the department is approved by issuing a relevant act.

Functional responsibilities within the department are distributed according to internal instructions. The head of the production and technical department is responsible for the development and implementation of these documents.

Production and technical department in construction

As a rule, in the absence of an estimate and contract unit, the obligation to draw up an estimate is assigned to the production service. Employees of this department participate in the preparation for the negotiations, during which the contract is concluded. At this stage, the customer must transfer the technical documents to the contractor to analyze their compliance with the existing drawings.

In case of detection of inaccuracies and errors, special acts are drawn up, which are transferred to the customer.

The main goal of the department and its employees is to control all areas of production

At the next stage, the contract itself is drawn up, to which an estimate of the future project is attached. In the appendix to the agreement between the parties, the cost of services and the guaranteed period for fulfilling obligations should be fixed. The received technical documents are registered in special journals. Further, they are used as the basis for obtaining permits for construction work.

The VET department in construction is involved in engineering training. At this stage, the amount of work to be completed within a month is determined. For this purpose, calculations are prepared on the costs of energy and labor resources. Next, consumables and the necessary raw materials are purchased. At this stage, a summary sheet is filled out, where the cost of cement, reinforcement, precast concrete and other consumables is recorded. Before the construction itself, a special statement is created, where the amount of work performed will be recorded. This statement must be laced and numbered, and also contain the signature of the owner of the company and the company seal.

At the end of the above period, the engineers check with the certificates of performance of work received from subcontractors. These acts are used to process all project documentation. These actions are carried out every month in order to control the construction work. As a rule, most customers try to hire those companies that have a design department in their structure. If the order is related to the repair or reconstruction of the facility, the PTO engineer draws up a defective act for future work.

After agreeing on various issues related to the future project, the VET workers prepare an estimate. At the next stage, coordination of work with the fire inspection and SES is carried out. Further, a contract is concluded, on the basis of which the contractor begins to fulfill his obligations.

Special attention should be paid to those cases when there is a division within the organization that produces its own products. In this case, VET employees are entrusted with the calculation of the final cost of goods. During such calculations, it is very important to take into account the cost of each product.

Among the main responsibilities of the PTO in the field of construction, it is necessary to highlight the preparation of acts for obtaining permits. Also, this department develops various documents for participation in competitions. Such documents include estimates, licenses and commercial invitations. The engineers of this division take part in regular inventory, and also interact with various regulatory authorities and contractors. In some cases, employees of this unit are entrusted with the analysis of estimates and projects of third-party companies. An appropriate license is required to perform these actions.

Taking into account the peculiarities of a particular area of work of a PTO engineer, the requirements for his qualifications are serious

Conclusions (+ video)

The production and technical service of a construction company is engaged in the formation of documents necessary for each of the stages of construction. These materials are used to transfer the inspection commission and the customer himself. All calculations and analyzes attached to the acts form the basis of the final package of documents. The VET department is headed technical director, who can hold the position of chief engineer of the company. Based on all of the above, we can conclude that each employee of this unit must have a higher education.
