scientific research and development management systems, organization, evaluation and remuneration of scientific workers, forms of their material incentives;

current regulations on training and advanced training of personnel;

guidance materials on the organization of office work;

Head of Research Department:

organizes the implementation of research work provided for the unit in the thematic plan of the institute, and determines the prospects for their development in the relevant field of knowledge, selects methods and means of conducting research and development, ways to solve the scientific and technical problems assigned to the unit;

develops draft long-term and annual plans for the work of the unit and submits them to the management of the institute;

manages the development of technical specifications, methodological and work programs, feasibility studies, forecasts and proposals for the development of the relevant sector of the economy, science and technology, other planning documents and methodological materials;

determines co-executors of planned research work;

carries out scientific guidance on the problems provided for in the thematic plan of the unit, formulates their final goals and expected results, and takes a direct part in the implementation of the most important work;

controls the fulfillment of the tasks stipulated by the plan, contractual obligations, as well as the quality of work performed by the department's specialists and co-executors;

at the same time ensures compliance with regulatory requirements, completeness and high-quality execution of documentation, compliance with the established procedure for its approval;

approves and submits to the scientific (scientific and technical) council of the institute scientific reports on the work performed by the unit;

provides practical application of research results, field supervision and technical assistance in their implementation;

determines the subdivision's need for equipment, materials and other resources necessary for the work, and takes measures to provide the subdivision with these resources, the safety of equipment, apparatus and instruments, and their rational use;

organizes work on patenting and licensing scientific and technical achievements, registration of inventions and rationalization proposals;

ensures an increase in the efficiency of the unit, a rational distribution of employees, takes measures to increase their creative activity;

monitors the safe conduct of work, compliance with the rules and norms of labor protection;

participates in the selection of personnel, carries out work on their certification and evaluation of activities, advanced training, makes proposals for remuneration and material incentives for employees, taking into account personal contribution to the overall results of the unit;

determines the activities of the sectors (laboratories) that make up the unit, organizes and coordinates their work;
