The list of employees includes persons holding positions, which are listed in subsection 2 of section. 1 Nomenclature, if the replacement is carried out at the main place of work, by external or internal part-time work, as well as by combining positions. 3. Preparation of a presentation for each teacher subject to certification. Each pedagogical worker must be familiarized with the submission prepared for him against signature within a period not exceeding 30 calendar days before the day of certification. If the employee refuses to familiarize himself with the submission, it is necessary to draw up an act that is signed by the employer and persons (at least two) who are present at its preparation. The meeting is considered competent, provided that at least two thirds of the total number of members of the attestation commission are present. The objectives of the certification of pedagogical workers are to stimulate a targeted, continuous improvement in the level of qualifications of pedagogical workers, their methodological culture, personal professional growth, and their use of modern pedagogical technologies;

identifying prospects for using the potential of teaching staff;
taking into account the requirements of federal state educational standards for personnel conditions for the implementation of educational programs when forming the personnel of educational institutions;

New order provides two types of certification:
mandatory
voluntary
Mandatory certification is carried out every 5 years to confirm the teacher's compliance with the position held on the basis of an assessment of his professional activity.
Voluntary attestation is carried out at the request of the teacher to establish the compliance of the level of his qualification with the requirements of the first or highest qualification category. The qualification category is valid for 5 years.
Certification in order to confirm the compliance of teaching staff with their position is carried out once every 5 years in relation to teaching staff who do not have qualification categories (first or highest). based on the application of the teacher.
The basis for certification is the presentation of the employer. The presentation must contain a motivated comprehensive and objective assessment of the professional, business qualities of a teacher, the results of his professional activity based on qualification characteristic by position.
The teacher must be familiarized with the submission by the employer against signature no later than one month before the day of the certification.
