In the implementation of professional psychological selection measures, a number of tasks are solved.   • - development of a procedure for direct examination of candidates for filling vacancies in order to determine the degree of their professional and psychological suitability;
  • - direct implementation of PPO activities;
  • - Evaluation of the effectiveness of PPO measures and its improvement.

All these stages are equally important for the development of a system of professional psychological selection. However, the development of this system begins with the study of the specifics labor activity and identifying the requirements that professional activity imposes on the qualities of the employee's personality. Without this, it is impossible to create a professional selection system, since you need to know what to focus on and what to evaluate when selecting candidates for replacement vacant position.

It should be noted that the identification of professionally important qualities is a very complex and rather laborious procedure, which is a purposeful and organized process in which three stages can be distinguished:

  • - collection of information about professional activity;
  • - processing and summarizing the information received, compiling a professiogram;
  • - the use of a professiogram to solve practical or theoretical problems (selection of criteria for the success of professional activity, selection of tests for its assessment or forecasting, classification of professions, etc.). The professiogram can be used for this in a variety of ways. It is necessary to analyze some of the main ways to solve the complex problem of studying the characteristics of labor activity and identifying professionally important qualities necessary for the successful performance of professional duties.

The development of a PPO system begins with an analysis of the conditions of professional activity. The purpose of this analysis is to identify the requirements imposed by the activity on the physical, mental and personal qualities candidate for filling a vacant position, as well as to the level of his professional knowledge and skills. Currently, the following methods are most often used to solve this problem:

  • - method of engineering-psychological analysis of activity;

The essence of the method of engineering and psychological analysis of activity is to build a psychological standard of specialty (PES) using a special methodology. It should be noted that this is one of the most common methods for analyzing professional activity. The sequence of building PES is as follows. The psychologist first builds a professiogram - an algorithm for solving the problem by a specialist, for which it is necessary to develop a PES. For this, methods such as interviews, observation, timing of activities, etc. are used. Professiogram - it is a way of presenting and summarizing information about a profession in the form of a description of its main (key) elements. "Regulations on carrying out scheduled preventive repairs of water supply and sewerage facilities" was developed by the Ministry of Housing and Communal Services of the RSFSR and considered by the department of construction economics of the Gosstroy of the USSR.

Approximate REGULATIONS on the primary trade union organization educational institution.

I. GENERAL PROVISIONS

1.1. Regulations on the primary trade union organization of an educational institution (hereinafter referred to as the Regulations) have been developed in accordance with Articles 13.3; 16; 17; 18; 19; 20; 21 of the Charter of the Trade Union of Public Education and Science Workers of the Russian Federation (hereinafter referred to as the Charter of the Trade Union) and is an intra-union regulatory legal act of the primary trade union organization, acting in accordance with and along with the Charter of the Trade Union.

1.2. The primary trade union organization of an educational institution (hereinafter referred to as the primary trade union organization) is a structural subdivision of the Trade Union of Public Education and Science Workers of the Russian Federation (hereinafter referred to as the Trade Union) and a structural link (name of the relevant territorial (district, city) organization of the Trade Union).

II. GOALS AND OBJECTIVES OF THE PRIMARY TRADE UNION ORGANIZATION

2.1. The main goal of the primary trade union organization is the implementation of the statutory goals and objectives of the Trade Union for the representation and protection of individual and collective social and labor, professional rights and interests of the members of the Trade Union in cooperation with the employer, his representatives, local governments, public and other organizations.

2.2. The tasks of the primary trade union organization are:

Combining efforts and coordinating the actions of members of the Trade Union to implement the decisions of the Congresses and elected bodies of the Trade Union, the relevant territorial organization of the Trade Union for the representation and protection of individual and collective social and labor, economic, professional and other rights and interests of the members of the Trade Union at the institution level.

2.2.2. Assistance in raising the standard of living of members of the Trade Union, registered in the primary trade union organization.

2.2.3. Representing the interests of members of the Trade Union in the management bodies of the institution, local governments, public and other organizations.

2.2.4. Providing members of the Trade Union with legal and social information.

2.2.5. Development and implementation of organizational and financial measures to strengthen the motivation of trade union membership, the effective operation of all structural units of the trade union organization of an educational institution, their elected trade union bodies in the implementation of statutory tasks.

2.3. In order to achieve the statutory goals and objectives, the trade union organization, through its elected bodies:

2.3.1. Conducts collective negotiations, concludes a collective agreement with the employer at the level of an educational institution, promotes its implementation.

2.3.2. Participates in the development of proposals for legislative and other regulatory legal acts affecting the social and labor rights of teachers and other employees, as well as on issues of socio-economic policy, the formation social programs at the institution level and other issues in the interests of the members of the Trade Union.

2.3.3. Takes part in the development of employment programs, the implementation of measures for the social protection of education workers who are members of the Trade Union, released as a result of the reorganization, including advanced training and retraining of the released workers.

2.3.4. Provides public oversight of compliance labor law, legislative and other regulatory legal acts on labor protection and health, environment, social insurance and social security, employment, housing improvement and other types of social protection employees at the level of the institution, as well as control over the implementation of the collective agreement, industry, regional and other agreements.

2.3.5. Participates in the settlement of collective labor disputes using various forms of collective protection of social and labor rights and professional interests of members of the Trade Union, up to and including organizing strikes.

2.3.6. Applies to the bodies considering labor disputes with statements on the protection of the labor rights of members of the Trade Union, other education workers.

2.3.7. Participates with other social partners at the institution level, municipality in the management of extrabudgetary state funds social insurance, health insurance, pension fund and other funds formed at the expense of insurance premiums.

2.3.8. It studies the standard of living of teachers and other educators, implements measures to improve their standard of living, including through the credit unions and funds provided for by the Trade Union social assistance and protection, strike funds; takes part in the development of proposals for determining the criteria for the standard of living of workers, for regulating the income of members of the Trade Union (wages, pensions, other social benefits), based on the current legislation on wages in the institution, taking into account living wage and rising prices and tariffs for goods and services.

2.3.9. Promotes the development of non-state medical insurance and non-state pension provision for members of the Trade Union who are registered with the trade union in the institution.

2.3.10. Organizes health-improving and cultural and educational events for members of the Trade Union and their families, interacts with local governments, public associations to develop health resort treatment for workers, organize tourism, and mass physical culture.

2.3.11. Provides methodological, consulting, legal and material assistance to members of the Trade Union.

2.3.12. Carries out training of trade union activists, legal training of members of the Trade Union.

2.3.13. Organizes admission to the Trade Union and registration of members of the Trade Union, carries out organizational arrangements to increase the motivation of trade union membership.

2.3.14. Participates in election campaigns in accordance with federal laws and laws of the subject of the Russian Federation.

2.3.15. Carries out other types of activities arising from the norms of the Charter of the Trade Union and not contradicting the legislation of the Russian Federation.

III. STRUCTURE, ORGANIZATIONAL BASES OF ACTIVITIES OF THE PRIMARY TRADE UNION ORGANIZATION OF THE EDUCATIONAL INSTITUTION

3.1. In accordance with the Charter of the Trade Union, the primary trade union organization of the institution independently determines its structure.

3.2. In the primary trade union organization of an educational institution, a single statutory procedure for admission to the Trade Union and exit from the Trade Union is implemented:

3.2.1. Admission to the Trade Union is carried out on a personal application submitted to the trade union committee of the primary trade union organization of the institution. The date of admission to the Trade Union is calculated from the date of submission of the application. Simultaneously with the application for joining the Trade Union, the applicant submits an application to the employer (school administration) for non-cash payment of the trade union membership fee.

3.3.2. An employee admitted to the Trade Union is issued a membership card uniform pattern, which is kept by a member of the Trade Union.

3.3.3. A member of the Trade Union cannot simultaneously be a member of other trade unions at the main place of work.

3.3.4. A member of the Trade Union has the right to withdraw from the Trade Union by submitting a written application to the trade union committee of the primary trade union organization. The application is registered with the trade union committee on the day of its submission, and the date of submission of the application is considered the date of termination of membership in the Trade Union. A person leaving the Trade Union submits a written application to the employer (school administration) to stop collecting the trade union membership fee from him.

3.4. Registration of members of the Trade Union is carried out in the trade union committee in the form of a journal or according to registration cards of the established sample.

3.5. Members of the Trade Union acquire rights and bear obligations in accordance with Articles 7; 8 of the Charter of the Trade Union.

3.6. Reports and elections of trade union bodies in the primary trade union organization of the school are held on the following dates: - trade union committee - once every 2-3 years; - Audit Commission - once every 2-3 years; - Chairman of the primary trade union organization of the school - once every 2-3 years.

3.8. The elections of the trade union committee, the audit commission, the chairman of the primary trade union organization are held within the same time frame, determined by the elected trade union body of the relevant territorial organization of the Trade Union, and in structural divisions- within a single timeframe determined by the trade union committee.

IV. GOVERNING BODIES OF THE PRIMARY TRADE UNION ORGANIZATION

4.1. The governing bodies of the primary trade union organization are: the meeting, the trade union committee of the primary trade union organization (hereinafter referred to as the trade union committee), the chairman of the primary trade union organization.

4.2. The control and audit body of the primary trade union organization is the audit commission of the primary trade union organization (hereinafter referred to as the audit commission).

4.3. The highest governing body of the primary trade union organization is the meeting, which is convened as needed, but at least once every 2-3 years. Meeting:

4.3.1. Approves the Regulations on the primary trade union organization, makes changes and additions to it.

4.3.2. It develops priority areas of activity and determines the tasks of the primary trade union organization for the coming period, arising from the statutory goals and objectives of the Trade Union, decisions of elected trade union bodies.

4.3.3. Forms proposals and requirements to the employer, the relevant local authorities to improve working conditions, socio-economic status and living standards of teachers and other education workers.

4.3.4. Makes decisions on putting forward collective demands, holding or participating in collective actions of the Trade Union to protect the social and labor rights and professional interests of the members of the Trade Union.

4.3.5. Decides on the organization of collective actions, including strikes in the event of a collective labor dispute.

4.3.6. Elects the chairman of the primary trade union organization.

4.3.7. Approves quantitative and elects personnel trade union committee and the audit commission of the primary trade union organization.

4.3.8. Listens to the report and evaluates the activities of the trade union committee.

4.3.9. Hears and approves the report of the audit commission.

4.3.10. Resolves other issues arising from the statutory goals and objectives of the Trade Union, within its powers.

4.4. The meeting may delegate some of its powers to the trade union committee.

4.5. The date of convocation and the agenda of the meeting are communicated to the members of the Trade Union no later than 15 days before the start of the meeting.

4.6. The meeting is considered competent (has a quorum) with the participation of more than half of the members of the Trade Union who are registered with the trade union.

4.7. The rules and form of voting (open, secret) are determined by the meeting. The decision of the meeting is taken in the form of a resolution. The decision of the meeting is considered adopted if more than half of the members of the Trade Union participating in the voting voted for it, if there is a quorum, unless otherwise provided by the Regulations of the primary trade union organization w. The work of the meeting is recorded.

4.8. The meeting is not entitled to make decisions on issues related to the competence of the elected trade union bodies of the higher organizations of the Trade Union.

4.9. In accordance with paragraph 5.4 of Article 14 of the Charter of the Trade Union, early elections, early termination of the powers of the trade union committee, the chairman of the primary trade union organization can be carried out on the basis of a violation of the current legislation and (or) the Charter.

4.10. Between meetings, the permanent elected collegial body of the primary trade union organization is the trade union committee. The term of office of the trade union committee is 2-3 years. 4.11. Trade Union Committee:

4.11.1. Carries out management and current activities of the primary trade union organization in the period between meetings, ensures the implementation of decisions of the elected trade union bodies of the relevant higher territorial organizations of the Trade Union.

4.11.2. Calls a trade union meeting.

4.11.3. Represents and protects the social and labor rights and professional interests of members of the Trade Union in relations with the employer (administration of the institution), as well as, if necessary, in local governments.

4.11.4. Decides to enter into collective bargaining with the employer to conclude a collective agreement.

4.11.5. It is the authorized body of the Trade Union in conducting collective negotiations with the employer (administration) and concluding on behalf of labor collective collective agreement.

4.11.6. Organizes the collection of proposals of members of the Trade Union on the draft collective agreement, brings the draft developed by him to the members of the Trade Union, organizes its discussion.

4.11.7. On an equal basis with the employer (administration), he forms a commission for conducting collective negotiations, if necessary, a conciliation commission for resolving disagreements during negotiations, provides expert, consulting and other assistance to his representatives at the negotiations.

4.11.8. Organizes support for the requirements of the Trade Union in defending the interests of educators in the form of meetings, rallies, picketing, demonstrations, and, if necessary, strikes in the manner prescribed by the legislation of the Russian Federation.

4.11.9. Initiates general meeting of the labor collective of the educational institution for the adoption of the collective agreement, signs the collective agreement on his behalf and exercises control over its implementation.

4.11.10. Carries out control over the observance in the institution of labor legislation, other regulatory legal acts containing labor law norms, the legislation of the Russian Federation on employment, social security on labor protection and health of workers.

4.11.11. Coordinates the local acts of the institution adopted by the employer regarding the labor and socio-economic rights of employees.

4.11.12. Carries out public control over the observance by the employer of the norms and rules of labor protection, concludes an agreement on labor protection. In order to organize cooperation on labor protection, a joint commission is being created, which on a parity basis includes representatives of the trade union organization and the administration.

4.11.13. Carries out trade union control on issues of compensation for harm caused to employees by injury, occupational disease or other damage to health associated with the performance of their labor duties.

4.11.14. Provides trade union control over the correct accrual and timely payment wages, as well as social insurance benefits, spending social insurance funds on sanatorium treatment and recreation.

4.11.15. Controls the provision by the employer of timely information on possible dismissals of employees, compliance with the social guarantees established by the legislation of the Russian Federation in the event of a reduction in the number or staff, monitors the payment of compensations, benefits and their indexation; takes measures in accordance with the established procedure to protect the rights and interests of the released workers - members of the Trade Union before the employer and in court.

4.11.16. Forms commissions, elects commissioners for labor protection, manages their work.

4.11.17. Hears information from the employer on the fulfillment of obligations under the collective agreement, measures to organize and improve working conditions, compliance with the norms and rules of labor protection and safety.

4.11.18. Applies to the judicial authorities with statements of claim in defense of the labor rights of members of the Trade Union at their request or on their own initiative.

4.11.19. Holds, by mutual agreement with the employer, joint meetings to discuss actual problems the life of the work collective and the coordination of common efforts to resolve them.

4.11.20. Informs the members of the Trade Union about his work, the activities of the elected trade union bodies of the higher organizations of the Trade Union.

4.11.21. Manages the financial resources of the primary trade union organization in accordance with the approved budget.

4.11.22. Organizes the admission of new members to the Trade Union, the issuance of trade union tickets, keeps records of the members of the Trade Union, organizes statistical reporting in accordance with the forms approved by the Central Committee of the Trade Union.

4.11.23. At the suggestion of the chairman of the primary trade union organization, he elects the deputy (deputies) of the chairman of the primary trade union organization, if they are not elected at the meeting.

4.12. Meetings of the trade union committee are held as needed, but at least once a month. The meeting is competent with the participation of at least half of the members of the trade union committee. Decisions are made by majority vote. Meetings of the trade union committee are recorded. The trade union committee exercises its powers and makes decisions in the form of resolutions signed by the chairman of the primary trade union organization.

4.13. The activity of the primary trade union organization during the period between meetings of the trade union committee is managed by the chairman of the primary trade union organization. The chairman of the primary trade union organization is elected for the term of office of the trade union committee.

Chairman of the primary trade union organization:

4.13.1. Carries out actions without a power of attorney on behalf of the primary trade union organization and represents the interests of the members of the Trade Union on issues related to statutory activities before the employer, as well as in the management bodies of the educational institution and other organizations.

4.13.2. Organizes the current activities of the primary trade union organization, the trade union committee for the implementation of statutory tasks, decisions of the governing bodies of the primary, relevant territorial organization of the Trade Union and the Trade Union.

4.13.3. Organizes the implementation of decisions of trade union meetings, the trade union committee, elected bodies of the relevant territorial organization of the Trade Union.

4.13.4. He chairs the trade union meeting, chairs the meeting of the trade union committee.

4.13.5. Convenes meetings and organizes the work of the trade union committee, signs resolutions and protocols of the trade union meeting and meetings of the trade union committee.

4.13.6. Organizes financial work, work on the admission of new members to the Trade Union, the receipt of trade union funds to the accounts of the relevant higher organizations of the Trade Union.

4.13.7. Submits proposals for the consideration of the trade union committee on the candidacy of the deputy (deputy) chairman of the primary trade union organization, if they are not elected at the meeting.

4.13.8. Makes statements, if necessary, sends appeals and petitions on behalf of the primary trade union organization and the trade union committee.

4.13.9. Organizes office work and current storage of documents of the primary trade union organization.

4.13.10. Implements other powers delegated by the trade union meeting, the trade union committee.

4.14. The chairman of the primary trade union organization is accountable to the trade union meeting, the trade union committee and is responsible for the activities primary organization Trade Union.

V. AUDIT COMMISSION OF THE PRIMARY TRADE UNION ORGANIZATION

5.1. The audit commission of the primary trade union organization is an independent body, elected at the meeting simultaneously with the trade union committee and for the same term of office.

5.2. In its activities, the audit commission is accountable to the trade union meeting and is guided by the Model Regulation on the audit commission of the primary trade union organization, approved by the Presidium of the Central Committee of the Trade Union, and this Regulation.

5.3. A member of the audit commission cannot be a member of the trade union committee at the same time.

5.4. The Audit Commission elects a chairman and a deputy (deputies) from among its members.

5.5. Disagreements between audit commission and the trade union committee are considered and resolved by the meeting of the primary trade union organization or the presidium of the elected body of the relevant territorial organization of the Trade Union.

VI. PROPERTY OF THE PRIMARY TRADE UNION ORGANIZATION

6.1. The rights and obligations of the primary trade union organization as legal entity are carried out by the trade union committee, the chairman of the primary trade union organization within their powers in accordance with the legislation of the Russian Federation, the Regulations on the primary trade union organization, the Regulations (charter) of the territorial organization of the Trade Union and the Charter of the Trade Union.

6.2. The property of the primary trade union organization is formed from entrance and monthly trade union membership dues in accordance with Article 44 of the Charter of the Trade Union.

6.3. property, including financial resources the primary trade union organization are the sole and indivisible property of the Trade Union. Expenditures of the funds of the primary trade union organization are carried out on the basis of an estimate approved for the calendar year.

VII. FINAL PROVISIONS

7.1. The primary trade union organization ensures the accounting and safety of its documents, as well as the transfer of documents to archival storage or to the elected trade union body of the corresponding higher territorial organization of the Trade Union in case of reorganization or liquidation of the trade union organization.
