Will there be indexation of salaries of state employees. How to calculate the salary of a primary school teacher

The process of raising the salaries of state employees was launched back in 2012, and, as planned, in 6 years it should have increased by one and a half times. But the economic and financial crisis intervened in this issue. There is very little money in the budget, both local and federal, and the authorities are thinking more about preserving operating system wages. There is no real possibility to make public sector salaries high. But, at the same time, the authorities cannot completely ignore the solution of this issue. That is why the salary increase for state employees is coming in 2017.

Who are public servants?

In Russian law, there is no clear concept of "public sector employee". There is no document that clearly defines this term. But, you can understand who these state employees are from the regulatory legal acts of state bodies, which describe the procedure for remuneration. It is precisely the fact that the wages of this category of citizens are formed from budgetary funds that classifies them as “state employees”.

The documents that determine the conditions for remuneration of budgetary employees contain such a concept as a “budgetary organization”. The list of such organizations includes institutions and organizations that are endowed with the functions of executive authorities at all levels:

  • national level;
  • regional level;
  • and municipal level.

All such organizations differ in that the source of their funding is the budget of one of the levels. The unified tariff scale (ETS) determines the payment procedure and salaries of such “state employees”, which are charged from the budget.

Thus, all individuals in Russia who are members of labor relations with organizations and institutions financed from the budget of the country of any level, may be called employees of the public sector.

As of 2012 in Russia, the total number of state employees was more than fourteen million people:

  1. Most of all, about seven million, worked in municipal budgetary organizations;
  2. About 4 million in local;
  3. All the rest, and this is more than 3.5 million, are in the state.

Federal state employees still rely on certain types of benefits and subsidies from the state.

The level of average wages at the end of 2015 by types of employment in Russia:

Kind of activity Average salary in Russia (rubles)
Finance, loans, banks 67,000 rubles;
Extraction of natural resources 61,500 rubles;

Production of electricity, gas and water 36,500 rubles;
Processing of resources and materials 31,150 rubles;
Provision of services RUB 29,120;
Construction 29,000 rubles;
Medicine 27,500 rubles;

The sphere of education 25,900 rubles;

salary increase process. Last news

It should be noted that wages in Russia over the past eighteen years have been growing not according to the level of price inflation last year, but nominally. Roughly speaking, by 2015 wages had grown fifteen times compared to 2000. This process slowed down in 2014 due to the crisis. The last increase in salaries for state employees was observed quite a long time ago.

From January 1, 2017, wages will be increased for state employees and civil servants, but this will not affect everyone. IN next year the ban on wage indexation in this area will be lifted. It will affect the following categories of citizens:

But medical workers who have higher education are promised to pay a salary 2 times higher than the average in the region of residence.

An increase in wages in the public sector should contribute to an increase in the prestige of such professions. In addition to increasing salaries, it is also planned to attract young and motivated specialists to such positions. But, in addition to wages, demand from employees should increase, the quality of the functions they perform should improve.

Now the remuneration of state employees will depend on the quantity and quality of the tasks performed by the state. For those who work more than the norm, more than others, perform more hard work- Pay will be higher.

Thus, the question of whether there will be an increase in salaries for state employees next year can be answered in the affirmative. Despite the crisis processes in the country's economy, the authorities were able to find funds to improve the well-being of certain, most dependent on the state, categories of workers.

Economist. Experience on leadership positions in the manufacturing area. Date: October 14, 2018. Reading time 10 min.

From January 2019, state employees will receive 6% more. The salaries of teachers, doctors, scientists and social workers will increase - all of whom were discussed in the presidential May decrees. Since 2012, the salaries of state employees have been regularly raised, but even in 2019 they will not reach the planned targets of 100 and 200% of the average income in the regions.

State employees are customarily called all people whose work is paid from the state or municipal budget. However, by law, all recipients of state allowance are clearly divided into:

  • state employees;
  • civil servants;
  • law enforcement officers.

This distinction is due to the different principles of payroll, incentive payments and the provision of benefits.

Therefore, when the government promises a salary increase for state employees in 2019, we are talking, first of all, about the categories that fall under the May presidential decrees, namely about workers in certain areas:

  • educational;
  • medical;
  • social;
  • scientific;
  • cultural.

The level of income of state employees has always lagged far behind the average salary of Russians. In order to eliminate this imbalance and attract young professionals to the educational and medical sphere, Russian President Putin V.V. in 2012 instructed to bring the incomes of state employees to an acceptable level, namely to increase to the level of:

  • not less than 100% of the income in the region of the salary of teachers, kindergarten teachers, medical middle and junior staff, social workers and cultural workers;
  • 200% of regional salaries income of higher education teachers educational institutions, doctors and scientists.

The salaries of state employees should have increased to the specified level by 2018.

Already at the beginning of 2018, it was clear that the salaries of public sector employees, despite annual salary increases, did not reach the planned targets. The growth of the minimum wage and the average wage of Russians outstripped the planned indicators of the program for the gradual improvement of wages in state (municipal) institutions in 2012–2018.

Therefore, in May 2018, the President of the country clearly indicated whether there would be an increase in the salaries of state employees. The program for improving wages continues to operate until the indicators are brought to the planned figures, that is, wages in the public sector will continue to grow, including in 2019.

By how much will the salaries of state employees be increased

The growth of wages of certain categories of public sector employees who fall under the May decrees is included in the federal budget. The project states that the nominal increase in 2019 will be 6% of the wages of the previous year.

A further increase in the wages of state employees is also planned:

  • in 2020 - by 5.4%;
  • in 2021 - by 6.6%.

However, the salaries of teachers and doctors are tied to the level of regional incomes. Therefore, bringing their income to the proper level is a priority goal for local budgets. It is the regions that should look for opportunities for an additional increase in the salaries of state employees.

For example, Sakhalin state employees have already been promised a 20% increase by officials, and workers in the amount of 5-15% by September 1, 2018.

See in the video how salaries will increase in the Krasnoyarsk Territory:

In addition, from the beginning of the year will rise and minimum payment labor up to 11,280 rubles. Growth in relation to the previous minimum wage will be only 1%. Since the salary increase is calculated on the basis of the regional “minimum salary”, and it can significantly exceed the minimum wage in the country, specialists with low salaries can receive an additional surcharge.

Reference! In May 2018, the minimum wage was increased by 18%, which significantly affected the wages of more than 1 million low-wage state employees.

Terms of increase

The salaries of state employees will increase from January 1, 2019. The news circulating on the network about the postponement of deadlines to October does not correspond to reality. Traditionally in October, investigators, military, civil servants, who are usually considered public employees. But this provision does not apply to medical workers, teachers, social and scientific workers. Their salaries will increase from the beginning of the year.

In addition, additional increases may be made during the year to coincide with professional holidays, the beginning of the school year, etc. But the decision on such allowances is made on municipal level, so it may not affect all state employees.

What will be the average salary of state employees

Given the different levels of average wages in the regions, it is difficult to say by how much wages in the public sector will rise.

The actual figures will also be affected by other factors on which the amount of wages depends: length of service, qualifications, tariff rate, specialty, etc. allowances.

If we talk about the average salary in the country, then it will be y:

  • educators - 34,700 rubles;
  • teachers - 44,760 rubles;
  • teachers additional education-42,100 rubles;
  • teachers of secondary vocational schools - 43,600 rubles;
  • teachers teaching at universities - 93,000 rubles;
  • doctors - 78,400 rubles;
  • nurses - 39,000 rubles;
  • junior medical personnel - 35,600 rubles;
  • social workers - 34,600 rubles;
  • employees of cultural institutions - 40,500 rubles;
  • scientists - 102,000 rubles.

Many doctors, teachers, employees of cultural institutions are worried that their income will remain at the same level, and the increase in salary will only cover the amount of bonuses that they will be deprived of. This opinion is often spread on the network. But the figures say otherwise, as is the case with information about large-scale cuts in state employees and the transfer of their duties to colleagues who have remained to work.

Creative workers in the cultural sphere, which is in state care, are now in anticipation of increased pay. This is important, because salary restrictions are appropriate, and you need to fight for an increase, having completed your tasks with high quality. It's time to find out more if it will be in 2017. Time shows that even this issue needs to be dealt with for quite a long time and actively.

Employees representing culture can be recognized by readers by their activities in films, various types art and more. However, not all fellow citizens employed in these areas are considered cultural figures. This category of employees can include those who carry out their work professionally: directors, actors, theater workers, as well as museum employees. All of these specialists have to work within the walls of state institutions.

For the most part, the listed professions are consonant with little attention from the budget, and therefore they are usually underestimated. To change the situation, years and days are often declared thematic. However, these introductions are not effective at all. So the scope professional activity thousands of citizens are still waiting for the crisis to come to an end, I would like the government to pay close attention to all workers who are ready to provide leisure, cultural development of the population.

In the future, there are opportunities for salary increases!

Back in 2012, May decrees were issued by the President regarding the cultural sphere, workers and other state employees. According to the contents of the documents, it will be possible to talk and think about salary increases after a six-year period from the moment the decree was issued. So at the present time, the revision of salaries to a significant extent is not yet possible to implement.

The only thing that remains for employees of theaters and other stages may be the indexation of salaries for cultural workers in 2017 in Russia. This is also feasible for other areas of professional activity, and the amount of salaries is also similar to the various positions of economists, doctors and other state employees. However, until 2018 comes, the difference with the rest of the state employees will turn out to be significant. So far, the rates remain the same, because due to the worsening situation with the state treasury in many budgetary areas, there has been a lull in terms of salary increases.

People are hearing about the cancellation of indexation for the period of 2016. However, without official confirmation, this information is worthless. It is better not to give up slack, because time is fleeting and can lead to any outcome. After all, from raising the level of inflation to freezing this recalculation is within easy reach. Moreover, the situation can be reversed and not with better side. After all, in the future it is possible to remain without a place at all.

Concerns about layoffs in the cultural sector

Often, all the news related to the massive increase in salaries in the public sector is accompanied by data on the reduction officials. This is true in times of crisis. The wave affects two working oceans at once - commercial and budgetary. In this mood, it is possible to get positive feedback guidance on whether there will be a reduction in cultural workers in 2017.

Of course, layoffs are indispensable in the cultural sector as well. By narrowing the staff, it becomes more efficient to optimize the financial part in cultural sphere. This is an easier way to ensure the full range of social obligations. Interestingly, the management even sometimes assumes responsibility for the sale of property on the balance sheet of the institution. And all this in order to increase the salaries of cultural workers in Russia last news found in the media were positive. At the same time, planned layoffs have already taken place in the Ministry and other departments due to optimization. Now, the likelihood of a second narrowing of positions is unlikely.

There is an alternative to abbreviations

Cultural workers are offered to fight with their own efforts for an increase in wages in various ways. So, with the help of stimulating instruments, you can achieve a significant increase in your wallet. This method is more relevant than ever for contemporaries in many budgetary areas, from medical to educational organizations.

Of course, no one is deprived of the basic part of the salary. But for the stimulating one still needs to work hard. And the better you can fulfill your duties, the greater the surplus part of your wages will be. With this system, layoffs are simplified. The worse the employee works, the faster he becomes applicants for termination of the contract. After all, even in culture they will not tolerate lazy people and loafers.

Changing positions, and with them responsibilities, is possible these days. Then the rate of a cultural worker for 2017 in the Russian Federation may change. Definitely, it is much better to be demoted than to lose any place at all and be unemployed in a time of crisis, when there are already a lot of laid-off and destitute people who need to go again to get qualified, look for a new workplace. Now for the basic part, you need to work hard, earn it and master the increase through your own efforts, initiative to work, creativity, and overall professional activity.

In 2017, the wages of state employees will be increased, now the monetary volumes are being determined. This was stated Minister of Labor of the Russian Federation Maxim Topilin.

“There will definitely be an increase, the orders must be followed. The increase in salaries for state employees will be next year, this year there is simply an increase in salaries, in accordance with the decree, for the specified categories, ”the minister said.

According to Topilin, “money has not yet been determined, budget process, the calculations are still there, while the statistics are changing.

How much can you raise your salary?

The amount of indexation of salaries of state employees and payments to pensioners in the expanded budget for 2017-2020 will amount to 5.3 trillion rubles, including 3.5 trillion rubles for the federal budget. Such data was provided in mid-August by Vnesheconombank in its medium-term forecast economic development Russia

According to the calculations of its analysts, the increase in salaries of public sector workers will amount to 2.3 trillion rubles.

What was the salary of state employees 100 years ago?

Accounts Chamber on the occasion of the 360th anniversary financial control published data analysis on wages in pre-revolutionary Russia, converting these values into modern rubles. The department published the results of the study on Facebook.

Thus, in 1913, a janitor received 18 rubles, which, in terms of modern money, is equivalent to 27,200 rubles, while the salary of a colonel was 325 rubles, which would now amount to 492,000 rubles. A gymnasium teacher in 1913 received 85 rubles, which today is equivalent to 129,000 rubles. Officials were paid a salary of 62 rubles, which is equal to 94,000 rubles. currently.

At the same time, the Accounts Chamber notes that the purchasing power of the ruble at that time was much less, since the prices for goods and products were very high. “According to the journal Science and Life, the average family spent at least 20-25 rubles on food. (this is approximately 30,300-37,800 modern rubles), and small apartment in Moscow it cost at least 15-20 rubles. (22,700-30,300 rubles), ”the agency cites the data.

The department also notes that the working day before the revolution lasted 10 hours, and holidays in their current sense did not exist.

According to rough estimates, in Russian Federation about 33 million state employees work. Of the total number of citizens of working age (about 83 million), this is more than a third.

Since there are a huge number of civil servants in the country, the question of when and by how much the salaries of state employees will be increased is relevant for millions of families. Below IQReview will review the situation with current salaries and acquaint you with news about further changes in salaries.

Who are the "state employees"?

Not everyone understands who state employees (or civil servants) are, and how they differ from citizens working in private companies.

State worker is the colloquial name of a citizen who works at a state enterprise.

    Education (except private institutions). Kindergartens, schools, colleges, gymnasiums, universities.

    Medicine (except for private institutions).

    Customs Service.

    Tax office.

    All structures of the law enforcement system (police, army, judiciary).

    Social services.

    Treasury Department.

    Migration Service.

    Administrative apparatus (officials, employees of ministries).

    Cultural institutions (museums, libraries).

The employees of these institutions are paid from state budgets: federal or local.

Working conditions are regulated Labor Code Russian Federation. In addition to the main set of laws, each industry has its own set of regulations, which includes more detailed rules.

These conditions define:

    Government of the Russian Federation - for enterprises that are financed from the federal budget.

    Organs local government and authorities in individual constituent entities of the Russian Federation - for enterprises that are financed from the treasury of the constituent entities of the Russian Federation.

WITH The most “serious” castes of civil servants are employees:

    Customs.

    Tax inspection.

    Migration Service.

    Border Service.

    Rosreestr, Rospotrebnadzor.

The level of salaries of employees of these structures is not officially disclosed, it can only be found out from the words of those who work there. In addition to the "bare" salary, for these structures there is a whole network of bonuses, subsidies and bonuses.

Salaries of federal officials

AND An interesting nuance: only in the Russian Federation the salaries in such structures are semi-secret. Only an approximate figure is known: the average income level in 2016 for such workers was 100 thousand rubles. In other countries, everyone has the right to find out what salary any official has.

Of the above number (33 million), about 4 million work in the health sector, about 5.2 million in education, and about 40,000 employees belong to the highest categories of civil servants.

A significant part of civil servants is occupied by officials: in 2013 there were 1.455 million of them (almost 2% of the total workforce). In the Russian Federation, according to approximate estimates, there are 102 officials per 10,000 people.

    248 thousand work in the federal government.

    246 thousand work in regional authorities.

    Almost 500 thousand work in local governments.

    217 thousand work in financial and tax authorities.

    151 thousand work in courts.

The purpose of the salary increase is to motivate employees to improve the quality of their work, as well as to ensure the influx of young personnel. Until recently, applicants often did not consider education and healthcare precisely because of low salaries. Because of this, the shortage of personnel in hospitals and educational institutions has become more acute and aggravated in the country.

What is the average salary?

WITH The average salary of state employees in the Russian Federation for 2016 amounted to 36,500 rubles. For small towns, this figure is greatly overestimated: civil servants in the outback can receive 12-15 thousand.

Speaking of individual specialties:

    Scientific employees - 35-37 thousand.

    Employees of cultural institutions - about 19 thousand.

    Social workers - about 25 thousand.

    Doctors (with higher education) - about 39.5 thousand.

    Nursing staff - about 23 thousand.

    Junior medical staff - about 13-14 thousand.

    Secondary school teachers - about 30 thousand.

    There are about 36 thousand teachers in universities.

    Teachers in kindergartens - about 22 thousand.

How much do government employees get?

According to Rosstat, the highest salaries are for civil servants working in remote northern regions. Get the leastthose who live in the central and western regions.

ABOUT general information about indexing

The government talks about raising the salaries of civil servants every year. The result is also observed: the level of payment of state employees, albeit slowly and unevenly, is increasing.

The most famous in this regard are the “May decrees” of Vladimir Putin, which date back to 2012. Issued during the election campaign, 11 decrees dealt mainly with social issues including the salaries of civil servants. Then the President announced that by 2018 they would increase the salaries of state employees, primarily teachers and doctors.

According to these decrees, wage indexation for state employees should be carried out in several stages, until 2018. By this period:

    WITH the average salariesmedical staff with higher educationand teachers in universities should be at the level of 200% of the average salaries in the region.

    W the salary of middle and junior medical staff and social workers should not be lower than the average for the region.

Indexing in 2017: latest news

From the latest news:

    In the fall of 2016, the Minister of Labor (M. Topilin) confirmed the existence of a plan to increase salaries for state employees. According to him, the increase itself has already been approved, and now the calculation of expenses from the budget is being carried out.

    December 2016. Deputy Prime Minister O. Golodets said that plans to increase the salaries of civil servants until 2018 remain in force. Finance Minister A. Siluanov also expressed confirmation, but said that its pace was slower than originally planned.

    Beginning of 2017. T. Golikova (head of the Accounts Chamber) said that the salary increase for state employees in 2017 is planned for the second half of the year.

For those who are worried about whether there will be an increase in salaries for state employees, the answer is rather positive. It is possible that the salaries of state employees in 2017 will not grow as quickly and not as much as we would like, but growth will still be.

Growth of salaries of state employees

The last salary increase was in 2016. The salaries of medical workers increased the most over the past year - by 35% on average. It is worth noting that the last increase affected only the salary (“bare” rate) - bonuses and other allowances remained at the same level. That is, in fact, the salary of health workers increased not by a third, but less.

Who gets a pay raise?

The list for the planned salary increase for state employees in 2017 includes 11 categories of employees, including:

    H academic staff.

    Teachers all educational institutions(schools, universities, colleges, colleges, kindergartens).

    Medical staff of all categories.

    R cultural workers.

P According to the plan, higher-skilled staff will receive a larger raise than lower-level staff. Also, when recalculating salaries, the following will be taken into account:

    Experience.

    Qualification.

    The quality of performance.

In order to implement the program until 2018, the government has developed a package of acts that will regulate the increase. In particular, it is planned:

    Reforms to improve productivity and work efficiency.

    Strengthening control over budget expenditures.

    Strengthening control over the income of employees in leadership positions.

    The work on the increase is divided into 2 stages: the first - from 2012 to 2014, the second - from 2015 to 2018.

    For 2 (out of 6) years of the program (2014 and 2015), 200 billion rubles were allocated from the state budget, and another 900 billion from the budgets of the subjects (in total).

    Introduced (since January 1, 2017) a fixed limit on the ratio of executive salaries and salaries of ordinary employees.

    A 22x22 tax maneuver was carried out (VAT increased from 18% to 22%, insurance payments decreased from 30% to 22%). It is planned that budgetary organizations will be able to save money at its expense by redirecting them to payments to teachers and doctors. According to preliminary calculations, such a change will lead to a total saving of 230 billion rubles per year.

    A reorganization of the budgets of inefficient institutions is planned.

Salary increases are made every year. The final decision on the amount of indexation is made by different authorities, depending on which particular state institution we are talking about.

In addition to the planned indexation, which covers inflation for the previous year, some categories will receive additional increases. First of all, this concerns:

    University and school teachers.

    Kindergarten employees.

    Employees working in art schools, sports schools.
