What is the OKPDTR classifier and what is it for?

The introduction of any classifier into practice, first of all, is connected with the need to systematize the available information and, as a result, provide the most convenient access to the content and ease of perception.

The current classifier of professions and positions was adopted by the Decree of the State Statistics Committee of the Russian Federation No. 367 of 12/26/94. At the same time, it was introduced into Russian practice on January 1, 1996. Since the adoption of the document, many adjustments have been made to it, the last of which took place in 2012.

According to its structure, OK 016-94 consists of two sections:

  • Professions of workers;
  • Employee positions.

The first section was formed on the basis of the current unified tariff-qualification guide. It also includes professions that have been approved by the relevant regulations, resolutions and acts adopted at the local (sectoral) levels of the economy.

As for the second section, it is based on a single nomenclature of positions and employees. In addition, when compiling the document, the information contained in the directory of positions of managers, specialists and employees, as well as other resolutions and acts relating to issues of remuneration of domestic citizens, was taken into account.

In addition to the convergence of domestic and Western systems, the introduction of the classifier pursues certain goals and objectives:

  • Carrying out evaluation activities in relation to the number of personnel;
  • Distribution of human resources by category, specialization, skill level, available working conditions;
  • Accounting for the composition of personnel;
  • Pensions and wages in relation to employees;
  • Identification of the shortage of a particular category of workers.

Classifier structure

The procedure for assigning the appropriate codes for each individual profession and position is established by the classifier 016-94.

The assignment of a particular code is carried out using another document that provides information about the profession. It is the All-Russian classifier of occupations, developed by the Ministry of Labor and put into practice in 2015.

How to assign a code according to OK 016-94

Coding of professions and positions according to OK 016-94 is carried out in the manner prescribed by the Classifier.

When a company hires a new person, it must give the name of his future position. In order not to make a mistake and not violate the law, she can focus on the name, profession code, positions according to OK 016 94 - single directory, used in Russia since 1996 and put into effect by Gosstandart. It provides information on working specialties and various areas of activity inherent in the public service.

Why do we need a classifier

The Decree of the State Standard, which put the directory into action, states that it is an element unified system information coding (ESKK), operating on the territory of Russia. Combining information about different specialties and positions in one normative document made it possible to solve the following tasks:

  • simplify the collection of statistical data;
  • improve the assessment of the number of hired specialists in terms of their professions, skill level;

Companies hiring specialists can find the profession code according to OK 016 94 and take its regulatory name from this document. Are they required to do so? Exclusively in a situation where additional benefits provided to the employee are associated with the name.

A few words about the structure

By structure, the reference book includes three blocks of information regarding each position presented in it:

Identification blockIncludes a unique code of the profession, the position under which it passes in the directory. It consists of six characters. The first sign varies in the range of 1-4 and means that the specialty belongs to production (odd values) or civil service (even numbers).

The next four characters are the unique position code of the hired specialist. The last, sixth, sign is the control number, which is calculated according to a special methodology developed by the State Standard.

Name blockIncludes the normative name of the profession, located in the directory in alphabetical order. For example, the OK code 016 94 9149 corresponds to the position "turner".
Information blockContains information about the tariff categories that a representative of a particular profession should have. For example, for the position "Averband worker" in the directory the following is indicated: "2-5". This means that a specialist must have a rank not lower than the second, not higher than the fifth. If the work does not require qualification, a dash is put down.

The final column of the information block is the profession code according to All-Russian classifier classes, OKZ. This list uses broader names of specialties than the directory. This means that one code from OKZ can correspond to several values ​​from OK 016 94.

At the end of the directory, additional facets of the information block are presented, which characterize the positions according to the following parameters: wage system (for example, piecework, time-based), working conditions (normal, harmful, etc.), degree of mechanization, classification of the position as production or managerial.
