Exactly four years ago, Alexander Beletsky, then head of the Corporation for Development OJSC, took to heart an article by the Uralinformburo entitled "Jump from the Bridge." It was dedicated to the construction of a bridge across the Nadym River.

After studying the reports of Mostostroy-12 LLC and a large-scale examination, the Corporation refused to pay more than 2 billion rubles to the general contractor due to shortcomings and technological violations. Given the gigantic cost of the bridge (14 billion rubles), the “Pyrrhic victory” of Sergei Maslov cost the budget too much.

Although under Maslov, the Ural regions faced the threat of much greater losses. The most bitter loss threatens to be the Polyarnaya TPP, which may come under the control of the Czech Republic. The construction of the thermal power plant began in 2011, and it was planned to launch it in two years. Now the investment project is frozen. Only a few driven piles at the construction site remind of the future TPP. Together with the promises of a brighter future, 10.7 billion rubles, issued by the Czech Export Bank under the guarantees of the YNAO government, were dissolved in the corporation.

The fact that the curator of the quartz project " Energy company UP-UP" ​​is 75% owned by Galileo Investments SA (Luxembourg), leaves no chance of returning money to the treasury. A similar fate is with the Polar Quartz plant, designed to become an advanced production of quartz concentrates based on nanotechnology. The construction of the plant began in 2003. Six years later, the Industrial Urals - Polar Urals became interested in capital-intensive production. Already at that time, almost all the property of the State Unitary Enterprise "Polar Quartz" was pledged. UP-UP, which entered the project in 2011, only exacerbated the situation. Five years later, Polar Quartz was never completed and again needed investment. It is up to the investigating authorities to estimate the total amount of funds “disbursed” under the project.

Imitation of vigorous activity in the Kyrgyz Republic was carried out due to the huge number of subsidiaries. The number of "daughters" significantly exceeds the number of corporation projects. Formally, the companies were engaged in financing and current management of the projects assigned to them. The real role of subsidiaries is clearly seen in the example of the purchase of the Chelyabinsk Poultry Farm in 2014.

Such an unexpected choice for investment immediately caused a lot of controversy. Among projects in the field of energy and manganese processing, the poultry farm looks at least curious. Meanwhile, the Development Corporation paid for it not at all funny money - 1.4 billion rubles. A year later, the company was sold with a profit of 300 million rubles, which they hastened to declare a successful deal. The key role in this was played by the “daughters” of the Kyrgyz Republic. To whom exactly luck smiled, in the Kyrgyz Republic they did not specify then.

So, in 2014, the Chelyabinsk Poultry Farm was bought by a subsidiary of the corporation, the Ovomir company. A year later, Ovomir sells the agricultural asset of the Yugorskaya Industrial Corporation (YIPK) for 1.7 billion rubles. However, under the terms of the transaction, the proceeds from the sale were to be transferred to the accounts of another “daughter” of the Kyrgyz Republic - “ construction company Development". The closing of the transaction surprisingly coincided with the enforcement proceedings against the Razvitie Construction Company. The parties deferred payments. The corporation itself is implementing the investment project "Ural Industrial - Ural Polar" and some others investment projects. Among them are the Northern Latitudinal Railway, the bridge over the Nadym River, a building materials plant in the city of Nyagan, and a number of others.

According to Kommersant, dozens of employees of the Ministry of Internal Affairs and the FSB were involved in the operation to detain Maslov and Karamanov; it was held last Wednesday at almost 30 addresses in Moscow and the Moscow region. In particular, according to the newspaper, counterintelligence officers and employees of the GUEBiPK came to the office of JSC Development Corporation in Bolshoy Savvinsky Lane.

Maslov was detained in the cottage settlement "Arkhangelskoye", where, according to the newspaper, he has an estate located on more than 3 hectares, with an area of ​​​​almost 3 thousand square meters. m. According to the participants in the operation, referred to by the publication, “the residence of the head of JSC Development Corporation was more like a museum” - in particular, there was an author’s copy of the sculpture by Salvador Dali “Rhinoceros”, the walls of the house were decorated with paintings by Russian artists, in a separate room there was a collection of famous brand watches.

About $100,000 was found in safes in Maslov's house, writes Kommersant, and Bentley, Maybach and two rare Mercedes were in the garage. Also, the newspaper notes with reference to the special services, the head of the Development Corporation has several apartments in Moscow, real estate abroad, and at one of the foreign shipyards he built a 70-meter yacht worth more than €50 million.

A similar event, the publication reports, was held in a cottage village in the Petrovo-Dalny area on Novorizhskoye Highway - Karamanov lives there. A large amount of money and a lot of jewelry were also found in his mansion.

Nothing but documents and electronic media was seized from the detainees. In the near future, according to Kommersant, the investigation intends to apply to the court with a motion to seize the property of the defendants in the case to pay off the alleged damage. Maslov's estate, according to some reports, is estimated at more than $100 million, the newspaper notes.

Maslov and Karamanov, as well as the former chairman of the board of directors of RITC-bank Dmitry Khasanov and Elmira Miloserdova, who was previously a member of it (provided financial and legal services) were transported to Rostov-on-Don, the newspaper reports. They were arrested until November 30 as part of a criminal case initiated at the end of September by the local Main Directorate of the Ministry of Internal Affairs on the “misappropriation of funds” (Article 160 of the Criminal Code of the Russian Federation) of clients of the Narodny Credit bank.

According to the newspaper, in October 2014, shortly before the revocation of the license from Narodny Credit, Maslov and Karamanov invested more than 1 billion rubles in it, received from the shareholders of the Development Corporation - regions of the Ural Federal District for the development of transport, energy and social infrastructures within the framework of the project "Industrial Urals - Polar Urals". The money, with the assistance of the bank's leaders, according to the investigation, was withdrawn to offshore companies in Cyprus and invested in personal projects of the JSC's leaders.

In Rostov-on-Don, Kommersant notes, in custody on charges of embezzling more than 10 billion rubles from this bank. the former deputy head of the Russian Ministry of Energy and the owner of Narodny Kredit, Stanislav Svetlitsky, according to the newspaper, is a friend of Maslov, as well as the bank’s deputy chairman Irina Pereverzeva, the head of the bank’s security service, Nikolai Molotilkin, and accountant Maya Nyushkova.

According to the investigation, the management of the Development Corporation could place funds for their subsequent theft in other troubled banks. The amount of damage incriminated to the defendants in the case could grow at least a dozen times, a law enforcement source told the newspaper.

The corporation itself refrained from commenting for the publication, citing the lack of leadership.
