Instructions for filling out form N 1-farmer
1. Information in the form of federal statistical observation N 1-farmer is provided by legal entities - small enterprises, the main activity of which is agricultural activity (in accordance with the All-Russian classifier of types economic activity(OKVED) codes 01.1, 01.2, 01.3, 01.4); peasant (farm) enterprises, as well as individuals engaged in entrepreneurial agricultural activities without education legal entity having crops crops.
Bankrupt organizations on which bankruptcy administration has been introduced are not exempt from providing information in the specified form. Only after the decision arbitration court on completion with regard to the organization of bankruptcy proceedings and entering into a single State Register legal entities records on its liquidation (paragraph 3 of article 149 federal law dated October 26, 2002 N 127-FZ "On insolvency (bankruptcy)"), the debtor organization is considered liquidated and is exempt from providing information in the specified form.
2. A legal entity fills out this form and submits it to the territorial body of Rosstat at its location.
If a legal entity has separate subdivisions, this form is filled out both for each separate subdivision and for a legal entity without these separate subdivisions.
Completed forms are provided by a legal entity to the territorial bodies of Rosstat at the location of the relevant separate subdivision(for a separate subdivision) and at the location of the legal entity (without separate subdivisions). In the event that a legal entity (its separate subdivision) does not carry out activities at its location, the form is provided at the place where they actually carry out their activities.
The head of the legal entity appoints officials authorized to provide statistical information on behalf of a legal entity.
In cases where land is used on a leasehold basis, the form of federal statistical observation No. 1-farmer is provided by the tenant to the territorial body of Rosstat at the location of the land.
3. In the code part of the form in without fail the code is affixed of the All-Russian classifier enterprises and organizations (OKPO) on the basis of the Notification of the assignment of the OKPO code issued (sent) by the territorial bodies of Rosstat.
4. The form shows the actual total area of agricultural crops for the current year's harvest with the allocation of groups and individual crops. Crops of agricultural crops plowed for green manure (sideral crops) are not included in the sown area by crop and in the total sown area.
5. Lines 6 - 10 show the areas of surviving winter crops - areas sown in the fall of last year, minus those killed in autumn-winter period, as well as during the sowing of spring crops. Crops that are resown with spring crops, as well as completely dead, although not resown, are considered dead. Sparse crops are not considered dead.
6. The "Spring crops sown" section shows the entire area sown with spring crops only for the current year's harvest, including spring crops that were sown on the areas of winter crops used before reporting for green fodder, silage and grazing. Spring crops produced on the areas of dead winter crops are included in the areas under crops of those crops that were resowed.
7. Crops of vegetables and other crops produced before winter (for example, carrots, garlic, etc.) are taken into account in spring crops. Potato crops of summer planting should be counted together with other potato crops. Food melons should include watermelons, melons.
In lines 44 - 46, you should enter the names of vegetable crops (cucumbers, tomatoes, green peas, garlic, other vegetables) sown in the current year, indicating data on the sown areas.
8. Line 60 shows lawn grass crops of both the current year and previous years, intended for growing sod (rolled lawn), including areas from which sod was removed by the reporting date. For small values, it is allowed to write a number with three decimal places after the decimal point.
9. Line 61 shall reflect undercover crops of perennial grasses produced by oversowing grass seeds in the spring or autumn of the previous year on areas sown with winter or spring grains and legumes. Undercover grasses do not occupy an independent area and are not included in the total of the entire sown area.
10. Line 65 states:
For legal entities - the average number of employees for the previous calendar year, which is determined taking into account all its employees, including employees working on civil law contracts or part-time, taking into account the actual hours worked, employees of representative offices, branches and other separate divisions of the enterprise. The indicator is filled in only for the whole organization;
For peasant (individual) farms - the average number of members of the peasant (individual) enterprise and employees for the previous calendar year (permanent, hired for a certain period or performance of a certain amount of work; performing temporary, seasonal or casual work);
For individuals engaged in entrepreneurial agricultural activities without forming a legal entity - the average number of employees for the previous calendar year (permanent; hired for a certain period or performing a certain amount of work; performing temporary, seasonal or casual work).
These forms will only be used to obtain summary totals.

Who should report to the statistical authorities using the 1-farmer form?
Not all agricultural entities should report using the form in question, but only those that have crops. At the same time, this statistical form is made up of small companies, as well as peasant (farm) enterprises and individuals engaged in the cultivation of crops.
The template of the specified form, as well as instructions for filling it out, are established by order of Rosstat dated July 28, 2015 No. 344. Download form 1-farmer you can on our website.
Please note: the obligation to provide the “1-farmer” form is assigned not only to Russian organizations, but also to foreign companies whose branches or representative offices are located in the Russian Federation (reporting is provided by these branches or representative offices).
IMPORTANT! If Russian company several branches, then the “1-farmer” form will have to be filled out not only for the whole company, but also separately for each of its separate divisions.
Companies that have branches or other structural units located at different addresses, the statistics in question should be submitted to Rosstat at the location of each such division, and a single report for the company as a whole should be submitted to Rosstat at the place of operation of the head unit.
A special procedure also exists in relation to entities engaged in the cultivation of crops on leased land plots. Such entities should submit the “1-farmer” form to Rosstat at the location of the leased land plot.

What information is indicated in the "1-farmer" form?
When filling forms 1-farmer It is important to consider the following key points:
- Correctly enter the details of the reporting entity: if the summary refers to the company as a whole, you must specify its details. If statistics are generated by branch, then information about this unit should be entered.
- The main content information, which the subjects should reflect in the form under consideration, characterizes the volume of crops that the business executive is engaged in. In particular, information about total area occupied by agricultural crops for the current year. At the same time, a breakdown by groups of sown agricultural crops is provided.
So, in the considered statistical form, it is necessary to provide the following information:
- Show what areas of agricultural land (in hectares) were sown with winter crops in general, as well as which areas of them were used for growing wheat, barley, etc. (lines 1-5 of the report).
- Indicate information about the death of a part of the planned winter crop in the autumn-winter or spring period (lines 6-8).
IMPORTANT! Information about the death of winter crops in the "1-farmer" statistics must match the information recorded in the relevant primary acts.
- Give the net value of the area of crops remaining at the end of the sowing of spring crops. It is the total sown area, reduced by the value of the dead crops indicated above (lines 9-13).
- Reflect information (lines 14-43) on the area sown with spring crops, broken down by specific types(in particular, rye, barley, oats, corn, etc.).
- Next, you should record information about what areas are occupied by potatoes and vegetables (cabbage, beets, carrots, onions) in lines 44-54.
IMPORTANT! For vegetables in the form "1-farmer" there are free lines. You yourself can enter the names of other cultivated vegetables that are not specified in the template.
- Show areas occupied by crops of gourds, fodder crops (root crops, crops for silage, corn, gourds, etc.) and grasses, in lines 55-65.
- After reflecting all the above information, the results are summed up and the total number of crops sown is revealed (lines 62-63).

Results
Form 1-farmer is intended for compilation by all small firms, as well as farms and individuals involved in the cultivation of crops. The form provides detailed information about the areas occupied by crops in general, as well as individual crops. It is important to remember that such a report should be submitted not only at the place of operation of the company, but also, if there are separate divisions, at the location of each of them.
Form 3-farmers Information on the production of livestock products and the number of livestock is submitted to the territorial body of Rosstat by all legal entities - small businesses whose main activity is agricultural activity (in accordance with the All-Russian Classifier of Economic Activities (OKVED) codes 01.1, 01.2, 01.3 , 01.4). This statistical report must also be provided by peasant (farmer) households and individuals engaged in entrepreneurial agricultural activities without forming a legal entity, having a livestock of farm animals.
Form 3-farmer was approved by the Order of the Federal State Statistics Service dated September 17, 2010 N 319.
In the code part of the form, the code of the All-Russian Classifier of Enterprises and Organizations (OKPO) is mandatory affixed on the basis of the Notification of the assignment of the OKPO code issued (sent) by the territorial bodies of Rosstat.
The form shows the products and livestock belonging to both the peasant (farm) economy and personally to the head and members of the economy.
For individuals, the number of livestock is reflected at the location of the livestock, regardless of the place of permanent residence of the head of the farm.
The production of livestock and poultry for slaughter /in the weight of livestock/ (line 01) should include all sales for meat, as well as the consumption of slaughtered large cattle, pigs, sheep, goats, rabbits, horses, poultry (including ostriches and pheasants), camels, deer. The sale of young livestock and poultry for further rearing is not included in this figure.
The line "Milk produced" includes all actually milked milk from cows, buffaloes, goats, ewes, mares, including milk used to feed young animals. Milk sucked by young animals during its suckling content is not included in gross production.
Line 08 "including cattle" shows milk produced from all cows available at the beginning of the reporting year and received during this year, as well as from first-calf heifers.
Line 09 "Eggs received from poultry of all types" shows the entire number of eggs received on the farm during the reporting year from all types of poultry (chickens, ducks, geese, turkeys, guinea fowl, quails) belonging to the farm, including the loss of eggs (battle, spoilage, etc.), and eggs used for hatching by brood hens or in an incubator.
Line 10 indicates the number chicken eggs obtained from laying hens owned by the farm. This line does not include eggs purchased or obtained from outside for incubation or other purposes.
Line 11 "Animal wool and hair received" includes all actually sheared wool from sheep, hair (fine and coarse) of goats, camels, including wool and hair used for on-farm needs, as well as losses of wool and hair obtained during storage and transportation.
Line 13 "Received bee honey" shows the actual amount of honey taken out of the hives.
Lines 14 - 17 shall reflect data on the number of livestock and poultry grown, defined as the sum of live offspring, the growth of young animals and the weight gain of fattening livestock, as well as the weight gain from growing livestock and poultry in the households of the population under contracts received for reporting period, minus the weight of dead livestock and poultry.
Lines 20 - 40 show the actual number of farm animals available on the holding at the end of the reporting period.
On lines 38 - 39, the number of meat herd horses, of which mares, is allocated from the total number of horses. These should include horses of the Altai, Bashkir, Buryat, Kazakh, Kushum, Tuva, Yakut and other local breeds of meat herd horses and their crosses with factory breeds grown for slaughter for meat.
On line 45, in the appropriate columns, all calves, piglets, lambs and kids born alive from queens belonging to the farm are recorded.
Along with the total number of born calves, piglets (indicated on line 45), line 46 shows the number of calves obtained only from cows, piglets - from the main sows.
Line 47 reflects all animals that actually died and died during the reporting period (from fires, natural disasters, etc.), regardless of age, including fallen and dead young animals born in the current year, as well as dead cattle from among acquired from outside.
This line also includes slaughtered cattle, the meat of which was not used for food or used only for livestock feed, as well as live cattle sold specifically for use as scrap.
Line 48 records the number of heads of livestock purchased by the organization (farm) from peasant (farmer) farms, individual entrepreneurs, the population, other organizations received from their employees as compensation for the fallen, dead or missing through their fault public livestock.
Line 49 contains the number of livestock given free of charge to members of their farm as additional wages, as well as livestock given out as assistance to individual members of the farm, cattle sold on the market, suitable for further reproduction. It also takes into account livestock sold and transferred to peasant (farmer) households and individual entrepreneurs, other organizations.
Lines 50 - 59 provide information on the sale of livestock products own production both on its territory and abroad, through all distribution channels: processing organizations and organizations wholesale trade(canning factories, meat processing plants, dairies, oil mills, separator points, processing units of agricultural organizations), consumer cooperation, in the market; products donated, given as payment for services, as wages to employees are also taken into account.
When filling in data for individual products, agricultural raw materials of own production, spent on the production of processed processed products (butter, cottage cheese, etc.), are also taken into account.
Line 60 states:
- for legal entities - the average number of employees for the reporting year, which is determined taking into account all employees, including those working under civil law contracts or part-time, taking into account the actual hours worked, employees of representative offices, branches and other separate divisions of the enterprise. The indicator is filled in only for the whole organization;
- for peasant (private) farms - the average number of members of the peasant (private) farm and employees (permanent, hired for a certain period or performing a certain amount of work, performing temporary, seasonal or casual work);
- for individuals engaged in entrepreneurial agricultural activities without forming a legal entity - the average number of employees (permanent; hired for a certain period or performing a certain amount of work; performing temporary, seasonal or casual work).
On lines 61 - 67, the consumption and availability of feed are shown in terms of feed units. Conversion to feed units is made according to the data of laboratory research of feed, confirmed by the relevant documents, and in the absence of this information - according to the data of feed nutritional value guides.
Line 67 takes into account all feed available at the reporting date in the agricultural organization (including purchased) and allocated for all livestock and poultry belonging to the farm. The amount of feed also includes feed insurance funds and feed purchased and left over from the previous year, regardless of where they are stored.

Statistical observation for the agricultural activities of peasant (farmer) households and individual entrepreneurs carried out on the basis of forms federal statistical observation:

The economic entity fills out the form and submits it to the territorial body of state statistics at its location.
If the farm has territorially separate subdivisions ( TOPs) – the form is filled out for each separate subdivision and for the household without these separate subdivisions, according to the location of land, livestock and poultry. In the case when the farm (its separate subdivision) does not carry out activities at its location, the form is provided at the place of actual implementation of activities.

Instructions for Completing the Federal Statistical Observation Form
Information on the Appendix to form N 1-CX (balance sheet) is provided by legal entities engaged in the purchase, storage, processing of grain and other operations with grain, except for agricultural producers.
A legal entity fills out this form and submits it to the territorial body of Rosstat at its location.
If a legal entity has separate subdivisions, this form is filled out both for each separate subdivision and for a legal entity without these separate subdivisions.

Note.
A separate subdivision of an organization is any subdivision that is territorially separated from it, at the location of which stationary workplaces are equipped. A separate subdivision of an organization is recognized as such regardless of whether or not its creation is reflected in the constituent or other organizational and administrative documents of the organization, and on the powers vested in the specified subdivision. Wherein workplace it is considered stationary if it is created for a period of more than one month (clause 2, article 11 of the Tax Code of the Russian Federation).
The completed form is provided by the legal entity to the territorial bodies of Rosstat at the location of the relevant separate subdivision (for a separate subdivision) and at the location of the legal entity (without separate subdivisions). In the event that a legal entity (its separate subdivision) does not carry out activities at its location, the form is provided at the place where they actually carry out their activities.
The head of the legal entity appoints officials authorized to provide statistical information on behalf of the legal entity (including in separate divisions).
The form of federal statistical observation is also provided by branches, representative offices and subdivisions of foreign organizations operating in the territory of the Russian Federation in the manner established for legal entities.
In the address part, the full name of the reporting organization is indicated in accordance with the constituent documents registered in the prescribed manner, and then in brackets - the short name. On the blank of the form containing information on a separate subdivision of a legal entity, the name of the separate subdivision and the legal entity to which it refers is indicated.
The line "Postal address" indicates the name of the subject of the Russian Federation, the legal address with a postal code; if the actual address does not match the legal one, then the actual (postal) address is also indicated, for separate divisions that do not have legal address, the postal address with postal code is indicated.
A legal entity affixes the OKPO code in the code part of the form on the basis of the Notice of assignment of the OKPO code sent (issued) to enterprises by the territorial bodies of Rosstat.
In case of delegation of authority to provide statistical reporting on behalf of a legal entity, a separate subdivision, a separate subdivision in the code part of the form indicates the OKPO code (for a branch) or an identification number (for a separate subdivision that does not have the status of a branch), which is established by the territorial body of Rosstat at the location of the separate subdivision.
Column 4 reflects the total amount of grain used for processing. Column 5 shows the volumes of grain processed into flour, cereals, column 6 - into compound feed, turf, feed flour and other feed products, column 7 - into other products: into alcohol, beer, starch and other types.
The data in column 4 is equal to the sum of the data in columns 5, 6 and 7 for all lines.
Column 8 "Availability at the end of the reporting period" reflects all the grain available at the enterprise at the end of the reporting period, regardless of the sources of education (state resources, insurance funds, varietal seeds, exchange transactions, etc.), including grain, deposited by third parties, except for agricultural producers. Column 9 reflects the availability of grain at the end of the corresponding period of the previous year. The grain of agricultural producers, which is stored in organizations engaged in the purchase, storage and processing of grain, is not taken into account in the Appendix to the form N 1-CX (balance sheet).
In line 01, all columns reflect the volume of processed grain and its availability at the end of the period, taking into account grain of those types that are not indicated in the form.
