- as short as possible to fit more signatures,
- at the same time, it is necessary - clear, not allowing double interpretations,
- at the same time, if possible, as general as possible, allowing the widest possible use of signatures, if necessary.

Why clarity is needed:
There is a known case when hundreds of people in Bibirevo signed "against the construction of a shopping center." Signatures were collected as part of public hearings on the urban development plan of the land plot (in short, the main document giving the green light for construction). The conclusion based on the results of public hearings read: the residents are against the construction, but not against the issuance of the GPZU; issue a GPU. Why the most general text is needed.

How to fill out signature sheets:


  1. The text you sign under must be on EVERY signature sheet. Signing on a sheet that has only a table for signatures, without text, is IMPOSSIBLE IN NO EVENT. Copies of such signatures can then be attached to any malicious text by employees of the council or prefecture.


  1. You cannot sign on the back of the signature sheet. Copies reverse side signature sheet - these are signatures without text, they can also be attached to anything.
