Customs takes good?

Once again, the name of the head of the Federal Customs Service Andrei Belyaninov flashes in corruption scandals! So quite recently, searches were held at the head of the forensic department of the Central Forensic Customs Administration of the Federal Customs Service, Vladimir Makarenko.

As the investigators found out, Vladimir Makarenko demanded 80,000 rubles from CEO OOO VLADPOLITEKS. However, the security forces found that Makarenko himself could not provide this service. Hence the version was born that he had to transfer the “kickback” from the bribe to the representatives of his immediate leadership!

The thing is that, according to experts, under Andrey Belyaninov, the FCS created the so-called "vertically integrated system of corruption", when a bribe from the lower level with "kickbacks" goes to the very top - so that the leadership "turns a blind eye" to that how middle and lower level officials steal (take bribes).

Belyaninov against TFR?

Rumor has it that the head of the Federal Customs Service Andrei Belyaninov is at the top of this corruption pyramid. Indeed, during these searches, he accused the employees of the Investigative Committee for the city of Moscow of "low qualifications."

According to the head of the FCS, these allegedly “senseless” searches were carried out precisely because of “insufficient professionalism”. Andrei Belyaninov stressed that there was no need for such operations.

However, it seems that Mr. Belyaninov is noticeably disingenuous. After all, the investigators themselves, in a conversation with the press, did not even mention any help from the FCS. Moreover, there was a feeling that Belyaninov himself deliberately wants to confuse the investigation! ..

"Thieves" in the rear?

Such a position of Belyaninov, however, is completely understandable, since the investigators have already been able to expose quite important corrupt officials from the FCS. So now, according to rumors, the employees of the TFR have already come out on the trail of the participation in this crime of the head of the Main Directorate logistic support Sergei Komlichenko!

Thus, it is possible that Belyaninov is confident that "proximity to the Kremlin" will save him from possible criminal prosecution. Well ... Anatoly Serdyukov also thought so once, but in the end he was under investigation!

In those distant times, it was said that Belyaninov was directly related to this story! Moreover, it was argued that it was he who was one of the organizers of these "shadow schemes". However, now the head of the Federal Customs Service clearly does not like to remember the Orekhov affairs ...

Corruption under the nose of Belyaninov

However, we note that corruption exists not only in the top management of the FCS! After all, such incidents have occurred more than once in the "middle link" of customs! Here it is worth, for example, to recall the scandal at the Sheremetyevo customs. But then it was not ordinary customs officers who were arrested at all, but high-ranking officials. So, Irina Khodakova was the deputy head of the department for applying the risk management system of the Sheremetyevo customs, and Vladlen Lavrikov was the chief state customs inspector of this department.

And more recently (March 15, 2013 - ed.), the Meshchansky Court of Moscow detained for two months the deputy head of the Central Customs Administration (CTU) of the Federal Customs Service of Russia Valery Zhovtobryukha, a suspect in the case of attempting to bribe an employee of the Accounts Chamber.

Earlier, the Moscow Interregional Investigation Department for Transport initiated a case against Sergey Vostrikov, Deputy Head of the Logistics Service of the Central Customs Department, and Head financial and accounting services of the CTU Svetlana Ignatova under the article of the Criminal Code of the Russian Federation "attempt to give a bribe on an especially large scale."

And all this corruption is happening in Moscow - under the very nose of Andrei Belyaninov!!!

When bribes are not smooth

Of course, if such a corrupt "lawlessness" is happening in Moscow, then what is happening in the regions?! And there bribes are taken at almost every corner! And especially this problem concerns customs!

So, for example, in October 2013, investigators of the North-Western Investigation Department for Transport of the Investigative Committee of the Russian Federation initiated a criminal case against the Deputy Head of the Customs Cost Control Department of the Federal Customs Revenue Service of the North-Western Customs Department of the Federal Customs Service of Russia, 35-year-old Svetlana Putkovskaya. She is suspected of taking a bribe.

As it turned out, on October 29, 2013, Svetlana Putkovskaya, in a BMW X6 car in an underground parking lot in a residential complex on Bolshoi Sampsonievsky Prospekt in St. Petersburg, received 90 thousand rubles from a citizen representing the commercial interests of the company. as a bribe.

But this is far from the only corruption scandal in the NWTU FCS. So earlier, after a similar incident, this organization was left by the head of the federal customs revenue service of the NWTU, Major General of the Customs Service Vadim Bushuev. And sometimes customs officers extort money even from "their own". Here it is worth recalling the scandal when the head of the information and technical department of the power supply department of the Federal Customs Service of Russia extorted 270 thousand rubles for his loyalty to the supplier of components for office equipment.

The piquancy of the situation was that the “Chinese fakes”, thanks to a colleague, were supposed to be used by the employees of the FCS itself !!!

Speaking of regional scandals, it makes sense to recall that the chief state customs inspector of the Astrakhan customs Alexander Tulnikov was convicted of doing business, but earlier as many as 11 Astrakhan corrupt customs officers and their accomplices were convicted. So corrupt officials in the FCS prefer to act as real "brigades"!

And there are already results - in 2016, departments conducted 514 checks.
