What the knights on the vozdvizhenka are armed with 10. The military trade building will be bought by an alliance of Russian-Chinese investors

, historical buildings of the Zachatievsky Sloboda on Ostozhenka andhotel "Moscow" are among the three most important architectural losses in Moscow over the past two decades.

The Voentorg building on Vozdvizhenka Street in Moscow was built in 1910-1913 by architect Sergei Zalessky by order of the Economic Society of the Moscow Military District and did not change its purpose throughout the 20th century.

For Moscow, the emergence of a trading house, reminiscent of the Parisian "gran magazin" (large department stores), was an event. The façade of the building was designed in Art Nouveau style, and the interior layout was similar to the Tietz department store in Düsseldorf, built by the famous architect Josef Olbrich: a spacious staircase lined with Italian marble, walls and columns decorated with paintings, a unique light lantern. The walls of the public buffet on the third floor were paneled in polished American walnut. The decoration of the facades with sculptures of knights and bas-reliefs of folklore reflected the jubilee mood that prevailed in Moscow on the eve of the 100th anniversary of the Battle of Borodino.

The Voentorg building was an example of Art Nouveau architecture. In 1910, the building project received an architectural award established by the Moscow City Duma.

In 1935, the interiors of the stores underwent a major renovation. The light lantern was replaced with a blind vaulted ceiling, the main staircase was dismantled, and sculptures were placed between the first and second floors, which were later replaced with vases.

In 1994, Voentorg, closed due to chronic unprofitability, became the property of the Moscow government, to which 60% of its shares were transferred for debts. The Moscow government tried several times to put its block of shares up for auction, but the auction did not take place.

On June 17, 1997, a resolution was adopted by the Moscow government that the complex of buildings was included in the protection zone of the Moscow Kremlin with a special regeneration regime. The reason for this was the fact that vaulted chambers of the first half of the 18th century and an interesting outbuilding built in 1828 were found at the base of the building. "Voentorg" was given the status of a newly identified monument of architecture.

According to media reports, in 2002 the shares of the owners began to be bought up by LLC KBF AST, one of the founders of which, according to the Moscow Registration Chamber, was entrepreneur Telman Ismailov, owner of the AST market chain and the famous Moscow restaurant Praga. As a result, the share of the new owner reached 99.42%.

In July, the Decree of the Government of Moscow No. 439-PP appeared, providing for the reconstruction of Voentorg. “In connection with the important urban planning significance of preserving the buildings of the former Central Military Department Store in the historical center of Moscow,” the resolution says, “the Moscow government decides to accept the proposal of the Department of Urban Planning Policy, Development and Reconstruction of the City of Moscow to carry out in 2003-2005 the reconstruction of buildings with a total area 18,011.7 square meters with the demolition of all buildings, while preserving the most valuable architectural elements of the facade during the design and construction of a retail and office complex and an underground parking garage with an estimated area of 67,000 square meters.

History of Voentorg

On the lower three floors of the constructed building there were shops and shops, on the fourth floor - office space, on the fifth - sewing, tailoring and shoe workshops, the basement and attics were given over to warehouses for goods. The project also included canteens for workers and employees of the commercial building. Shortly after the construction of the building was completed, in December 1910 - January 1911, the first inaugural exhibition of the new association of artists "Jack of Diamonds" was held, among whose members were P. P. Konchalovsky, N. E. Kuznetsov, A. V. Kuprin, A. V. Lentulov, S. I. Lobanov, I. I. Mashkov, A. A. Osmerkin, R. R. Falk, A. A. Exter, M. A. Feigin and others, which laid the official foundation for the formation of this association of painters.

Part of the building was residential. Bela Kun, a Hungarian and Soviet figure in the communist movement, lived in apartment No. 4 for about fifteen years.

Throughout its history, the Central Military Department Store (TSVUM) has not changed its purpose, always remaining the country's main military department store. In 1994, the wholesale and retail trade enterprise "Central Military Department Store" was privatized in accordance with the Decree of the Government of the Russian Federation of May 16, 1994 N 694-r, and in 1995, 60% of the shares of the newly created JSC " Trading house"Central military department store" ", as well as buildings on the street. Vozdvizhenka (house 10/2, buildings 1 and 2) were transferred to the state ownership of the city of Moscow.

Architecture

Among the advantages architectural project that allowed him to win the competition - a clear vertical structure of the building, supported by a series of narrow windows. The facade of the building was designed by S. Zalessky in the Art Nouveau style, decorated with sculptures of knights and bas-reliefs on folklore themes, which was associated with the 100th anniversary of the Battle of Borodino, celebrated during construction. Reinforced concrete structures were widely used in the construction of the building: beams, columns, lintels of windows and ceilings.

The interior layout, borrowed from the design of the Tietz department store in Düsseldorf by architect Josef Olbrich, was striking in its spaciousness and sophistication: the main staircase, illuminated by a large window from the courtyard, was lined with Italian marble, the walls and columns of the atrium were decorated with paintings, the walls of the cupboard on the third floor were paneled in polished American walnut. A central hall with a light lantern, supported by reinforced concrete structures, was arranged for the entire height of the building. Adjacent to the sideboard was a Louis XV style drawing room furnished with restored period furniture.

Destruction

Trade and office center

The project of a new multifunctional complex on the site of the destroyed architectural monument was developed by the chief architect of Workshop No. M. V. Posokhin "V. V. Kolosnitsyn, also known for the" reconstruction "of the hotel" Moscow ". When designing, no scientific fixation of the interiors of the building was made, the designers did not take into account the artistic value of facades and interiors. $140 million was invested in the construction of a new retail and office center.

Despite the assurances of the chief architect of the city A.V. appearance buildings to the historical and restoration of the interior of the central hall, the appearance of the building has undergone significant changes compared to the demolished Voentorg. The volume of the shopping and office center is six times larger than the historical building, the ground part of the new "Voentorg" has become two floors higher. Instead of a rectangular corner tower, a rounded one with a dome and a spire appeared, bay windows and floor divisions were eliminated, and instead of one atrium, three new ones appeared. The constructed retail and office building has an area of 72,500 square meters against 16,000 that existed in Voentorg. The color scheme of the facade and the finishing materials used in the decoration have changed: the Voentorg basement was lined with dark green granite, and the first floor - with gray granite, the rest of the historic building was plastered with cement with marble chips. The facade of the new building is completely finished with brownish granite. In general, the building ceased to correspond to the Art Nouveau style.

The well-known architectural historian and architectural critic Grigory Revzin described the building erected on the site of Voentorg as follows:

In general, all the features that made this building a monument of the “Viennese” Art Nouveau of the early 20th century have been carefully removed, and in all details, divisions and proportions, this is a typical Luzhkov-style office and shopping center.

According to a survey of leading Moscow architects conducted in early 2010 by Forbes magazine, shopping and office center"Voentorg" took first place in the list of "the ugliest buildings in the capital".

In April 2014, the Detsky Mir chain of stores became a tenant of Voentorg on Vozdvizhenka to open its flagship store in the building. The lease agreement is concluded for 10 years. The opening of the store is scheduled for August 27, 2014.

The controversy surrounding the destruction of Voentorg

Moscow Mayor Yu. M. Luzhkov:

Head of the Moscow construction complex V.I. Resin:

It's like choosing a wife - someone likes blondes, someone likes brunettes. The legs are long or short, the ears are this and that, but in general it is cute. Novodel? Yes, brand new. You can't say it's old. But 35,000 m² of parking lots and 47,000 underground spaces were made in the city center. Need to rejoice.

Despite the criticism of a number of media outlets about the appearance and general parameters of the new building of the Voentorg, I believe that this is a completely normal building, on the whole it turned out very nice.

1st Vice President public organization"Association of Builders of Russia", adviser to V.I. Resin L.A. Kazinets:

What about Voentorg? Who decided that this is an interesting building? There should be clear classifiers of objects that are truly monuments. Such as the UNESCO list. Why does the city have to die like Venice? Why don't we build beautiful new houses?<…>In the center, 70 percent of the buildings are of no interest. Why support these fools? For what funds? I am in favor of cleaning out all the junk in the city.

Instead of elegant modernity, the architectural pride of Moscow, an ordinary building "in the old style" is being built. The combination of a monstrous three-story attic, a round dome according to the new Moscow fashion and modern elements is a blatant bad taste, a provincial muck. Sorry, I have no other words. But they don't understand this either.

Farewell, Voentorg! August 23rd, 2017

At the end of August 2003, the demolition of the Voentorg building at 10 Vozdvizhenka Street began in the capital - a striking example of Moscow Art Nouveau, which retained the unique design of facades and interiors. Voentorg, located 500 meters from the Kremlin, was one of the most famous Soviet stores. The building was built in 1913, and 90 years later, by October 1, 2003, Voentorg was destroyed to the ground.
1. And only 14 years after this event, I decided to go to my favorite store. How many pleasant things were associated with him - firstly, Voentorg was the chef of our school, located very close, and secondly, I remember all the wonderful purchases made on the top floor of this store, and the most delicious products that were sold on the first floor, and the department of china, and sporting goods in the same place. Truly, it was a wonderful and very beautiful shop!

2. What I saw shocked me. The first feeling is that I am not in Moscow, but in Beijing or Hong Kong!
It turns out that I didn’t think so for nothing. In June of this year, Chinese investors bought the building of the former Voentorg. Its main owner is the Chinese company Fosun Group of businessman Guo Guangchang, its partner is the Russian Avica Management Company, which will carry out comprehensive management of the business center, in particular, will reposition the facility. What would that mean?

3. Looking around, I saw that the marble and other expensive materials had, of course, been returned to the central hall. And the atrium was preserved, but the fences of the floors were changed - they are not wooden with stars, but translucent. This is said to be closer to the pre-1935 version.

4. I even recognize vases.

5. And some decor elements...

6. So, on the site of the old and beloved Voentorg in 2008, according to the project of the architect V. Kolosnitsyn, a house was built that had nothing to do with the former Voentorg, despite the fact that in the new building, it would seem, some details of the old facade, for example, sculptures of warriors with shields, fences. According to a survey of leading Moscow architects, conducted in 2010 by the magazine Forbes, this building took first place among the ugliest buildings in Moscow.
The new Voentorg differed significantly from its predecessor, not only in the volume of premises (there were six times more of them), but also in the number of floors (two floors were added). The color changed (the building became completely brown) and the shape of the building: the rectangular corner tower was replaced by a rounded tower with a dome topped with a spire. Bay windows were eliminated, instead of one atrium, three appeared.

7. During appearance there is no trace left of the modernist building. In general, 5 years after the demolition, Moscow received a new "monster": it glitters with granite, glares with glass and curls with the completion of the colonnades.

From the history of Voentorg
The former building of the Voentorg in the form in which it has come down to us was built in 1913 on the site of the former estate of I. Bazilevsky by order of the Economic Society of Officers of the Moscow Military District. The author of the project was the architect S.B. Zalessky. Already in 1910, the project proposed by him received an award established by the Moscow City Duma, and the drawings themselves were published in the Yearbook of Modern Architecture and decorative arts"For 1912. Only drawings of those buildings that were recognized as architectural value could get into this yearbook.
Among the advantages of the architectural design is the clear vertical structure of the building, supported by a series of narrow windows. The facade was decorated with sculptures of knights and bas-reliefs on folklore themes, which was associated with the 100th anniversary of the Battle of Borodino, which was celebrated during construction. Reinforced concrete structures were widely used: beams, columns, lintels of windows and ceilings.

On the facade there is an inscription "Economic Society of Officers of the Moscow Military District"

Initially, the Central Military Department Store was a complex of two buildings. The architect Sergey Zalessky built a six-storey store and a tenement house for the Economic Society of Officers (the buildings stood back to back). The store was unique for Moscow - it is an example of late modernism, where reinforced concrete structures are an independent means of artistic expression. It was modeled after the Tietz department store in Düsseldorf, designed by the architect Josef Olbrich.

Building facade, 1916

The interior layout was striking in its spaciousness and sophistication: the main staircase, illuminated by a large window from the courtyard, was lined with Italian marble, the walls and columns of the atrium were decorated with paintings. A central hall with a light lantern supported by reinforced concrete structures was arranged for the entire height of the building. trading floors were located on three sides of the hall in the form of galleries. The north wall was a huge stained-glass window.

When the Economic Society of Officers ordered a store for Zalessky, it was understood that it should be the highest level. Interior decoration turned out to be appropriate.

From the moment the building was built to its demolition, it housed all kinds of military departments, first tsarist, later Soviet, but despite this, the building never lost its main purpose - the country's main military department store. During the reconstruction in 1935, the main staircase was dismantled, the northern wall was moved a few meters into the courtyard, and the skylight grew from the 2nd to the 5th floors. The pylons of the central hall were expanded, and the skylight was replaced with a vaulted ceiling.

Kalinina Street from Arbat Square, 1947

In November 1959, a sad event happened in Voentorg: architect Ivan Leonidov, a well-known supporter of constructivism in architecture, who went shopping for the holiday, died of a heart attack right on the stairs. His death was not the only one that occurred in the Voentorg building. In 1992, due to the collapse of a marble tile that broke off from the lining of the columns, an employee of the souvenir shop died, another became disabled due to a head injury. The emergency state of the department store and its unprofitability served as a pretext for closing the store.

Voentorg, 1980s

Looking at old photographs, I regret that the former Voentorg building was not restored. Now everything is different - its clear vertical, narrow windows, the former knights on the bas-reliefs, reminiscent of the Battle of Borodino, the wide staircase, the columns of the atrium have disappeared forever.

Voentorg, before closing

11. How did it happen? The Voentorg building was first abandoned for several years, until it collapsed without supervision and care, and then sold.

12. Muscovites at first wondered why Voentorg was abandoned and forgotten.

13. When they began to tear down its walls, it was a heartbreaking sight. During the demolition, the vaulted chambers of the early 18th century were destroyed, as well as the Empire wing of 1828.

August 2003

14. In those days, both Muscovites and foreigners with cameras were near Voentorg, wondering how a historic building could have gone into private hands.

Based on the definitions in dictionaries, a military trade is a system of trading institutions designed to provide services to military personnel and their families. Such military stores should provide military units and camps with uniforms, equipment and products.

The first steps of military trade in the USSR.

The history of the modern Voentorg began in the distant post-revolutionary years. For the first time, the Central Directorate of Red Army Shops (TsUKL) was created in the USSR by Order of the RVSR No. 373 of December 13, 1918. According to this order, warehouses, special departments and shops were deployed, which were supposed to become military stores. The TsUKL was transferred to the Central Army Supply Directorate in July 1919. Later, in 1921, specialized military consumer societies(VPO) in accordance with the decree "On cooperation" and the decree of the Council of People's Commissars of the RSFSR. Military-cooperative departments were also created in the districts at this time. These organizations were supposed to create military stores not far from the military units. It was planned to organize the military department of Voronezh, the military department of Yekaterinburg, etc. And in the system of the Centrosoyuz, the All-Russian Military Cooperative Directorate appeared, which was engaged in the distribution and control of such military stores.

However, in July 1924, military trade ceased to exist, the already established Moscow military stores were disbanded, and military stores disappeared in almost all cities of the country: the military store in Novosibirsk, the military store in Penza, and so on throughout the USSR, almost every military store in Moscow was closed. The maintenance of the army is transferred to the Central Workers' Cooperative. Closed military cooperatives (voentorgs) appeared only in 1929-1930. Their appearance was caused by a shortage of food in military units. Under the Central and regional consumer unions, the so-called military cooperative sectors were created, the function of which was to control the provision of military cooperatives, the supply of goods to military stores. On the basis of these sectors, the Central Military Cooperative Directorate was created in April 1932. And, finally, on October 17, 1935, by a special resolution of the Council of People's Commissars, the Central State Association of Military Trade and Service of the Industrial and Domestic Needs of the Army and Navy was created under the abbreviated name Tsentrvoentorg. All the main military trade enterprises of the Central Union were transferred to him. And already on April 3, 1938, Tsentrvoentorg was reorganized into Glavvoentorg - the Main Directorate of Military Trade Enterprises.

Development of field military trades.

Just before the war, in 1939, Glavvoenflottorg and Glavspetstorg were also created. A special place in the system of pre-war trade enterprises involved in supplying the army was occupied by field military offices. These organizations were created to serve military units in wartime. Their structure included a regimental store (military store), a divisional military store, a front military store and an army store. Such institutions began to appear in the USSR in 1939-1940. At the end of the war, there were about 30,000 employees in such field military departments, while there were almost five thousand trading enterprises in the inner districts.

Mostly field military trades were organized by order of the army headquarters. The headquarters carefully kept records of the economic activities of military stores, in accordance with the instructions of the Glavvoentorg of the People's Commissariat of Trade of the USSR. Field institutions of the State Bank were regularly provided with prompt and financial statements. All field military agencies were required to hand over the proceeds once every six days to the field bank. Voentorg stores were not allowed to spend funds from this proceeds. However, it was allowed to spend a certain amount from the income of public catering organizations belonging to field military agencies. Such field military trades were credited at that time, regardless of their profitability. All possible losses of the military trade were immediately covered by the Glavvoentorg of the People's Commissariat of Trade of the USSR. In certain cases, when the field military department experienced temporary financial difficulties, it could receive an off-plan loan for a period of 45 days from the field office of the State Bank.

A very interesting point in the work of the field military trades is their activities in the Baltic states in servicing units located abroad. On January 4, 1940, A. Samulenko, Deputy Chairman of the Board of the State Bank of the USSR, approved the “Regulations on Settlement and Credit Services for All Operations of the Special Trade, Glavvoentorg of the People's Commissariat of Trade of the USSR in Latvia, Estonia and Lithuania”. Thus, a certain experience was gained in the interaction of important elements in the structure of state management, including the organization of military trade, both on the fronts of hostilities and abroad.

Military trade during the Great Patriotic War.

Of course, the first war years were marked by significant difficulties for military stores, which were the result of a lack of personnel and funds. During the process of mass formations of military formations and units, when entire armies and fronts were rapidly created, there was a significant shortage of military stores. Many military departments did not work Saint Petersburg(Leningrad), the military departments of Moscow, goods were not delivered to the military departments of Volgograd and other cities of the country. The reason was that a significant number of military trade and trade workers went to the front. Thus, the number of servicemen of the apparatus of the Glavvoentorg and district military departments, such as the military department of Rostov or the department of Chelyabinsk, the military department in Nizhny Novgorod and their branches decreased by three times. In addition, many workers, for example, the wives of officers who worked in stationary military stores before the war, were evacuated from cities close to the front line.

But it was necessary to form a sufficient number of field military agencies in a short time, even with such problems. Such field trade enterprises as military trade had to organize high-quality service personnel troops in difficult combat conditions. Mobile trading field enterprises, as well as Moscow's military departments, had to be provided with quality goods. Many branches of the military trade were also created in the internal districts to provide services for military personnel undergoing training. The military department of Yekaterinburg, the military department of Ufa and others were created. It was also necessary to organize a quick supply of military families through a network of military stores mobilized into the army, and employees of trade and household enterprises and military stores - with technical equipment and essential goods. Also, the production of military field goods and the supply of them to the troops through military stores was gradually established.

At the same time, market funds in the country for a large number of important goods supplied to military trade stores were significantly reduced. The situation was also complicated by significant losses of technical equipment and goods during the battles in the territories of the border military districts. In the first six months of the war alone, Glavvoentorg lost more than 350 million rubles. Especially these losses concerned the mobile shops of the military trade. Therefore, in July 1941, a joint order was issued by the People's Commissar of Defense of the USSR and the People's Commissar of Trade of the USSR, which approved the Regulations on organizational and legal framework activities of all field military trades. This Regulation made Glavvoentorg responsible for organizing army and front-line field military trades, which were supposed to provide food for personnel. In addition, their tasks included the organization of public catering and the provision of personal services to the command staff. This was supposed to be done by the military departments of Moscow, as well as the military department in Yaroslavl, the military department of Khabarovsk and others. Military departments, in particular, military stores, were not created in the units themselves, headquarters of corps and divisions, service was carried out through buffets and mobile shops. Special funds of industrial and food products were allocated for field military trades, decentralized procurement of non-grain agricultural products was carried out. For the delivery of goods, the chiefs of the logistics of the armies allocated a large number of vans and other equipment to the military departments.

The personnel were mainly served through stalls, mobile shops and tents that served as military stores. But soon, in the summer of 1941, the mail order business began to appear. Small parcels containing a set of goods in constant demand were formed at the front bases of stationary military trades and sent to military units. Such a practice, for example, was implemented by the military department of Voronezh, the military department of Samara, the military department of Chelyabinsk and many others. For several months in 1941, 65 thousand such parcels were sold. By the end of 1941, the total turnover of all military trade had already reached 110 million rubles.

But the implementation of military trade in that period was not without significant shortcomings. Front military offices could serve only field administrations at the fronts and military units. Army military departments functioned completely autonomously. Mobile shops were not introduced into the state of the formations, but remained at the disposal of the army military departments. Thus, interruptions were created in the sale of goods for soldiers' demand, the military department of Kazan, the military department of Saratov, and the Omsk military department had a shortage of goods. Another disadvantage of such trade was that sometimes it was not known where the divisions would be located at the time the goods were sent.

In the Instruction on the activities of front-line and army military stores and field military stores of 08/31/1941, as well as in a joint order of the People's Commissar of Defense with the People's Commissar of Trade of the USSR, the duties and rights of the main workers of the military store were detailed. The features of the relationship between military stores and management, as well as the procedure for the operation and location of enterprises of military stores, were approved. However, this Instruction did not introduce fundamental changes in the order of military trade. The military departments of Perm, the military department of Rostov and other military departments of the country still needed food and goods.

Starting in 1942, the service of personnel began to improve significantly. The military departments of Moscow were the first to feel this. This is due to an increase in the self-procurement of various products by local workers. At some military agencies, such as the military agency of Novosibirsk, the military agency of Togliatti or the military agency of Krasnoyarsk, subsidiary farms were organized. These farms became a source of supply of meat, potatoes, milk, fish and vegetables for army personnel. This year the turnover of military trade was already 600 million rubles. The number of military stores and canteens has tripled. There were field tea in the army. Sewing, shoe and watch workshops were also organized, supplying field military offices. Even during periods of redeployment of troops, canteens could constantly provide the entire command staff with fresh food, and military stores with the necessary goods. Military store vendors often appeared in military units during respite between battles and ensured uninterrupted trade.

Decentralized purchases of food and industrial goods were carried out. Increased the number subsidiary farms. The turnover of military trade, in particular the activities of military trade, by the end of 1943, approached a billion rubles. However, the employees of military trades and military trade shops made little use of all the opportunities for the production of an assortment of goods for the military on the basis of waste, local raw materials, and other goods of small enterprises of the cooperative and state industries. Therefore, many military departments - the military department in Yaroslavl, the military department in Volgograd, the military department in Naberezhnye Chelny, the military department in Orel, the military department in Orenburg, still needed food. By the end of 1943, there was a significant turning point in the course of the war. During this period, the Soviet Army had already liberated more than half of the occupied territories. Additional problems arose in connection with the exit of the Soviet Army beyond the state borders. Voentorgs needed to supply the military outside the country. It was necessary to change the forms of work of military agencies and interaction with the local population for the supply of food to military agencies, which was reflected in changes in the procedure for concluding procurement contracts with military agencies. New tasks also appeared in connection with prices and settlements of military stores in foreign currency. In 1944, the GKO issued a special decree, according to which the Glavvoentorg was to expand its own food bases. According to this decree, rural subsidiary farms supplying products to the military departments were to be organized at each field military department. Began to improve and everyday services for the composition of all troops. The network of enterprises grew, mainly due to laundries, sewing, shoe shops, photo studios, hairdressers, as well as enterprises that produced consumer goods. In general, the list of duties for all field military agencies was very wide and the military agencies coped with the tasks assigned to them with honor.

The role of military agencies in supplying the Soviet Army during the war years.

Although the military trade system was created before the Second World War to improve the service of the Soviet troops, the military trade and the network of military stores became a completely new structure during the war. Canteens of the military trade, for example, provided food to the personnel of the headquarters of the front and armies. Voentorgs bought products from the population or received them from subsidiary farms. Since for such canteens great importance service quality and table setting had a lot of letters of thanks were sent to the military departments, such as the military department of Yekaterinburg or the military department of Rostov.

Voentorgs also helped soldiers and officers to acquire those items that were not included in the quartermaster's list. Voentorg of Vladivostok, Voentorg of Saratov, Voentorg of Omsk, Voentorg of Yekaterinburg, Voentorg of Kazan, Voentorg of Nizhny Novgorod and all other military agencies of the country offered, for example, needles and threads, pencils and paper, cologne and shaving razors, buttons and combs, pipes, mouthpieces and pouches, lighters and pocket mirrors.

During the war, the military trade provided parcels with certain goods daily demand to the front. For example, in 1944, about 5 million such parcels were sold by the military trade. During the hostilities, truck shops with the necessary things from many military dealers also went to the forefront.

Glavvoentorg, which was the main trading military institution in the USSR, was headed by G. A. Zaitsev at the beginning of the war, and then, from August 1942 to October 1943, I. R. Khokhlov was the head. Both of them were civilians, but had some experience in trading and organizing military stores in combat conditions.

However, in October 1943, a career military officer, major general of the quartermaster service, P.V. Kochetkov, who had previously been a member of the Military Council of the Volkhov Front and was well versed in the work of military traders, was appointed head of the Glavvoentorg. He managed to establish a better correspondence of trade support to the needs of military field life. Many military departments, such as the military department of Krasnoyarsk, the military department of Novgorod or the military department of Chelyabinsk, were already functioning more efficiently.

Control over the work of the field military departments was carried out by the Main Directorate of Food Supply of the Red Army. Then a special department was created, which directed the activities of the Glavvoentorg to fulfill the tasks of the activities of the military departments, corresponding to the directives of the Supreme High Military Command.

In general, Glavvoentorg was subordinate to the People's Commissariat of the USSR. This to some extent complicated the work of military agencies, because they were sometimes denied the construction of premises, repairs and vehicles in military units. In response to this, Glavvoentorg sold goods to large cities, in particular, to the military departments of St. Petersburg (then Leningrad), to the military department of Yekaterinburg and others, from which the remote garrisons mainly suffered. In addition, such military agencies as the Tyumen military agency or the Penza military agency had an extremely weak material and technical base.

The People's Commissariat of Defense was to become the sole owner of this system. He had the opportunity to provide significant assistance to the military trade. However, despite such an obvious need, the employees of the People's Commissariat of Trade did not agree to transfer the military department to the subordination of another department, which, in turn, was also not eager to take the organization of the military department under its own responsibility.

This issue was resolved only in 1956, when G.K. Zhukov - Minister of Defense and Minister of Trade of the USSR D.V. Pavlov addressed the Council of Ministers of the USSR with a corresponding proposal. As a result, on June 4, 1956, a decision was made to transfer all enterprises of the Glavvoentorg to the Ministry of Defense. This made a significant improvement in the work of the military trades, since all district commanders and garrison commanders became responsible for the trade services of their soldiers and officers.

Voentorgs after the collapse of the USSR.

With the collapse of the USSR, all the enterprises of the Glavvoentorg, the military departments of Moscow, the military departments of St. Petersburg were reorganized and fell under different subordination. It was also decided to create a retail company on the basis of 1300 military stores and warehouses subordinate to the Ministry of Defense Russian Federation. This idea was supported by Dmitry Bulgakov, who was appointed Deputy Minister of Defense at the end of December 2008.

However, a decision was soon made to sell off all real estate, such as the trade bases of the military departments in large cities, the military departments of Moscow, the military departments of St. Petersburg, large department stores and catering establishments. Thus, the idea of creating JSC "Voentorg" was buried. The military department of Voronezh and the military department of Yekaterinburg that once worked successfully have disappeared. The same fate befell the military office of Rostov and the military office in Novgorod. Instead, a whole network of private enterprises was created and shopping centers under the name "Voentorg". Many of the employees of the Glavvoentorg enterprises at that time were left without work, but there was a wealth of experience in this activity and connections were preserved. So there was a military department in Rostov-on-Don, a military department in Krasnoyarsk. Former employees of military stores, who were not at a loss in the circumstances, created a military store in Izhevsk and a military store in Irkutsk. A military department appeared in Khabarovsk, a military department in Kemerovo and a military department in Lipetsk. Over time, military stores began to appear in all CIS countries. First in major cities organized cooperatives, military agencies in Moscow, military agencies in St. Petersburg, offering not only the military, but also to everyone who wanted army equipment, paraphernalia, military uniforms, badges, souvenirs and products. Due to the weak funding of the army, such military stores have become a great help for military personnel. Many military stores, such as the military store in Tula or the military store in Kirov, as well as the military store in Tver or the military store in Belgorod, and many more similar enterprises, provided the opportunity to buy a military uniform, various stripes, shirts and trousers, caps and badges. The reduction in funding has not bypassed the armed forces. Russia is no exception. But, despite the difficult situation, for several years now the country has continued a large-scale and promising reform of the Armed Forces. The state has found ways to implement this expensive and complex, but important task. The purpose of forming a new image of the Armed Forces was not only to improve the technical equipment of the army, change the very structure and economic situation of the military, but also to raise the status of the military, which is the foundation, support of the state and society.

At the end of 2010, the state armament program for 2011-2020 was approved. New military units will be created, and the officer corps will also increase to 70,000 people.

On November 6, the Minister of Defense of the Russian Federation A. Serdyukov was dismissed. His place was taken by Sergei Shoigu, who plans to continue the promising undertakings of the state to strengthen the Russian Armed Forces, reanimate the army command and control system, and raise the status of servicemen.

Not bypassed the changes and the military trade system. Recently, an alarming situation has developed around the Voentorg AOA and, as a result, the new Minister of Defense removed Marina Lapatina from the post of the general director of Voentorg. Pavlov V.V. took her place on December 17. He plans to continue the implementation of one of the areas of military reform - the creation unified system for the rear support of the military of all power structures, which is a necessity, both from an economic and military point of view. Active work is to be done to optimize the volume of stocks of technical and material resources, reduce excess infrastructure, improve forms of management with the expansion of the participation of the civilian sector in logistic support.

It is planned to be included in sub-holdings, such as Voentorg 56 state enterprises, carrying out activities of logistic support. 19 must also enter there. joint-stock companies, including those involved in the repair of weapons and military equipment. And the active development of the Internet trade of military stores will greatly simplify the process of finding and delivering everything necessary for effective work all power structures of the country.
