As of July 1, 2019, there were 24 operating banks in Belarus and the Development Bank, which is a special type of financial institution. In the first half of this year, all commercial banks and BRRB were profitable.

To remove some of the distortions associated with the size of banks, return on assets and equity helps. Return on assets is the ratio of the bank's profit and its average assets over a certain period of time, return on equity is the ratio of profit and capital.

In the first half of the year, the average return on assets for 24 operating banks amounted to 0.77%, return on equity - 5.18%. Compared to 2018, these figures remained virtually unchanged.

First place in the system in terms of return on assets (4.62%) and ninth in terms of return on equity (5.12%) was taken by TK Bank. This is a Belarusian bank with Iranian capital. In April, the NBRB extended the ban for TC Bank on attracting deposits from individuals.

MTBank ranked second in terms of return on assets (2.59%) and first in terms of return on equity (16.60%). According to the sum of places in the rating, this private bank can be called the most efficient in the system.

Priorbank ranked third in terms of return on assets (1.80%) and second in terms of return on equity (11.22%). The block of shares in Priorbank cannot sell the State Property Committee in any way. In the first half of 2019, Priorbank received an inspection from the NBRB.

The last two places in terms of return on assets and equity were occupied by Paritetbank (0.23% and 0.95%) and Zepter Bank (0.08% and 0.24%). In July, Zepter Bank was to begin an inspection by the regulator's specialists.

In total, compared to 2018, 10 out of 24 banks increased their return on assets, 11 out of 24 banks increased their return on equity. Return on assets fell against the backdrop of an increase in the return on equity of BTA Bank.

With regard to bank capital, the layout at the turn of 2017 and 2018 was similar. Belarusbank was at least twice as large as any other bank in the country. The capital of Belarusbank exceeded the capital of the smallest Zepter Bank 98 times.

With such disproportions in the distribution of capital and assets, it would be absurd to draw any conclusions about the efficiency of banks only from profit. To determine which of the banks is the most efficient and which is the inefficient, it is better to use relative rather than absolute indicators. The return on a bank's assets is the ratio of its profit over a period of time to the average value of assets over the same period. Return on equity is the ratio of profit to capital. The capital of the bank includes its own money, but the assets can be not only the bank's own funds, but also borrowed funds.

The average return on assets of 24 operating banks for 2017 was 1.38%, return on equity was 9.58%. In addition to commercial banks, the NBRB has recently been reporting to the Development Bank. Its performance in 2017 was above the system average (ROA of 3.29% and equity of 11.20%).

The most efficient bank in Belarus in terms of return on assets in 2017 was Priorbank. The return on assets of this bank last year amounted to 6.39%, return on equity - 34.19%.

The second place in terms of return on assets (5.26%), but the first in terms of return on equity (41.46%) in 2017 was taken by MTBank. MTBank is the country's largest private bank: the larger banks are either state-owned or foreign.

In third place in terms of return on equity (31.52%) and fifth in terms of return on assets (3.84%) was Alfa Bank. The Belarusian Alfa-Bank is a "daughter" of the eponymous largest private bank in Russia.

The last three places in terms of return on assets and capital in 2017 were taken by Belagroprombank(0.23% and 1.43%), Zepter Bank(0.21% and 0.55%) and Bank "Resolution"(0.14% and 0.44%).

The quality of the assets of the state-owned Belagroprombank remains low even after some of them were transferred to a special agency. The reason for this is the bank's past focus on concessional lending to the agro-industrial complex.

Bank "Resolution" (former Trustbank) in 2016 was generally unprofitable. Therefore, reaching a positive profitability is a kind of success for this bank.

Zepter Bank has consistently high operating costs for its size. Every year, operating expenses eat up most of this bank's profits.
